San Diego State. Cal State Fullerton and UCLA, providing the Western Collegiate Athletic Assn. with its most competitive season in years.

Long Beach State tied USC for first place in the WCAA last season with a 13-1 conference record. The Aztecs were third in the conference with a 9-5 mark, followed by Fullerton State at 7-7. Arizona State and UCLA tied for fifth at 6-8 and Stanford and the University of Arizona finished tied for last with 1-13 records. The McGee twins graduated following USCs second-straight national championship last season and recently signed to play with the Dallas Diamonds of the Women's Professional Basketball Assn. Their departure leaves the team to 6-2 junior Cheryl Miller, a preseason All-American selection by Street Smith's magazine and last year's player of the year.

In addition. USC returns guards Cynthia Cooper and Amy Alkek. Coach Linda Sharp had a fine recruiting year, highlighted by the signing of 6-1 Holly Ford of Santa Barbara High and 6-5 Cyndie Thomas of Rolling Hills High. Cal State Long Beach, which lost to USC in the finals of the NCAA Western Regionals last season, may be the team to beat in the conference this season. The 49ers have nine returning players from last year's team.

Kirsten Cummings. a 6-2 senior forward from Patrick Henry High and a preseason All-American selection by Street Smith's, leads a group of four returning starters. Other returning starters include 6-4 senior center Janet Davis and 6-2 sophomore Cindy Brown. The 49ers also have 5-9 guard Jackie White, a transfer from Cal Poly Pomona. White redshirted last season after earning NCAA Division II Player of the Year honors in 1982.

San Diego State was the league's youngest team last season and its most surprising. The Aztecs also have a Street Smith's All-American pick in 6-3 sophomore forward Tina Hutchinson. Aztec Coach Earnest Rig-gins has added freshman Penny Toler to this year's potent young SDSU lineup, which also includes returning sophomores Toni Wallace and Shelda Arceneaux. Toler. a 5-9 freshman from St.

Anthony's High School in Washington. D.C.. was the nation's most sought after recruit at the guard position. Fullerton State returns all five starters from last season's team and has added 6-1 freshman forward Alayna McGee. Pam and Paula's younger sister, to the team.

Junior Robin Holmes, a 5-9 guard, and senior Meg Gallagher, a 6-0 guard -forward, are the team's top starters. UCLA returns three starters, led by 6-4 sophomore center Annette Keur. The biggest addition to the team, however, is the return of 5-10 senior Jackie Joyner. Joyner missed last season to train for the Olympics. The team's top recruit is 6-5 freshman Susan Mead from Colfax High School in Northern California.

"Penny's definitely going to be a plus for us," Riggins said. "I dare say that she can do a few things the men can't do." Hutchinson, who has been selected by Street Smith magazine as a preseason All-American, thinks the Aztecs could go undefeated with the addition of Toler. "Our only weakness last season was at point guard," Hutchinson said. "Since we got Penny, we don't have any weaknesses. I don't think anyone can stop us now.

I think we can go 30-0. But that is not to sound overconfident because I think any team could beat us on any given day." Hutchinson led the Aztecs in scoring last season with an average of 29.9 points per game. She also led the team in rebounding with 10 per game. Riggins hopes Hutchinson will improve on that average because Toler will be the team's outside shooter. Wallace was the team's second-leading scorer and rebounder last season with an average of 11.0 points and 8.9 rebounds.

"Penny is going to take some of the pressure off Tina." Riggins said. "To bring Tina from the outside to the inside is then going to take some of the pressure off Toni. You can't double-team both of them. And certainly we welcome the opportunity for anyone to go one-on-one with Penny. That's her game." Toler's decision to play for the Aztecs was based partially on their style of play.

"Coach Riggins' philosophy is like mine a running team." Toler said. "I couldn't play for a coach that had a different philosophy. This is definitely a team I could stop right into and play for." Toler steps into the role filled by junior Maria Stack last season. Stack, who set an SDSU assist record last season, transferred to Gonzaga University. Part of the reason for Stack's departure was the arrival of Toler.

who should bring more quickness to the guard position. Riggins said the team also will have more depth at forward and center. "One weakness we had was with the bench," Riggins said. "We played Long Beach even last year, then Tina and Toni got in foul trouble and that was it. Last year, we thought we could put five on the floor that could compete with most teams in the country.

Beyond that, we had good people, but we didn't have the size. We think we've strengthened that a little bit this year." The addition of 6-1 junior Inca Harvey, a junior college transfer from Chicago, and the return of 6-0 senior Heidi Bauer, who spent a year with the Canadian national team, will improve the Aztecs' height and bench strength. Bauer started 25 of 28 games for the Aztecs two years ago and averaged 11.0 points and 6.2 rebounds. Harvey and Bauer will challenge Arceneaux for the other starting forward spot, as will returning 5-11 forwards Dee Dee Duncan and Paula Perczynski. Duncan may also be used at guard, along with Renee Overton, a 5-8 junior, and Vicki Shelton, a 5-9 sophomore.

"That makes it competitive right here on campus. If we can get that competitive here, you know what it's going to be like in a game situation. Last year we didn't have that. The kids were pretty sure of who was going to play.

The Aztecs won immediately under Riggins. SDSU defeated Biola, 99-59, in its season opener to begin a school -record 15-game winning streak. In addition to numerous school records, the Aztecs set two NCAA records most points scored 132) and most field goals made 58 in one game against Utah State. "Coming in, we thought we had a pretty good nucleus." Riggins said, "but everybody was more or less in transition the players, the coaches, the school, the community. So we had to deal with that and other outside forces.

There was a lot of pressure on the players to do better and improve on their record from the prior year. "We certainly had aspirations of being competitive. We wanted to start something that we could come back the next year (this season) and build on. We also wanted to be able to use it as some kind of a recruiting tool. We were quite pleased with the progress we made.

We had a young team that we thought came of age in the playoffs." In the playoffs. SDSU beat the University of Oregon, 70-63. in the first round. The Aztecs were eliminated the following game in a 91-73 overtime loss to Cal State Long Beach. v.
