On motion of Mr. Clayton, the debate on the Territorial bill waa then resumed. Mr. Baldwin moved an amendment, giving the privilege of the writ of habeas corpus to all persons deprived ef liberty in the territories, with tbe right lo direct their appeals to ths Supreme Court. Mr.

Wslker, and Mr. Johnson of Maryland, gave notice that they would more certain amendments to the bill, before the final vote ehould be taken. Mr. Johnson then addressed the Senate in aupport of the diu as ine only ouve branch on this exciting question.
