WRITER many new stores opening and many stocks looking like they're on clearance sale, bargain-hunting investors may be tempted to plunge into retail with hbliday spirit. Not so fast, say Dow Theory Forecasts and Value Line Investment Survey. The newsletters agree that thpYg are far too many retail stores, and, with consumer sentiment cautious and inflation low, they cannot raise profits by raising prices. "Pricing pressures present in the economy are likely to be long-lasting," says Dow Theory Forecasts. "The pace at which retailers are opting for bankruptcy protection isn't helping the situation.

It is allowing the weaker players to hang around longer than perhaps they should and undercut the general merchandisers with fire-sale prices." The Nov. 27 issue also notes that investors tend to dump retail stocks at the first signs of a recession. Investors with patience and strong interest in the sector should look for operating leverage, popular product mix, and domination of a niche, among other factors. Lowe's of North Wilkesboro, N.C., and Wal-Mart of Bentonville, are among the stocks the newsletter favors. Buffalo's, with 16 restaurants in metro Atlanta, will use a direct mail campaign aimed at existing restaurant operators and car dealers. In the past, Buffalo's grew only after potential franchisees contacted it. "We felt the capability and experience of franchisees would be elevated should we seek them out instead of them seeking us," said. David Hyde, one of the chain's founders. The 10-year-pld casual dining chain, which specializes in chicken wings, wants to expand into new markets such as Val-dosta, Macon, Nashville, and Myrtle Beach and Columbia, S.C.

Existing franchisees will open locations in Augusta and Greenville, S.C, next year. Buffalo's has agreements with franchisees to open 16 new restaurants in the next 18 months. But Kevin Culkin, director of franchise sales, said the chain expects to have 100 total units in three years. Buffalo's opened its first restaurant in Roswell in 1985 and added four more locations in the metro area by 1990. The chain began franchising in 1991 and now has 35 locations in the Southeast, primarily in Atlanta, Memphis, Raleigh, Charleston, S.C, Orlando, Jacksonville and Clearwater, Fla.
