The insurgents are holed up in th« Sierra Maestra Mountains in Oripnte Province where Cuba's crack U.S.-equipped 1st Infantry Division was airlifted this week end to spearhead ground • operations. Police at Bayamo in the heart of the rebel - ridden province reported the arrest of an American citizen, identified as William C. Leonard, 27; a native of Virginia now residing in Miami, Fla. A threatened mass resignations followed a clash in the Syrian parliament last Saturday between Populist Party Leader Rushdi Ki- khia and powerful Communist Party Deputy Khaled Bakdash. Kikhia resigned and 30 members of the Populist' Party announced they would follow him. 'Some 13 constitutional deputies and two independents were expected to join them, but only Kikhia's resignation was formal. Several previous attempts to oust the pro-Soviet government have failed despite Syria's growing isolation in th e Arab world. The Syrian parliament approved a national budget of 364 million Syrian pounds (about one billion dollars) a sum slightly smaller than last year. The budget included an appropriation of 12.5 million dollars for Jordan, the amount Saudi Arabia, Syria and Egypt each agreed to pay Jordan in lieu of the former British annual subsidy of 35 million dollars. Thus far only Saudi Arabia has paid" Jordan. In Cairo seven Arab nations set 'up an economic unity system Monday night as a foundation for future political unity. ;. . The action' was taken by the 4th Arab Economic Conference. It set up an-Arab financialoinstitute withj a capital of 56 million dollats to! aid in 'economic development .and' gives • each nation freedom to invest capital in any 'other 1 member. Nations''taking part' were Egypt, Syria, Saudi Arabia, Iraq,'Jordan, Lebanon and the Yemen. The Sudan and Libya which are member states of the. Arab League did not join. In Jerusalem Israeli Premier David Ben-Gurion won a vole of Third Atomic Test Delayed LAS VEGAS, Nev. (UP)-The Atomic Energy Commission today called an operational postponement of.the third nuclear test in the AEC's extensive spring - summer series.
