Last week ABC unveiled its latest and grossest venture into humiliation, "The Neighbors." If you dig this sort of thing, you can watch the show any week day at 2:30 p.m. on Channel 12 or 22. Don't say I didn't warn you. Regis Philbin, Joey Bishop's erstwhile sidekick, referees as five women who are actually neighbors someplace sit on a set resembling a front porch and hurl insults at each other. On the day I caught the show, two girls named Terri and Steffi were getting an earful from three of their alleged friends.

Questions revolved around such gossipy items as who would be the first in the neighborhood to (1) "entertain" another girl's husband whose wife was out of town, (2) pick up the phone and listen in on her husband's conversation, (3) give advice on something she knows nothing about and (4) crown herself queen in a neighborhood beauty contest. And which one wears a tennis outfit that draws praise from the others but actually looks ridiculous? Well, folks, it was Steffi. "You just looked awful!" revealed one of Steffi's ex-friends. "You were just hanging out all over." Replied Steffi, "I may have a bulge here and there, but since I look better than Vicki And which neighbor originated a rumor that Steffi made obscene cookies? Says Steffi, "I think it was Vicki because Joan could never think of anything that clever." We were spared a public description of the obsc ene cookie. Near the end, they were all looking daggers at each other.

I just saw "Sweet Hostage" and I would like to know something about Martin Sheen. Rosemary Gudeli, San Jose, Calif.

A. Sheen, who is 35, married and the father of four children, is one of the best young actors around. Interestingly, the flamboyant, romantic role he played in that movie has brought more mail about him than his great performances in pictures like "The Execution of Private Slovik" and "That Certain Summer" and "Catholics." He starred on Broadway with Jack Albertson in "The Subject Was Roses" and he repeated the role in the film version of the Frank Gilroy play. Q. We can't get her silly jokes. Mrs. L.B.L., Fort Lauderdale, Fla. A. There's a simple way to keep the noise of "$25,000 Pyramid" from annoying you and your neighbors.

Don't tune it in. Some people think Bill Cosby is the greatest. If you don't like his comedy, you don't have to watch him. And if you think Joan Rivers jokes are silly, you probably wouldn't want to hear them. Q.

Who can I write to to find what it takes in looks and personality to be an actress? I also want to know what makes a good actress. Sandy Serdani, Great Falls, Mont. A. You have asked quite a question. Briefly, there is an outgoing quality that most performers generate.

Looks are no longer as important as they once were. Barbra Streisand, for instance, is barely "pretty." As for what makes a good actress, it's honesty, truth, freedom of expression, emotion, both internal and external, and lots of hard and, sometimes, painful work. Also, the knowledge that you can't appeal to all people all the time. Does that help Q. What year did "I Dream of Jeannie" premiere on TV? G.

It's a new syndicated offering from Ralph Edwards Productions airing on Channel 7 at 7:30 p.m. Mondays and Fridays. As an old Scrabble player from way back, I've always had a fondness for word games and it's fun to play along with this one. It's based on the venerable crossword puzzle, with celebrities and civilians teaming up to guess words that will fill in the blanks. These words, in turn, are clues to the answer.

On the debut show, for instance, host Jack Clark asked: "In electric plugs, when a male meets a female, you have this." The comic reply from Jonathan Harris, apparently supplied in advance: "Hanky panky." The actual answer was "connection." Other blanks In the puzzle were filled in with bullet, Dunaway, French, Bonnie and Oscar. They were all clues to the answer: actor Gene Hackman. It's nothing fancy, but the elements of audience participation and celebrity power Joyce Brothers, Bill Daily and Lynda Day George rounded out the panel make "The Cross-Wits" a tolerable entry into the game-show sweepstakes. Channel hopping Viewers in the Shelby-Mercer county area will be able to pick up public TV programming on two new channels beginning later this year or early next year. The Ohio ETV Network commission will install two translators in Celina and northeast of Piqua that will enable viewers to pick up Channel 16 programming on Channels 17 and 63...
