LOCAL Wisconsin State Journal, Wednesday, February 26, 1997 Cross rejects public financing for schools race Bill would change campaign finance filing Benson and Cross would have each received $13,000 in public money and each been limited to spending $215,000 in their race. Cross' decision to reject public financing means Benson gets $26,000, the money intended for both candidates, and he no longer faces spending limits either, said state Elections Board auditor Jim Bohringer. "We didn't have much choice," Hildebrandt repeated. "We've already spent almost $40,000 (on the primary race) which means we'd have a spending cap of $190,000." The state superintendent's race is a statewide race for votes and the campaigns have far less money than an average congressional district race with one-ninth of the people, he said. By Mike Flaherty Legislative reporter Republicans and Democrats joined Tuesday to propose a new campaign finance reporting system that uses computers instead of reams of paper to show where campaign money is coming from and how it is spent An "electronic filing system" would make it substantially easier for candidates to fill out their campaign finance reports and it would make it much easier for the public to review and understand the information, said Rep.

Tammy Baldwin, D-Madison, an author of the bill. Baldwin and Rep. Scott Walker, R-Wauwatosa, were joined by Sen. Lynn Adelman, D-Waterford, and Sen. Gary Drzewiecki, R-Pulaski, in proposing a bill (AB 150) that they said could put a new campaign finance reporting system in place by next fall's election.

The bill could move fast because it has strong support, Walker noted. With 75 co-sponsors, the bill already has a majority of the votes in both houses of the Legislature. The bill puts in place a system that allows candidates for state offices and interest groups that support them, to file their reports into a computer system at the state Elections Board. The Elections Board would develop the software to be used for filing or acquire it from other states or through a public-private partnership. Elections Board Director Kevin Kennedy said the cost of electronic filing would be $102,000.

That's less than it might cost, he said, because the Elections Board is in the process of switching software systems anyway and a new filing system could be incorporated into it An electronic campaign finance reporting system was also unanimously endorsed last week by the governor's task force on campaign finance reform and will be part of its recommendation to the Legislature later this spring. The task force chairman, UW-Madison political scientist Donald Kettl, said the computerized reporting system would be easy to understand and use easy enough, in fact, for "an 8-year-old to understand." Just because the idea has wide support doesn't mean that it will pass, however. The Elections Board has twiee proposed money for electronic filing in its budget, only to see it denied by Gov. Tommy Thompson who has been cutting budgets in every agency. Last session, Republican leaders killed a similar bill by Walker and Baldwin.

State Superintendent of Schools candidate Linda Cross said Tuesday that she's rejecting public financing and the spending limits that go with it in her race against the current superintendent, John Benson. "It's our only hope," said Kurt Hildebrandt, Cross' campaign coordinator. The statewide race would cost a minimum of $300,000. Under the state's Election Law, candidates for office receive public financing if they agree to spending limits.
