Thursday, May 16, 1974 Nonpublic School Payments Cleared Alter Court Block L-T Harrisburg Bureau HARRISBURG-Five nonpublic schools in Armstrong County are among 1,124 nonpublic schools throughout the state which will receive the balance of a state assistance payment held up since 1971 by court procedures. It was in June of 1971 that Pennsylvania's Supreme Court ruled that Act 109 (the Penns a i a a a Secondary Education Act of 1968) was unconstitutional, with the result a nonpublic schools appealed, asking for payment on 1970-71 contracts which were fulfilled prior to the high court ruling. Payment of 90 per cent of the contracts was made a year ago following Supreme Court approval. It is the remaining ten per cent which is being paid now by the State Department of Education, representing final payment of claims after audit findings on the original applications by the schools.

In the case of Armstrong County's five nonpublic schools, the current payment will total 53,247.87, distributed as follows: Holy Trinity School, Ford City Saint James School, Apollo St. Mary of the a i i Freeport Saint Mary School, Ford City $733.70, and St. Mary School, Kittanning $1,119.02. Four schools in Clarion County will be receiving a total of $2,296.85 as the final payment on 1970-71 contracts under Act 109, with distribution as follows: Immaculate Conception, Clarion St. Josephs Grade School, Lucinda St.

Joseph High School, Lucinda $238.65, and St. Michael School, Fryburg $716.58. Party Committee People Entreated By GOP Hopefuls Republican office-seekers and the agents of others made pitch to the party wheelhorses here last night, soliciting support at a court. house meeting presided over by county committee chairman Sheriff Joseph B. Frick.

Rally speakers included Rep. John B. McCue of Kittanning, 60th District House member; Clarion County Sheriff James Cumberland of East Brady; former State House member Paige Varner of Clarion; and Merle Wisor, all state House candidates in the 63d district; 12th District Congress candidate Harry M. Fox of Rural Valley; and Don Bonesteal, campaign manager for Fox's Johnstown rival for the Republican congressional nomination, Marty Horowitz. A source attending the meeting estimated attendance at 150 persons, many of them committee people from the various election precincts.

The same source represented Frick as "well pleased" with the turnout and the enthusiasm of the party faithful. Altoona Golden-ager Auto Accident Fatality ALTOONA, Pa. (UPI) -Esther Bellinger, 73, Altoona, was injured fatally Wednesday night in a two-car collision on U.S. 220 in nearby Logan Twp. The victim, a passenger in an' auto operated by Gerry Steele, 50, Altoona, died in the emergency room at Altoona Hospital.

Admitted to the hospital with injuries were Steele; his wife, Mary, and 6-months-old Jullie Cough, who was riding in a car driven by her father, Robert Cough, 24. Altoona RD4. Ford City Lions Prepare Slate Recovery For Candlelight Ceremony Of Relief Funds Down From 1973 FORD CITY--Ford City Lions Club members will distribute candles for their annual Memorial Eve Candlelight ceremony, according to plans made during a meeting of the club at Slick's Restaurant, Route 66, four miles south of Ford City. Walter Ball, chairman for this year's ceremony, said club members will meet at 6:30 p.m. Tuesday at Kerr's Lumber, 3rd for the door-to-door candle distribution.

The services are scheduled for 10:15 p.m. May 26, the eve of Memorial Day. "This is a community-wide service," Ball said, "and all residents should participate by lighting the candles along the curb or on the porch railing during the ceremony." Also cooperating in the project are local veterans organizations, National Guard, police, merchants, churches, and the Paul Swartzlander family, which makes available electrical facilities at their home for public address speakers and lighting. Speakers will be installed Sunday afternoon and dismantled Monday morning, Memorial Day. Walter Elash talked about the coming After-prom Party, sponsored by Lions Clubs for junior and senior students at Ford City High School.

The event will take place at the Latin American Club after the Junior-Senior Prom at the high school gymnasium. Andrew Heiiman reported on the Lions District convention at Butler, attended by three couples from Ford City club. During the past year there were 226 new members added to the district and one new club, Penn Glade Club in the Route 8 area of Butler. It has more than 100 members. James Minteer announced that Lions Club scholarships were won by Ford City students Albert Cujas and Susan Wojton.

Tim Alvino was recognized as "Student of Year." Plans are being made to visit Pittsburgh's Heinz Hall in June to see a performance by Tony Bennett and Lena Home. Frank Colonna is chairman of the club committee planning this event. A family picnic is planned for July, picnic chairman Sam Frisina announced. It will be at the Holiday Inn, Lower Burrell. Joseph Jackson was presented with an award for 20 years of membership in Lions.

L-T Harrisburg Bureau Radio Shack Car-cycle Crash Kills Opens Center Indiana County Man In Ford City FORD CITY--Ford City Electric at 2013 Pleasant View Drive, Ford City, is now a Radio Shack Authorized Sales Center, according to Joseph Snyder, store owner. The business, Snyder said, will stock a selected line of products from Radio Shack. Products include Realistic hi-fi and citizens band equipment, Archer antennas, Micronta test instruments, Science Fair and Archer electronic and hobby kits. The merchandise is being stocked for the convenience of district residents, Snyder said.

Previously area residents had to travel to Pittsburgh to get similar materials, instruments and equipment. Radio Shack is a division of a a i headquartered in Fort Worth, Kenneth M. Stabile, market selection manager of the firm said. It operates a chain of 2,500 stores in 50 states, Canada and South America, he company expects to establish a network of 2,000 Authorized Sales Centers such as Snyder's across the nation, he said. The money, representing restitution and reimbursement collections, was less than that collected in the corresponding month a year ago when recovered funds totaled $7,731.28.

The funds collected are returned to welfare allocations and used for cash assistance payments. Major portion of the relief unds recovered in Armstrong County during the month was returned to the state through reimbursement payments. During March a year ago $7,603.28 was collected. This includes repayments made through collections on property encumbrances where members of former recipients' families no longer occupied the residential property, through payments made following settlement of personal damage actions, and through repayments involving court support orders. State law requires the Department of Public Welfare to encumber a residence for repayment of aid funds when the property is sold, but the agreement is not exercised by the department as long as the i occupied by a member of the recipient's family.

In addition to reimbursements, $580.30 was collected through restitution. This includes repayment by recipients who misrepresented or failed to report facts which would have made them ineligible for benefits, or for overpayments due to errors. The amount collected was $452.30 more than the restitution payments in March a year ago. Public assistance funds recovered by the department in Clarion County during the month amounted to $7,335.96, of which amount $7,009.51 represented reimbursement and $326.45 restitution. In comparison, funds recovered during March a year ago in the county totaled $4,339.94 $4,189.94 via the reimbursement route and $150.00 by restitution.

Water told police she discovered a pane of glass broken from a front door and the door unlatched when she returned home from work at 4:10 p.m. yesterday. Ford City Span Being Painted Carl L. Gulp, highway maintenance superintendent for Armstrong County, advised motorists who use the Ford City bridge to detour around it if possible. Gulp said the contractor who is repairing the span will be sandblasting and painting the structure for the next five or six weeks.

Although the bridge will be open to traffic, motorists are asked to avoid using it and thus avoid damaging their autos. Both paint and sand can mar car finishes. Gulp said the contractor, Adams has completed the required iron work on the span and has yet to erect some cables when they arrive. Ford City Students Hear After-prom Party Rules Dr. E.

A. Nicotra, chairman of the Ford City High School after-prom party, talked with students at the school this morning about this Friday's event. He explained the rules which have been established for those attending the party at the Latin American Club in Ford City. The event is to begin at 11:30 p.m. The party is an annual project of the Ford City, Cadogan and Manor Township Lions Clubs.

This is the 15th year the clubs have sponsored it. Any student leaving the club will not be permitted to return, Dr. Nicotra said. Each student will sign in and out and record the time of arrival and departure. Under no circumstances will the use of intoxicants or narcotics be permitted, he added.

Students must be present to receive door prizes, the event chairman said. Mrs. Edward (Ethel) Nelson Mrs. Edward (Ethel) Nelson, 66, of Kittanning RD 1, died at 6 a.m. yesterday at Armstrong County Memorial Hospital.

She was a member of Whitesburg United Methodist Church and United Methodist Women. Born April 16, 1908 in Whitesburg, she was a daughter of Ervin and Sattie George. Surviving are her husband, Edward; a sister, Mrs. Thomas a McLellan of Cori- nellsville; and several nieces and nephews. Five brothers and two sisters are deceased.

NELSON Friends of Mrs Edward (Ethel) Nelson, who died May 15, 1974, will be received 7 to 9 tonight and 2 to 4, 7 to 9 p.m. tomorrow at Clark Funeral Home, Elderton, where service will be at 2 p.m. Saturday with the Rev. Break-in Discovered At Bradys Bend Camp State police at Kittanning substation say a Butler man's summer camp storage shed in Bradys Bend Township was burglarized of about $845 in property. Owner John A. Natili of 135 Lincoln Ave. told troopers the shed could have been broken into any tirne between Aug. 5 of last year and his discovery of the theft yesterday.
