By Bill Montgomery STAFF WRITER A federal fugitive from Florida with a dozen aliases and numerous arrests for fraud was identified Friday as the speeding motorist fatally shot by two Butts County sheriff's deputies on 1-75 after he pointed a loaded semiautomatic pistol at them. GBI spokesman John Bank-head said Robert Edward Hill, 38, whose last known addresses were in Ocala and Lake City, and operated under such false names as Thomas Ernest Buchanan and John B. Swank, was identified by the FBI fingerprint lab.

Hill, who was speeding northbound in a white late 1980s model Oldsmobile at more than 80 mph, was stopped at the Butts-Spalding County line north of Jackson Wednesday and shot twice in the chest when he raised a 9mm pistol toward the deputies as they approached the car on foot, according to Butts County Sheriff Gene Pope. Pope has refused to identify the officers, and both are on administrative leave while the GBI investigates Hill's shooting. Investigators found birth certificates, credit cards, Social Security cards and other identi- ft -IK to on fication documents with different names in the car, as well as roadmaps of several states. But authorities did not know Friday evening where the fugitive was headed. "Wherever he was going, he was going in a hurry," said Bankhead.

Inside the Oldsmobile, which carried a Volusia County, license plate registered to Howard A. Hill, one of the fugitive's aliases, the GBI also found "handwritten notes how to change your appearance," Bankhead added. A native of New Hampshire, Hill was wanted by the U.S. Marshals Service for parole violations, Bankhead said. He also had arrest records for white collar crimes including forgery, manufacturing fictitious driver's licenses and bank fraud in New York, New Jersey, New Hampshire, South Carolina, Pennsylvania and Florida, Bankhead said.

In one instance, when she was in her 70s, Mrs. Dittrich helped a neighbor whose legs were covered with large sores and whose family lived elsewhere.

"Every day, she dressed her legs," Mrs. Hindman said. "She brought her food and took care of her for several years." At her church, Mrs. Dittrich was active in United Methodist Women and the administrative board. As choir mother, she took care of the choir robes, made successful lobbying to end the ban against gays serving openly in the military.

As one of the oldest members of Lakewood Heights United Methodist Church and a lifelong Georgia woman says she is their mother Thomas Stoddard, 48, ASSOCIATED PRESS 'New York Thomas Stoddard, a civil rights lawyer who helped lead the fight for homosexuals to serve openly in the military, has died at age 48.

Stoddard died Wednesday of AIDS, according to his companion, Walter Rieman. As executive director of the Lambda Legal Defense and Education Fund from 1986 to 1992, Mr. Stoddard fought for equal rights for gay men, lesbians and people with AIDS. Her name was Jennifer or Kimberly, but he didn't know her last name. She hitched a ride out of town with a trucker six weeks after the boy's birth, he said. However, after the children's story and photos were published in The Chattanooga Times on Friday, a woman from Graysville, called police claiming to be their mother. Tammy Faye Brackett said the man's name is really Fred Harrison Lingerfelt and that he kidnapped the children four years ago. The boy, 5, likes to be called Scarecrow and has an imaginary wife named Honey. The girl, about'8, answers to Barbie. But the mystery surrounding two healthy children found Tuesday in a room at the Econo-Lodge near Hamilton Place Mall doesn't end there.

A man claiming to be their father goes by several aliases and is wanted by police for questioning. A Georgia woman claiming to be their mother says the children were kidnapped four years ago and she hasn't seen them since, even though she lives 10 miles away from where they were living.
