Maloof STAFF WRITER Communities near Sidney Marcus Boulevard may soon have their own neighborhood park if the Georgia Department of Transportation agrees to lease a small piece of land formerly occupied by bulldozers. Citing a lack of nearby park facilities, Buckhead Coalition President Sam Massell is lobbying DOT Commissioner Wayne Shackelford for interim use of the land. "He pointed out that they want to reserve jt for the possible ramping of 400," Massell said. "I just proposed in the meantime letting the city use it for a park. He did not say no now he hasn't said yes, but he hasn't said no. So I'm pursuing it" Shackelford couldn't be reached for comment.

But state Right-of-Way Engineer Don Welch, who would oversee such a project, said Shackelford could lease the land to the city of Atlanta with a 30-day lease cancellation notice required by state law. The city's Parks Analysis of July 1990 cited the southern NPU-B and Broadview-Morosgo neighborhoods as being "severely underserved by community parks and recreation centers." The 1990 analysis described the area as "the city's most dramatic residential growth 1 area," because of its 30 percent ifjw raw jt- jTB 1 1 11 Buckhead's newest shopping center now has a new grocery store Publix. It joins the local price war with such competitors as Harris-Teeter and Kroger. The store opened Jan. 1 3 and was "very well received, according to Rita Owens, a Publix spokeswoman.

"People couldn't believe we were taking groceries to the car," Owens said. Hot espresso and cappuccino are available to shoppets. The store does not double the value of coupons or give away free food. But for the hungry shopper, there's an extensive deli. Boasting that Publix owns the wedding cake business in Florida, Owens said that the chain hopes to continue its reign here as king of calces.

The Buckhead store is the chain's tenth in the Atlanta area. Owens said Publix plans to open 20 stores in Georgia this year. population increase. Massell says the Buckhead Coalition would gladly cooperate with the Latin American Association, the Hispanic Chamber of Commerce, the City Council and City Parks Commissioner Debby McCarty to help create an interim public park. Stratton Frank, the chairman of the board of directors for the Latin American Association, said his organization would be interested in a park proposal, but he wants other ethnic groups in the area to participate in the process.

"I don't think it's a project that's going to happen yesterday with the DOT having to clear out of there," Frank said. "And I'm sure there would have to be some kind of feasibility study done on it to see if it can be done. Marvin Harper have been committed to each other and their work for almost 70 years. Missionaries for 30 years, they taught at a Bible college in India where they raised their two sons.
