On both traction, hich measures a tire's stopping ability, and temperature, which measures a tire's ability to withstand and dissipate heat without failing, the Michelin tire received the highest rating, an The K-mart tire, by comparison, received a for traction and a for temperature. All tires must meet minimum safety requirements. The two safety ratings go beyond that. An in trac tires listed.

Of them, the most expensive, the Michelin had the lowest rating for treadwear. The treadwear rating is a comparative rating which indicates the tire's wear rate when tested under controlled conditions at a government testing ground in Texas. A median was established at 100, which at the track, using tires built to exact specifications, equalled 30,000 miles. A rating of 110 means that the tire would get 10 percent more mileage then a tire rated 100, and a tire rated at 90 got 10 percent less mileage. The Michelin priced at $90.34 in N.Y.

Times News Service WASHINGTON The Department of Transportation released Tuesday a guide grading the quality of automobile tires designed to help con-. sumers judge the safety and economy of the tires they buy. The guide, called the Uniform Tire Quality Grading List, indicates that some tires costing a great deal offer no more than a less expensive brand. "Some tires may vary in price by as much as $30 apiece yet offer the same performance as measured by tire grading system," explained Joan Claybrook, administrator of the National Highway Traffic Safety Ad ministration, which compiled the list based on information provided by the tire industry. "And tires of the same price can vary greatly." The guide is actually a compilation of three separate lists drawn up by NHTSA since April 1979, grading foreign and American-made bias, belted bias and radial tires.

Each list the last, for radial tires, was released Oct 1, 1980 grades tires on the basis of treadwear, traction and temperature. The results are listed on labels attached to each tire or molded into the sidewalls of the tire. At Tuesday's news conference, eight tires were picked out as examples from the approximately 2,500 Thompson's ink hurts his bid, challenger says 1 1 I Associated Press Herbert Grover said Tuesday he could not purchase for $1 million the publicity state Superintendent of Pub-he Instruction Barbara Thompson has received over her possible appointment to a federal Cabinet post Grover, superintendent of Monona 1 Grove schools, is a candidate in next "spring's election for the job Mrs. Thompson now holds. Mrs. Thompson has stated on a of occasions she understands is under consideration by Presi-dent-elect Ronald Reagan for the post secretary of education. By dividing the price with the treadwear grade, the Department of Transportation arrived at a figure it calls the price per 10 treadwear grade units, a rough calculation aimed at giving the buyer an idea of the economy of the tire.

In Michelin's case the figure is $6.45, the highest of the eight tires studied. The best figure of the eight came from the K-mart 225 tire hich costs $50.05 and has a treadwear grade of 180, giving it a unit price of $2.78. Without the extra money from bonding, Moses said, the program will run out of funds in March.

The program, under which eligible veterans can get mortgage loans at interest rates below those charged by bankers, has provided nearly 37,000 low-interest loans totalling $1.16 billion since 1974. The Building Commission last spring authorized $68.8 million in bonding, which the program began to tap late in July. As of Dec. 24, Moses said in a letter tion means the tire performed well on both asphalt and concrete surfaces. A rating of means the tire did less well on at least one of the surfaces.

If the tire is rated it performed poorly on one or both of the surfaces. Ratings on all tires will be made available to the public through credit unions, puhlic libraries, recreation associations and consumer information offices. Miss Claybrook said. to commission secretary Paul Brown, $49.4 million of the $68.8 million has been committed. The $25 million requested would tide the loan program over for another 90 days "under the most optimistic of circumstances," Moses said. He said new federal rules regulating the issuance of tax-exempt revenue bonds make it difficult to estimate future demand on the state loan program. Under the Mortgage Subsidy Bond Tax Act of 1980, municipal single-family home loan programs will be hard-pressed to qualify for a federal tax exemption, Moses said. Current loans issued under the program carry interest rates of 9.83 percent, far below commercial home loan rates.

The gates could not be opened by the animals, he explained. On several occasions animals have been let out of the barns, said Hauser. "I don't know how we can remedy the situation. We have to have them on campus for class work." Hauser said he examined the animals after their capture and "to the best of my knowledge, they are all in good health." 1.11 A Shore wood Hills resident told the University of Wisconsin-Madison Police and Security Department he thought he heard a cow moo when he went out Tuesday morning to pick up his paper. He was probably right. By mid-morning, officers had rounded up the one steer still at large after the big roundup Monday night which netted 19 other cattle. The animals escaped from university dairy barns. The 20 animals led police through a low-speed chase Monday night that ended for a 700-pound steer valued at about $500 when it crashed through the ice of Monona Bay and drowned.

Police said a report the steer had to be destroyed was inaccurate and it actually drowned before being pulled from the ice near Brittingham Park beach with the aid of fire ropes and the Dane County air boat. Lester Prchal, the department's said an investigation is being made on how the animals escaped. "There is some suspicion the animals were let out by pranksters," he noted, i Agricultural and Life Sciences Professor Edward Hauser also contended someone let the animals out. "The people who let them out had to drive them through three gates. Somebody had to open three gates to let them out.

"They probably had to climb over fences to get into the barn where the 17.99 Reg. 2299 Royal Creations Bookcase. In "Rustic MaHbu" finish wtth "Easy-Lock" fasteners for quick no-tools assembly. In "Rustic Ma Sou" finish Eveready or Batteries. Handy 2-pack.
