Boys' sizes. Bill Gerrard is a politician's politician. He's a lot of other things, too, He's a prosjx'rous LaCrosse Realtor, a close and loyal friend of Gov. Patrick Lucey, and a highly succcsxful political fund raiser. And for four years lie's been the chairman of the Wisconsin Democratic Party.

He's well-suited to the chairman's Job. No one is quicker to stop a back, shake a hand, buy a drink, or boom a greeting. What's more, no one is more skillful at dodging questions in a friendly way. I knew all that when I called him last week to check out the latest rumor about his future as party chairman. But he still managed to do it to me "Hi, Billy," he boomed over the telephone.

"What's on your mind?" He'd been Retting calls all week from reporters with questions about events that occurred in 1972, when he was chairman of the State Real Estate Examining Board. There were suggestions that he may have helped a real estate developer keep his license because the developer contributed heavily to the Democratic Party. Gerrard denied there was any connection. Anyway, I wanted to talk atxiut something else. The recurring rumor that Gerrard was about to resign as state chairman had popped up again.

And it seemed like a reasonable possibility, since he had thought about quitting a year ago but was persuaded by Lucey to stay on at least until after the November election. Some sources ih the party had indicated that Gerrard now was about to step down and that Lucey had picked another friend, Herbert Kohl of Milwaukee, as his dholce for chairman. Kohl, president of the Milwaukee-based food store chain, was master of ceremonies for Lucey's inauguration in January. Although not a 7 party regular, he's a Lucey loyalist and not an unlikely choice. It seemed like the best way to check that out was to ask Gerrard himself.

He'd be so happy to talk about something besides the Real Estate Examining Board issue, the strategy went, that he gladly would answer my questions. So I plunged right in. "I wanted to talk about your party chairmanship and what your future plans are," I said. "Well," said Gerrard. "the party constitution says I'm in the job till the summer of 1976.

"Yes, but do you plan to keep the job that long?" "If and when I decide to resign, I'll let somebody know." "I've been hearing rumors that you're going to quit." "Well, I can understand the rumors. I have a lot of other things to do. And the real estate business isn't as good as it was." "I've even heard the name of your replacement tossed around." "Who is it?" "Herb Kohl." "Who's Herb Kohl?" At about that point in the conversation, I had to conclude he wasn't going to tell me much. We hung up a few minutes later, after Gerrard got off one last parting shot: "Call me more often," he said. He became a symbol of the state bureaucracy, which often is at odds with the Legislature.

Earl wasn't even asked any hostile questions at his confirmation hearing before a Senate committee, which unanimously backed his appointment last week. Earl pledged to make the department responsive instead of an independent branch of government, and the senators liked what they heard. It will be interesting to see whether Earl can continue, as the session goes on, to separate himself from some of the tough and unpopular decisions his department is "bound to make. Lottery Support Shown One after another, legislators have been releasing voter surveys showing a surprising amount of support for a state-run lottery. The latest is from State Sen.

William Bablitch (D-Stevens Point), whose constituents said they favored a lottery by a whopping 63 per cent for to 29 per cent against. On the other hand, only 48 per cent of those answering Bablitch's poll favor a state tax checkoff system to let taxpayers designate money for political campaigns. Forty-one per cent said no. It's hard to say what the moral is, unless it's that the voters think they have better odds of winning a lottery than winning an election. Or something like that.
