Main St. Miamiiburg Movie Review The first rule of horror flicks is never to explain the hows or the whys. Logic diffuses horror and the pictures rarely make sense, anyway. Even though "Silent Scream" Is considerably slicker than "Halloween," it still looks low-budget. All its resilient cobwebs, shiny sports cars and fancy cinematography detract from the terror.

One of "Halloween's" strong points was its rough, grainy footage and its hand-held shots which heightened the horror. PERHAPS THE biggest problem with "Silent Scream" is its heroine, Scotti (Rebecca Balding), who's just too willing to open that door or walk up that hidden staircase. She's a fairly competent actress she screams well and gets goose pimples at the right moments but she's burdened with an awful script. Watch for Avery Schreiber, the Fritos man, who does a better job playing a homicide cop than he did a zoo keeper in "Scavenger Hunt." He's supposed to be a hot property in 1980, although It hasn't been evident from this season's showings. It's unfair to reveal more about "Silent Scream" because the scares commence almost as soon as the credits roll off the screen.

It should be noted, however, that the picture's climax looks as though it came from a Charles Manson therapy session. The age of the victims is a major departure from "Halloween," in which director John Carpenter used spindly, babysitting teeny-boppers for victims. Carpenter's high schoolers made better victims because they acted really scared and they didn't attempt heroics. "Silent Scream" contains a number of moderate jolts, but nothing like "Halloween." One reason is that "Silent Scream's" director, Denny Harris, foretells each murder and goes to great lengths to show exactly what the knife-wielding murderess looks like.

IT'S THE FEAR of the unknown and the inability of the viewer to know how or when the psychotic will strike that makes "Halloween" so terrifying. The resolution, tying an Olympic boycott to continued presence of Soviet troops in Afghanistan, was expected to be approved by the full Senate today following unanimous approval by the Foreign Relations Committee Monday.

THE RESOLUTION offers an alternative to a boycott by urging the International Olympic Committee to cancel, postpone or transfer the Games a request IOC members have already indicated they will reject. It also proposes that the IOC consider creating permanent homes for the Summer Games in Greece and the Winter Games in a neutral country. Unlike a version adopted by the House last week, the Senate resolution does not specifically tie action on the Games to an arbitrary Feb. 20th deadline set by President Carter for Soviet withdrawal.
