Dayton officials told Cessna that it may be possible for the city to develop property at the airport. In Ohio, however, a tax exemption is impossible.

Wood said. Company officials also mentioned that Kansas, Nebraska and Oklahoma have the edge on Ohio because they are right-to-work states. "That Is a very important item to those people," Wood said. 'They are concerned about work stoppages." A work stoppage in the propeller plant would affect about employes, the company said. CITY OFFICIALS haven't given up.

They believe Dayton's skilled labor pool could turn out to be an important factor in the decision. There are about 250 Jobs involved, and McCauley anticipates employment of about 400 within five years. Since Cessna is hoping to have a new plant in operation by mid-summer 1977, Wood expects a decision soon, possibly within four weeks. "If nothing else, we showed these people that we're interested," Wood said. "We took our big guns with us and we learned something, too." The McCauley plant was started here by E.G.

McCauley in 1928, and Cessna acquired it in the early 1960s. The company has said that it needs a facility with 200,000 square feet of floor space, compared with the 105,000 square feet in the plant at Howell and Parker Aves. When J.C. Dussault, general manager, announced plans to move the division, he said: We don't like the climate on the west side." He said employes were being harassed and thefts had been a problem.
