Medina was general manager of Enstrom Helicopter a firm that streaked to the blissful side of its profit and loss ledger in less than nine years.

In 1968 Enstrom was an unwanted child of Purex Corp. Business was terrible. But in January 1971, the firm was sold to a man who would resurrect it from its fiscal doldrums, Boston attorney F. Lee Bailey. Sales that year were about $450,000.

A year earlier, in 1970, Medina was a U.S. Army captain, on trial for murder and other charges stemming from Eastern European countries. The future looks bright for Enstrom Helicopter. So why did soft-spoken Earnest L. Medina, son of a Colorado sheep-herder, resign from a top company post at 41? The night of the announcement of his decision he sat on a blue satin couch of the den in his 33-room Dutch Colonial mansion at Marinette, Menominee's twin city.

A one-log fire was burning, and Medina had just returned from his last day at the office. No, he did not want to answer the question. It was a personal decision, he said. "But it wasn't to take another job. The boys Cecil 14, and Greg, 17, are in high school and they've asked v.

"I think it's a friendly community, the people are very friendly," he said. "But, you know, if you are not born here, and if you haven't been here 15 years you are still called an outsider. "I've talked to people that have lived here 15 years and they say they are still outsiders. But the term doesn't carry hostility. It's a term." He said he has mixed with local executives but hasn't had time to join their organizations.

He couldn't shake the long hours. Time constraints also dimmed his recreational aspirations. "When I first moved up here I thought, boy, I can fish, hunt, go boating on the bay in summer, and ice boating in winter man. "I thought we were really going to-be busy. But all I've done is a little bit of skiing." Perhaps now that he has some free time he can take up sports, but a big project facing him is restoration of his home.

He said he started the project a year and a half ago but has only begun tackling the ceiling and living room. He said he plans on finishing the job, "and I don't intend to sell the house." Medina said at one time he planned on entering college in Florida in hopes of becoming an elementary school teacher. "I really love kids," he said. Paul C. Gartzke, 50, of 1709 Hoyt announced Tuesday that he will run for a six-year term on the newly-created State Court of Appeals. Gartzke has been an associate and partner for 25 years in the law firm of Bieberstein, Cooper, Bruemmer, Gartzke and Hanson and is president-elect of the Dane County Bar Assn. A graduate of Harvard Law School, Gartzke has taught courses in banking and insurance at the University of Wisconsin Law School. He has served as director and president of Bayview Foundation, is a World War II Navy veteran and was in the Naval Reserve for 20 years.

He and his wife, Emy, have three children. Many worthwhile legal cases are not appealed or are settled under pressure because of the time and cost involved, Gartzke said. "The Court of Appeals should provide competent, expeditious and economi- cal service to the public," he said. Three judges will be elected in each of the state's four appeals court districts. All three judges will be elected at once, with terms of two years, four years and six years to be filled.

Also running for the six-year term in the 24-county district in south- eastern Wisconsin are Edward Nager, Madison, and Howard Boyle, Beaver Dam. Candidates for the four-year term are Sverre Tinglum, Madison, and Martha Bablitch, Stevens Point. Seeking the two-year term is Robert DeChambeau, McFarland. Two other candidates, William J. Giese, Madison, and Edmund Nix, La Crosse, have not chosen their term.

Candidates must specify which term they will seek when they file nomination papers by the Jan. 17 deadline. The primary election is Feb. 21 and the general election is Apr. 4.

When told the plant was in Menominee, Medina asked Bailey, "Where's that?" The twin cities of Menominee, in Michigan, and Marinette, in Wisconsin, have a combined population of something to do myself, I might have to go elsewhere. i "If this was a larger city, it might not be difficult, because you have more opportunities.

Here you are limited to a few companies." The decision to resign had been on his mind for some time, and when Bailey was advised he said he understood. Medina's wife? "I told her over the phone," he said. "She was somewhat surprised." Barbara Medina, 36, is now in Germany with her mother, who recently underwent major cancer surgery. Comparing his recent career to one that was all-Army over 16 years of service Medina said: "In the military, there is more regimentation. We live pretty much by rules that are set down, and general policy.

We really do what has been laid out. i "Sure, you could use your initiative, but it is not the same as in free enterprise you have more flexibility to be your own boss and make your own decisions. DOT Friday mailed out almost $2-million to the 22 communities participating in the state's urban mass transit operating assistance program, including Madison, which will have received annual aid of more than $500,000 with thifflast payment.

The money represents the state's one-third share of non-federal funds for Madison's transit system's operating losses during 1977. The Friday payments are, according to Transportation Secretary Dale Cat-tanach, the "second of eight payments to be made from the appropriations contained in the 1977 state budget act." Madison is also eligible for federal operating aids. Also receiving state mass transit funds in area were: Janesville, Watertown, $6,094, and Beloit, $14,690.
