GRAMIG (e-mail: pbondajc.com; mhigginbothamajc.com) Enron Corp. spending $315 million to build power plants in South Buffalo's Cafe moves foward on franchising Atlanta-based Buffalo's Franchise Concepts, which is aiming to have 100 Buffalo's Cafe restaurants open by 2000, has signed franchise agreements that Southern also is negotiating to build plants in New Hampshire and Wisconsin to sell electricity wholesale in those markets.

Southern's Georgia Power Co. subsidiary, has agreed to purchase electricity from two independent power plants that have opened or are planned in the state by out-of-state companies. Enron intends to complete construction and begin selling power from its four new plants in June, just in time for next summer's peak demand. Enron did not announce any agreements for the purchase of power from the new plants but said it had filed applications to build them with Mississippi, Tennessee and federal regulators. rv 1 j- fV.

plans to spend $315 million to build four gas-fired power plants in the Southeast to sell electricity when demand is highest, the company said Friday. The plants, to be built in northeast Mississippi and western Tennessee, will be able to produce 1,600 megawatts of power. They should be ready for operation next summer. The Houston-based company is building the plants in a region that has trouble meeting peak demand during the hottest days. "High prices this summer showed there is a need for plants that can provide power during peak demand," said Mark Palmer, a spokesman for Enron Capital and Trade, the unit in charge of the project.

Both plants would be outside the service territory of Atlanta-based Southern an Enron rival that operates utilities in Mississippi, Georgia, Alabama and Florida. Southern plans a $630 million construction program in Alabama and Mississippi to build six new generators in the coming years.
