By MARTY WILLIAMS Dally News Sports Writer CINCINNATI The Cincinnati Bengals' offensive and defensive units didn't stop throwing bouquets at each other Monday night until the last man left the locker room. As was the case In the two previous victories over Houston and Cleveland, Monday's 20-12 nationally televised decision over Los Angeles was a combination of offensive firepower and defensive staying power. The Bengal defense forced the Rams into four turnovers, Including the game-breaker early in the second half.

L.A. was sitting on a scant 6-0 lead, but was the obviously superior team until Gary Burley forced a fumble by quarterback James Harris that was recovered by Ken Riley on the nine-yard line. Boobie Clark scored on the next play and the offense drove for TDs on the next two possessions while the defenders got some much-needed rest. "THE BEST THING about this ball club," said tight end Bob Trumpy, "is that the defense gives us so many ways to win. This is the type of thing that gives us a great deal of character." Not to be outdone, Burley added, "The 20 If a free agent signs a one-year contract, may he play that one year, then refuse to sign a contract the second year and go back into the Re-Entry Draft again after the second year? He again would take a 20 per cent salary cut on his option year. Example: Gullett could sign a one-year 1977 contract with the Dodgers. Then, he could refuse to sign a 1978 contract, taking the 20 per cent pay cut. He would go into the 1978 Re-Entry Draft and sign with another team for the 1979 season. That's it.

Simple In structure, yet baffling to baseball fans. "WE'RE ALL ONE here," he said with enthusiasm. "This is a family affair and we're all coming together. We're going to the Super Bowl, I just know It. We're gonna make believers out of these Cincinnati fans." The Bengals gave up a lot of yardage to the potent Rams, but most of It was between the 10-yard lines. L.A.

got 179 yards in the first half and 169 In the second, but didn't reach the end zone until it was too late. In addition to the recovery that turned the game around, Cincy came up with an interception by Tommy Casanova at the Bengal four and another fumble recovery by Bernard Jackson one yard deep in the end zone. Two other turnovers, an interception by Marvin Cobb and a recovery by Bo Harris, were negated by penalties.
