FOX NETWORK: PLAINLY NOT VANILLA On a relatively slim sports weekend, it's the golf fans who will be scoring big this time around, thanks to coverage of three annual tourneys.

First there's the Greater Greensboro Open on ESPN. The tournament's final two rounds get under way today at 11 a.m. and Sunday at 1 p.m. Next comes ABC's telecast of the Chrysler Cup. Airing today at 1 p.m.

The teams are headed by Arnold Palmer and Gary Player, respectively. Last but not least is NBC's coverage of the Dinah Shore Open from Rancho Mirage.

nights in front of the TV set with a beer in his. hand, insults on his tongue. "Hard day?" he asks Peg as he arrives home from work. "Yeah," she fibs. "Must have been," he snarls, 'cause even the TV's That's because Peggy spends her days watching quiz shows, chainsmoking and eating candy, her nights nagging and insulting Al.

"The hair he's losing on his head is now growing out of his nose and his ears," she tells their prim newlywed neighbors, Steve and Marcy (David Garrison and Amanda Bearse), on Sunday's premiere. When Al and Peg aren't insulting each other, they're insulting or manipulating Steve and Marcy. Unfortunately, Steve and Marcy don't do a lot for the series, an Embassy Communications production whose executive producers are Ron Leavitt and Michael G. Moye. With Al and Peg, though, everything in life is a quickie, including sex.

In the second episode, Peg orders the kids to wash the dishes, knowing they'll refuse and stay upstairs in their rooms, giving her and Al time to make love on the living room couch. "That should buy us about 10 minutes," she says, "which is about seven minutes more than we need." The scripts are one-line oriented and sometimes an ugly howl, and the central characters are perfectly cast. The growly O'Neill and Sa Continued from Page 1 the long-running "Not Necessarily the News" continues to air a brand of biting satire that makes "Saturday Night Live" look like all gums. Both new Fox half-hours are uneven, but sometimes quite funny. They are also a bit on the bent side and offbeat.

"Married With Children" is certainly not upbeat as it reshapes the elements of traditionally amiable sitcoms father, mother, two kids, neighbors with a chain saw. Ed O'Neill and Katey Sagal (who played Mary Tyler Moore's cynical newspaper colleague in the shortlived are Al and Peg Bundy, two awful people who happen to be parents of two awful kids (Christina Applegate and David Faustino). More Godzilla and Attila than Ozzie and Harriet, the Bundys are often as gross as a Joan Rivers or Don Rickles monologue blowing insults, not kisses. Some of this is delightfully raunchy and disgusting, the rest merely raunchy and disgusting without the delight, as when "Married With Children" scrounges for jokes in the accidental shooting of a dog in the second episode. At the very least, you won't see Al and Peg on the other networks.

Maybe watching the other networks, though. They're both couch potatoes. He's a boor, she's a bore. Al spends his days selling shoes and insulting his customers, his WEEKEND TV INFORMATIONAL PROGRAMS ABOUND 1 gal who has a terrific mincing walk that she may have picked up from her days as one of Bette Midler's Harlettes were born to insult and perform bowling-ball humor. Don't expect finesse or even socially relevant Achie Bunker.

The satire is heavy-handed because Al and Peggy are heavy-handed. Would you want to know these revolting people? No. Watch them? Yes. At least some of the time. No sitcom is "The Tracey Ull-man Show," which puts the British comedienneactresssinger squarely on center stage as star of a show whose executive producer is the talented James L.

Brooks. The supporting cast includes Julie Kav-ner and "Radio and Dan Castellaneta. The premiere consists of a series of sketches that range from so-so to almost-but-not-quite terrific. In one of them, Ullman gets a chance to sing and demonstrates a small but sweet and appealing voice. She is the kind of special talent who can play both an innocent teen-ager and a witch.

She can be sweet or brazen. The nice thing about her show is that it takes at least some small risks and moves away from the center of traditional TV comedy without falling over the edge. A promising blend of creativity and commercialism. All in all, a foxy not loxy start for Fox. ley" arrives at 11:30 a.m.

and Mrs. Edgehill," starring Judi Dench and Ian Holm, 8 p.m. (50) (24), 9 p.m. (28)(15) A new TV movie featuring the cast and characters from last season's "Crazy Like a Fox" series is scheduled at 9 p.m. (2) (8).

It stars Jack Warden and John Rubinstein and was filmed in London. "Daddy," a new TV movie that seeks to spell out to teen-agers why and how they might want to avoid unplanned pregnancies, has its premiere at 9 p.m. (7) (3) (10) (42). 'ARTIST AS VOYEUR' ON KCET MONDAY Los Angeles painter Joyce Trei-man speaks out on her art in "Joyce Treiman: The Artist as Voyeur," a documentary videotape airing Monday at 10:30 p.m. on KCET, Channel 28.

The gravelly voiced redhead often puts her own image in expres-sionistic paintings that have a psychological twist. "Well, I really like to be there I mean, it's almost a kind of voyeuresque trip with the work," she says in the videotape, produced by Frances and Richard Luban of Journey Productions Inc. 1,1 1 I A TV SPECIAL WITH DAWSON McALLISTER Most Americans are sensing that today's student is facing crises like never before. With teen pregnancy out of control, the new deadly drug "crack" sweeping the American drug scene and more and more teenagers needing psychological care it is NOW time to become informed and involved. You may have heard that youth specialist Dawson McAllister has been cap turing the attention of youth all over the country.

He is concerned and, with his hard-hitting style, is addressing these major issues with straight' shooting answers. This TV special is packed with gripping interviews with troubled teenagers and timely counsel from youth experts. Don't miss it! Even documentary junkies could overdose on the abundance of hard-edged, serious-minded informational programs that are on the prime-time schedule tonight. There are six more than you usually find in a week, much less a single night The bonanza starts at 7:30 p.m. on Channel 28 with KCET's "California Stories," which this week reports on the debate over the best and safest means of combatting and preventing brush fires in Southern California.

At 8 p.m., Christopher Reeve, who did some flying in "Superman," hosts "Future Flight" on KTLA Channel 5. The program looks at the future of air and space travel, including predictions of the 10 most intriguing voyages likely to occur in the next few decades. There are two at 9 p.m.: KTLA Channel 5's "Dying With Dignity," hosted by Colleen Dewhurst, about the choices confronting people who are facing death; and KTTV Channel ll's "Kids and Drugs: A High Price to Pay," which shows the impact that drugs have had on four young people and their families. KTTV follows that one at 10 p.m. with "DWI: Deadliest Weapon in America," an hourlong program about the perils of "driving while intoxicated." NBC also has a documentary scheduled at 10 p.m., "The Baby Business" (Channels 4, 36 and 39).

Tom Brokaw anchors this series of reports about the various ways that couples are going about obtaining children these days and the dilemmas they frequently encounter. Meanwhile, the fledgling Fox network introduces two new comedy series Sunday: "Married With Children" at 7 p.m., and "The Tracey Ullman Show" at 7:30 p.m. The shows repeat from 8 to 9 and again from 9 to 10 on Channels 11 and 6. (For reviews of the programs, please see Howard Rosenberg's column on Page 1.) Here are other weekend programs. TODAY: "Teen Talk" features students from inner-city schools, 8 a.m.

SUNDAY: "Sunday Morning" reports on relations between the United States and Canada and notes Los Angeles' 20th-anniver-sary celebration of the Mark Taper Forum, 8 a.m. (2) (8). The guests on "Channel 4 News Conference" will be Betty Friedan and William Handel, director of the Center for Surrogate Parenting, 9 a.m. (4). Canadian Prime Minister Brian Mulroney will field questions on "Meet the Press," 9:30 a.m.
