LOCAL NEWS The Atlanta Journal The Atlanta Constitution D6 Monday, March 14, 1994 OBITUARIES State plots strategy to keep TALKING AD Brince Manning military bases off hit list 70, former chairman of DeKalb commission The funeral for Brince Manning a fixture in DeKalb County politics in the 1960s who presided over the County Commission and two DeKalb courts, is today at 3 p.m. at A.S. Turner Sons Funeral Home Chapel, with burial at Decatur Cemetery. Mr. Manning, 70, died Saturday of heart failure at DeKalb Medical Center.

He was elected chairman of the DeKalb tigation Division forensic laboratory in this country, could become the site the only one in the world if the lab in Germany closes as scheduled. And some units of the Georgia Army National Guard are being moved from Confederate Avenue onto the post. Moody AFB near Valdosta, which previously housed only fighter jets, will this year complete its transition into a home for a composite wing that includes fighter jets, A-10 ground-attack aircraft and C-130 cargo planes. As the military continues to draw down and restructure, Allen said, the decisions by the Pentagon and BRACC on what to cut become much more difficult. "There's very little fat left," he said. They were caught off guard last year when four of the state's facilities were unexpectedly added to BRACC's hit list, but Gov.

Zell Miller's Georgia Defense Initiative, announced six months ago, is now working to help communities prepare defenses if their bases are targeted. Whether this fourth and final round of congressionally mandated base closures will be painful for Georgia won't be known until the Pentagon makes its recommendations to BRACC on March 1, 1995. Last year, voters in Gwinnett and Fulton approved the largest bond issues to date in. their counties $225 million and $175 million, respectively. Also last year, voters approved much smaller bond issues in Cherokee and Bartow counties. But recent attempts to pass bond referendums in Fayette and Henry have taken two tries. It took Fayette two passes for a $27.5 million effort, finally approved in 1988.

Henry's request three years ago for $25 million passed on its second try. He also became the county's first full-time Juvenile Court judge and was chief judge of the county Recorder's Court, a post he kept until 1983.

Mr. Manning quit his Recorder's Court post to return to private practice after it was revealed that he was the subject of a federal investigation into possible government corruption in DeKalb. He was never charged. "He was just very much a part of public life in DeKalb for many years," his son, Brince Manning III, said Sunday. "He was a very dedicated public servant." Mr.

Manning attended the old Commercial High School in Atlanta and graduated from the Woodrow Wilson College of Law in 1948, becoming a member of the Georgia Bar that year. He served in the Navy during World War II and was the former owner of Manning Co. insurance agency. Surviving are his wife, Edith E. Dasher Manning; three children, Brince H.

Manning III of Decatur, Marilyn Taylor of Minneapolis and Shirley Rayburn of Thomasville; two siblings, Waur-eta Dalgleish of Norcross and Martha Hobson of Decatur; and 11 grandchildren. Yirpie S. Hornbuckle retired secretary, 101 The graveside service for Virgie S. Hornbuckle of Decatur, a retired secretary for Sonoco Products, will be at 2 p.m. Tuesday at Greenwood Cemetery in Atlanta.

Mrs. Hornbuckle, 101, died Saturday at Wesley Woods Health Center. Surviving are a child, Virginia Oder of Decatur; two siblings, Edna Eubanks of Atlanta and John F. Still of Marietta; and a grandchild. Horace W.

Jones Maintenance engineer The funeral for Horace W. Jones of Lawrenceville, a maintenance engineer for the state Department of Transportation, will be at 11 a.m. Wednesday at R.T. Patterson Funeral Home Chapel in Norcross, with burial at Sugar Hill Baptist Church Cemetery. Mr.

Jones, 58, died of congestive heart failure Saturday at Northside Hospital. Surviving are seven children, Tammy Brady of Suwanee, Ma-' rie Hathcock of Canton, Horace W. Jones Jr. and John Jones of Buford, Lisa Jones of Gainesville, Kevin Jones of Duluth and Tim Jones of Lawrenceville; his father, Buster Jones of Cumming; four siblings, Susan Barrett and Sandra Holbrooks of Lawrenceville and Joseph Jones and Kelley Jones of Norcross; and 14 grandchildren. DEKALB: Police wait to see if officer's bullet killed teen.

Police have postponed further questioning in the shooting death of a De-Kalb County teenager who was shot at by an off-duty Atlanta police officer until they get results of tests from the State Crime Lab. "We're waiting on the analysis of the bullet to tell us whose gun it came from," said Sgt. T.E. Pursley. Police say they are unsure whether the bullet that killed Demetrius Webb, 19, came from the off-duty officer who fired at Webb or from earlier gunfire.

DeKalb police and eyewitnesses are at odds over the circumstances of the Friday night shooting. Police say the Atlanta officer fired in self-defense; friends of Webb said the officer killed the unarmed teen as he turned to run. CHEROKEE: Woman found stabbed to death at her home. A 36-year-old woman was found stabbed to death at her home Sunday afternoon, according to Cherokee County authorities. Rachael Argo Pruitt was found shortly after 1 p.m.

at her mobile home on Vandiver Road, off Georgia 140 west. Pruitt, who worked at a supermarket in Canton, was last seen about 6 p.m. Saturday. An autopsy is planned today. Cherokee County sheriffs investigators were questioning relatives Sunday night, Capt.

Vic West said. jjjjffi SNELLVILLE: Young man reports being raped. An 18-year-old man told police he was raped in a restroom at a Snellville park Sunday afternoon. The victim told police he walked into a restroom at Briscoe Park about 2:30 p.m. and was confronted by someone inside.

The man told police he drove home after the attack and told relatives. He later was taken by police to the Gwinnett Rape Crisis Center for an examination, Snellville police Capt. M.E. Taylor said. "I have mixed emotions, but personally Ym going to vote against it." SI ELLIOTT Henry County property owner Sentiment among many Henry residents these days runs against the bond referendum.

Some don't want to pay for the auditorium or athletics1 facilities. Others want to see Henry tumble from its ranking as the llth-fastest-growing county in the nation, and see turning down the bond referendum as a way to force public officials to slow development. Henry's population was 58,741 in 1990, and it's growing by 10 percent each year. "I have mixed emotions, but personally I'm going to vote against it," said Si Elliott, a fifth-generation Henry County resident and large property owner. "Our commissioners are letting the train run away full steam ahead and not trying to do anything about it." But Henry school officials are hoping they have targeted enough voters with a different view to get the referendum passed.

With $2,000 in donations, volunteers had brochures printed and say they've identified 7,000 people who say they'll vote for the bond referendum. "We're working hard and we'll continue to work hard until 7 p.m. Tuesday night," Boehmer said. FULTON: Autopsy results unclear about cause of death. The Fulton County medical examiner's office performed an autopsy Sunday on Dr.

Mei Lu, 31, but were unable to say with certainty what caused her death. Blood samples were sent to a toxicology lab for further testing. Lu's body was found Saturday floating in the Chattahoochee River near Roswell. Lu, a Dunwoody doctor, had been missing since Feb. 12.

MARIETTA: Reward offered in death of student. A $10,000 reward has been offered by the family and former employer of Heather UfFelman, beaten to death with a hammer in a Marietta motel in October 1992, for information about the man who killed her. A retelling of the case is to be broadcast March 23 in a segment of the NBC program "Unsolved Mysteries." The reward was offered by Uf-felman's mother and Century City Artists Inc. in the hope of spurring new leads in the investigation, which Marietta police have pursued without success. UfFelman and her fiance, Jeremy Rolfs, both students at Middle Tennessee State University, came to Marietta to deliver a computer to a man who had said he wanted to buy it.

Rolfs and the man, who said his name was Tom Johnson, had met several times in Murfreesboro, to negotiate sale of the computer. After the couple met Johnson in his room at the Knight's Inn on Delk Road, Johnson pulled a gun and ordered them to roll themselves up in blankets. Then he bashed their heads with a hammer, killing UfFelman and severely injuring Rolfs. Frorq staff reports DEATHS ELSEWHERE Peyton Hoge Houston Retired executive, poet Greenwich, Conn.
