4B STATE Wisconsin State Journal. Thursday. October 6. 1988 Elections Board delays ruling on interns Youths' donations allowed over state GOP's objections would have a "chilling effect" on First Amendment free-speech rights. The board delayed a decision until next Wednesday.

It did, however, unanimously dismiss a complaint by Democrat C. Jeffrey Ciliis against Rep. John Volk, O-Wabeno. Gillis, who lost a SepL 13 primary to Volk, complained that EAC, in the last two weeks of the campaign, spent more than $6,000 in support of Volk. Board counsel George Dunst said he had been unable Associated Press The State Elections Board delayed action Wednesday on whether expenses of a union's political interns could be counted against a candidate's spending limits when the interns engage in "get out the vote" campaigns.

Both the Wisconsin Education Association Council, the state's largest teachers' union, and the Republican Party of Wisconsin, cave asked the board to make a formal ruling on the question. Attorney Robert Fnebert of Milwaukee, who represented EAC before the board, said a decision to count expenses of interns against a candidate's spending limits By Arthur L. Death notices bring their daughters to the hearing because they wanted them to stay in school Besides, Mrs.

Pickett said, "we didn't want to ton it into a circus," although Abbie. ho attends kindergarten, "would have loved to be here" At one point, the Picketts produced a tape recorder and played a tape of a conversation Mrs. Pickett had with her daughters in which they explained that they wanted the money given to Waters' compaign. In his complaint to the board, state Republican executive director Brandon Schotz said neither Kristen nor Abbie "is sufficiently intellectually mature enough to form an independent judgment about a campaign or about a contribution to a campaign of $100." Schok's complaint also said contributions of $100 or more are required to be made through a checking account or through a credit card and that most and 9-year olds do not have their own checking account or credit card. Mrs.

Pickett said she made out the checks for the girls from the family checking account. Moecker said he was concerned that more parents might try to contribute to political campaigns through children, whether the children were willing or not. The 4-3 vote by the State Elections Board means Thomas Waters, a Democratic candidate for the state Assembly, qualifies for as much as in public campaign funding in his Nov. 8 election bid. The girls' parents, Steve and Debra Pickett, told the board the girls are politically active and wanted the $100 checks to go to the campaign of Waters, a professor at the University of Wisconsin-Platteviile. Steve and Debra Pickett also contributed 100 each to Waters' campaign, hich collected $1,725 in contributions of $100 or less. That was $35 more than he needed qualify for state campaign funding "Waters won, the kids didnV Debra Pickett said after the vote.

Her husband agreed "If contributions are again made by young children, they will be challenged again," said Steve Pickett, who is the Democratic clerk of Lafayette County. Both parents said their daughters participated in political activities such as parades and campaign literature drops and were -politically sophisticated." Chairman Evan Zeppos of Milwaukee praised the board's decision to dismiss the complaint filed by the Republican Party of Wisconsin against acceptance of the girls contributions. "1 think we ought to be looking for ways to encourage political activity among young people," Zeppos said. But several members complained that the action would set a bad precedent and questioned whether 6- and J-year-olds, even those who show an interest in politics, were fully aw are of the impact of $100 contributions and legal limits placed on individual contributors. "Are you saying a 6-year-old knows $100 is the limit you can give? Come on, now, let's get real," said board member Don Moecker of Waukesha.
