Steve Stern, a UW-Madison professor who specializes in Latin American history, said Venezuela is an example of another plunging economy undermining a fairly well-established democracy in Latin America. Since 1982, countries in that region have been plagued by a debt crisis caused partly by a drop in oil prices. "It is hard for Venezuelans to absorb this shock because it is one of the more prosperous Latin American countries," Stern said. Venezuela is seeking loans from the International Monetary Fund, and one way to reach agreement with the IMF is to show it can implement an austerity program and control government spending, Stern said.

"It looks like economic agencies will be able to dictate policies to Venezuela," Stern said. Neither Stern nor Jarrel believes government stability is being threatened by the unrest. "I wouldn't think there's any danger of overthrow in the immediate future," Stern said. "One of the great disservices the Reagan administration did for Latin American policy was to concentrate on wars in Central America. He ignored the debt problem and we will be seeing the effects of this crisis in other Latin American countries," he said.

Subcommittee members Wednesday discussed options ranging from buying the land to getting a conservancy easement to preserve the mounds.

They also plan to get an appraisal of the land. Although owner Tim Docter bought the property for $200,000 in December, he said it may be worth up to $600,000 as lakefront property. The subcommittee was appointed attended grade school and Central Wisconsin College, Scandinavia. She later attended St. Olaf College and Stevens Point State Teachers College.

She taught school in Endeavor and Beaver Dam. Gladys was married in Scandinavia on August 27, 1938, to Clayton Mitchell. She was a member of the United Church of Christ in Endeavor, was its organist for many years, and also was active in the Guild of the church. She was a member of the O.E.S., and was its Worthy Matron on different occasions. Survivors include her husband, Clayton of Endeavor; her son, Robert W.

(Jane) Mitchell of Brookfleld; a granddaughter, Jennifer Jean Mitchell, and a grandson, Michael Robert Mitchell, both of Brookfleld; other near relatives; and many close friends. She wos preceded in death by her parents and two brothers, Curtis Hanson and the Hon. Judge Russell E. Hanson. Funeral services will be held on Saturday, March 4, 1989, at 11:00 a.m.

Ruhland, age 63, of Plain, died on Monday, February 27, 1989, at a Mesa, Arizona hospital after an extended illness. He was born on August 14, 1925, the son of Joseph and Thresia (Holler) Ruhland.

He worked for the Ed Kraemer and Sons Construction Company for 38 years. He was a member of St. Luke Catholic Church and Holy Name Society, the American Legion Post 398, and the Plain Fire Department, of which he was chief for ten years. Survivors Include his wife, Delphine (Feiner) of Plain; three sons. Dale (Dawn) of Madison, Mark of Denver, Colorado, and Carl of Madison; two sisters, Agnes (William) Rettenmund of Black Earth, and Ann Cunningham of Madison; and two grandchildren, Chris and Erika Ruhland.

MARSHALLWATERLOO Laurene A. Skalitzky, age 76, passed away Tuesday, February 28, 1989 in a Lake Mills nursing home. She was born on October 20, 1912 In the Town of Medina the daughter of Edward and Emma Skalitzky. She lived all of her life in the Marshall-Waterloo area. She had been employed at Dairylond In Waterloo, Jim's Cheese Pantry Waterloo and for I last week by the Parks Commission to negotiate with Docter.

The commission decided to try negotiating instead of voting on a proposal by Sup. Beverly Hills-Meyer, 41st District, town of Blooming Grove, to condemn the land. Condemning the land would force Docter to sell it to the county. Meanwhile, excavation for Docter's home has begun and the dirt has been piled in a long row between his property and the park. On Tuesday, the county Agriculture, Environment and Land Records Committee turned down a rezoning request that would have allowed Docter to build more than one house on the 9.5-acre property.

PEDERSON FUNERAL HOME Waterloo, Wisconsin Vultaggio, Mrs. Cecelia (Frank) MADISON Mrs. Cecelia (Frank) Vultaggio, age 76, of 137 Moloney Drive, died on Tuesday, February 28, 1989 at her home. She was born on April 27, 1912 in the Town of Chester, Wisconsin and was the former Cecelia Cotter. She married Frank Vultaggio on May 2, 1955 and had worked at the Emporium and Hills as a beautician for many years.

She was married to C.E.(Dick) Wallmow in Edgerton on June 28, 1941, and he preceded her in death on February 18, 1985.

Oscar Mayer executives were scheduled to travel to Venezuela next week, but that trip has been canceled. "We don't want anyone in the country until the curfew is lifted," Jarrel said. The unrest will cut into Oscar Mayer's cash income because Venezuelan food outlets will be unable to pay for orders already delivered, he said.

"Naturally, there's going to be some loss. It's too early to tell how much," he said. A Wisconsin trade delegation is scheduled to vist Venezuela for 10 days, beginning March 30. She wos born on July 23, 1906, in the Platteville area, the daughter of William and Nellie (Allen) Calvert. On January 30, 1935, she was married to Donald Cork, who preceded her in death in 1968. Mrs. Cork was a long time member of the Immanuel Lutheran Church in Mount Horeb and Its E.L.C.A. Women.

Survivors include a daughter, Eva Nell (Donald) Arneson of Barneveid; three Charles (Esther) Goke of Mount Horeb, Ronald (Betty) Goke of Belleville, and Gerald (Brenda) Cork of Chicago; two stepchildren, Donald (Genevieve) Cork ond Arlyn Cork, both of Madison; many grandchildren; and several great-grandchildren. He preceded her in death on January 6, 1978. Survivors include her daughter and son-in-law. BLACK HAWKSAUK CITY Samuel G. Gasser, age 96, of Black Howk, passed away on Tuesday, February 28, 1989, ot Moplewood Nursing Home. He was born In Trov Township on June 28, 1892, the son of the late George and Mathilda (Dlehl) Gasser. He married Eliza Clavadatscher on October 8, 1919. Sam wos a lifelong farmer In Troy Township, and a member of Bethlehem United Methodist Church.

He Is survived by a daughter, Zelpha Hooks of Baraboo; a sister, Katherlne Koch of Madison; a slster-ln-low, Ruth Gasser of Sauk City; six grandchildren; 16 greatgrandchildren; and a great-great-granddaughter. He was preceded In death by his wife, Eliza, on July 13, 1982; and a son-ln-low, Milton Hooks, on January 27, 1982. Mary A. LIVINGSTON Mrs. Mary A. Andrew, age 90, of Livingston, died Tuesday, February 28, 1989 at University Hospitals in Madison following a two vehicle accident in Livingston. She was born on January 11, 1899 in rural Stitzer the daughter of Frank and Barbara (Prucha) Bradac.

She was united in I marriage to George "Allie" Andrew on January 7, 1942 in the St. Thomas Catholic Rectory in Montfort. He died April 17, 1988. She was a lifelong Livingston area resident, a member of St. Thomas Catholic Church and Its Altar Society and a member of the Homemakers Club.

Surviving are two nieces Mrs. Blanche Mann of Platteville and Mrs. Joe (Helen) Dunn of Sheboygan; and a nephew Frank la vac of McFarland. Besides her husband and her parents, she was preceded in death by three sisters including Mrs. Wencel (Mathilda) Hlavac.

Funeral services will be at 10:30 a.m. on Friday, March 3 in ST. THOMAS CATHOLIC CHURCH in Montfort with burial in the Rock Church Cemetery in rural Livingston. Friends may call from 4:00 p.m. until 7:00 p.m.

Arm, Frederic MADISON Frederic Arm, age 74, died on Monday afternoon, February 27, 1989, at a local nursing home following a long and courageous struggle with illness.

He was born on April 14, 1914, in Vienna, Austria, the son of Munisch and Netty Arm. He was one of seven brothers and sisters. In 1938, after several thwarted attempts, "Fritz" escaped Nazi-occupied Austria, going to Switzerland where he worked in a refugee camp for two and a half years. In 1940, he emigrated to the Jewish settlement of Sosua in the Dominican Republic. There he farmed with his brother and was a housing and road construction foreman for the cooperative settlement.

Fritz was an accomplished soccer player In Vienna and the Dominican Republic. In Sosua, Fritz met and married his wife of 46 years, Trude Spitz. In 1947, the family came to America and settled in Madison, where Fritz initially worked at the University of Wisconsin Charmany Farms and at General Beverage. Several years later he opened his own retail business. Arms' Wearing Apparel in the Greenbush neighborhood.

He later managed Jean Nicole and Three Sisters apparel stores in Madison and Minneapolis, retiring in 1979. Fritz was a member of Temple Beth El in Madison. He is survived by his wife, Trude of Madison; a daughter, Rita of Madison; his son, Ron ond daughter-in-law, Linda Jameson of Madison; three grandchildren, Lisa, Rick and Matthew Arm; two sisters, Anna Smolka of Toronto, Canoda, and Lilly Andersch of Wiener Neustadt, Austria; and nephews, nieces and many friends. Fritz was and remains a hero to his family, having shared his strength and love as a husband, father and grandfather. His wisdom, tolerance and wit will be missed by all who knew him.

A funeral service will be held on Thursday, March 2, 1989, at 2:00 p.m. at the CRESS FUNERAL HOME, 3610 Speedway Rood, with Rabbi Jan M. Brahms officiating. Burial will be In Forest Hill Cemetery. The family requests no flowers.

Bloomquist, of Port St. Lucie, Florida, oge 85, died on Sunday, February 26, 1989, at Port St. Lucie Hospital. He was born on April 29, 1903, In Wausou, Wisconsin, and worked for the Employers Mutual Insurance Company until he graduated from the University of Wisconsin Law School In 1934. He then headed the Wausau Insurance Company legal department with offices In Milwaukee until his retirement in 1970.

He was a member of the Ozaukee Country Club In Milwaukee, where he was an avid golfer with about a 2 handicap for many years until he retired and moved to Florida to live and play golf. He married Esther Wolff in Florida, In 1987, and she preceded him In deoth In 1988. He was also a life member of the Elks Lodge 410, In Madison, Wisconsin. He Is survived by his sister, Mrs. Esther Schunk of Los Angeles, California; a half brother, Lowrence C.

Butteris, age 64, of Dodgeville, Wisconsin, died on Tuesday, February 28, 1989, In Memorial Hospital, after a long Illness. The former Joyce Jewell was born in Dodgeville on June 16, 1924, to Meivln and Blanche (Evans) Jewell.

She was a graduate of the Dodgeville High School in 1941. On March 27, 1946, she was married to Dean Butteris In Dodgeville. The couple farmed in the Edmund area, until moving to Dodgeville In 1975. She was a member of Grace Lutheron Church, and the Deborah Circle. She wos preceded in death by her father, Meivln Jewell on March 28, 1973; and an Infant son, Mark Allan on July 10, 1951.

She enioyed keeping the families genealogical records. She was a loving wife, mother and friend to all. LANCASTER Percy W. Glllilan, age 70, of 143 East Susan Drive, Oak CreeMormerly of Lancaster, died on Tuesday, February 28, 1989, at the St. Francis Hospital in Milwaukee. Percy was born on November 6, 1918, In Potosl Township, the son of Everett and Madeline (Kress) Glllilan. He was a U.S.

Navy veteran of World War II, and worked as a welder for many years prior to his retirement in 1982. Survivors Include his close friend of many years, Mary Ann Schmidt; a sister, Mrs. W.C. He was born on December 7, 1921, in Prairie Du Sac Township on his parents farm. He was the son of the late Dewey John and Emma Pauline (Shimniok) Gruber. He married the former Viola N. Schwartz on November 4, 1943, in Roxbury, Wisconsin. He was a life long resident and farmer In the Prairie Du Sac area.

He was the president of the Sauk Prairie Cemetery Association for many years. He is survived by his wife, Viola; a daughter, Betty Gruber of Prairie Du Sac; four grandchildren, Klmberly, Chris, Melissa, and Nlcholle Fehrman; and many dear friends, neighbors and bowling members. Funeral service of the Word and Final Commendation will be held on Saturday, March 4, 1989, ot at ST. ALOYSIUS CATHOLIC CHURCH in Sauk City with Father Terry Connors and Pastor Eldor Fruehllng officiating. Burial will follow at the Sauk Prairie Cemetery.

Clifford (Dorene Hohlstein, age 57, of 702 W. Maid Street, In Waunakee, died In a Madison hospital after a long Illness on Wednesday, March 1, 1989. The former Dorene Mae Holl was born on August 13, 1931, In Portage, Wisconsin, ond was a Madison area resident for over forty years. Mrs. Hohlstein was employed as a claims representative with the Social Security Administration for a period of eight years.

She was a member of St. Paul's Lutheran Church of Madison, and the Ladies' Aid Society. She was married to Clifford A. Hohlstein on June 23, 1951. Survivors, in addition to her husband, include, two daughters, Cheryl Gean (Robert) Krause of Green Bay, and Brenda (Douglas) Hayes of Cross Plains; a sister, Betty Lou (Ernest) Koepp of Povnette; three brothers, Donald (Gladys) Holl of Povnette, Robert (Judy) Holl of Woodstock, New Jersey, and Ronald (Sandy) Holl of Portage; ond a grandson, Brett Allan Krause.

Funerol services will be held at ST. PAUL'S LUTHERAN CHURCH, at 2621 Sherman Avenue, at 10:30 a.m., on Saturday, March 4, 1989. The Reverend James Laotsch will officiate. She was born on September 22, 1895, in Fennimore Township In Grant County. She was the daughter of Frank and Frances (Salava) Shimpa. She married Ralph C. Kiefer on March 17, 1920, In Blue River. The couple farmed in Wotterstown Township In Grant County from 1920 until 1952.

They retired on the farm for four years, moving to Blue River in 1956. Mrs. Kiefer was a member of the United Methodist Church and the Byrds Creek Ladles Aid. She is survived by a sister, Clara Hegery of Blue River; a daughter-in-law, Karen Kiefer; three grandchildren, Michael, Mark, and Kimberly Kiefer of Gays Mills; and several nieces, nephews, and cousins. She was preceded in death by her husband, Ralph; her sons, Frankie and Jack; her parents; two brothers, Dr.

Joseph Shimpa and Fred Shimpa; and two sisters, Ollie Ceska and Anna Culliton. Her funeral services will be held on Friday, March 3, 1989, at 1:00 P.m. at the UNITED METHODIST CHURCH. The Reverend Roger B. Henry will officiate.

Burial will be in the Blue River Cemetery. Visitation will be at the church on Friday from 12:00 noon until 1:00 p.m., the time of the service.
