Wednesday, June 18, 1997 LOCAL NEWS The Atlanta Journal The Atlanta Constitution FINAL Restaurant to lease Gwinnett gardens By Lillian Lee Kim STAFF WRITER Gwinnett County has at last found a new tenant, if not a new owner, for Vines Botanical Gardens. Tuesday, Gwinnett commissioners voted to lease 23 acres of Vines to Georgia Fine Restaurants for 20 years, with an option to renew for another 20. The lush 90 acres between Loganville and Grayson has a history, of high operating costs and poor financial management that sank the estate more than $101,000 in debt by February.

Selling the property for development was out of the question, due to fierce public support for Vines. Days after county officials took control of the garden from the nonprofit Vines Botanical Gardens Foundation, citizens raised thousands of dollars to help save the gardens and bombarded county commissioners with letters. It cost county taxpayers $525,000 a year to pay off Vines' outstanding debts, meet the payroll and fulfill existing special events commitments. Hoping to mollify supporters without further emptying county coffers, Gwinnett commissioners hit on a plan to donate part of Vines to Gwinnett Tech for its horticultural program and keep the rest for a park. Gwinnett Tech's horticulture students, crammed into three acres on campus, desperately needed more space.

The county's master parks plan already included a park in the Grayson area, and the Vines land would adjoin the future Grayson High School. But Vines' high operating costs scared off school officials, so Gwinnett officials turned to privatization. Georgia Fine Restaurants, the owner of Little Gardens, a popular restaurant and dining facility in Snellville, has been involved with Vines since February, handling special events at the county's request. Under the terms of the lease, the only compensation owed the county is $250,000 in improvements to Vines within the next five years. Georgia Fine Restaurants owner John Gibb plans to spend around $1 million on renovations, including installing a new bakery, deli and gift shop.

Church gets multimillion settlement ASSOCIATED PRESS Augusta A church that was founded by slaves 154 years ago has been awarded nearly $3 million in an out-of-court settlement with Atlanta Gas Light Co. Trinity Christian Methodist Episcopal Church sued the gas company in 1995 over contamination from a defunct gas manufacturing plant across the street. The church said tarlike muck from the plant was seeping through the soil and into the groundwater. Atlanta Gas Light officials say they're unhappy with the amount of the settlement, awarded Monday by a court-appointed mediator, and will look for legal options to avoid paying it. "It flies in the face of reason that they would award that much," said company spokesman Ross Willis.

"If we can appeal it, we will, because it just seems completely outside the realm of common sense." The award, which includes $150,631 in moving costs, was based partly on projected costs of designing and building a new sanctuary and partly on the historic value of the church. "We are pleased," said the Rev. J. Ronzell Maness, church pastor. "Now we have a lot of work ahead of us." During a closed hearing May 27, church officials contended that the site was worth $5.13 million.

"Butch" Howren of Atlanta learned that you could fly with just a few chicken wings. After school and on weekends, he walked the mile from his Hapeville home to Candler Field, where he worked odd jobs around the airport. When it was break time, the youngster shared a box of chicken wings with everyone in the hangar and began to learn the ins and outs of the aviation business. In his aviation career, he operated an Atlanta flight school and air freight company and even flew for a former president. In the early 1970s, he ferried Richard M.

Nixon to a Florida retreat. Mr. Howren, formerly owner of Flightways Inc. and AiRefuel at Hartsfield International Airport, died Friday of cancer at his Hilton Head Island, S.C., residence. He was 73.

ABNEY Judge William Luther Abney, a retired Walker County Probate Judge, died Sunday, June 15, 1997 at his home in LaFayette, GA. He was 80 years old. He served as Probate Judge for 35 years. Judge Abney was also elected to the Georgia House of Representatives, District Attorney, and served as a member of the governor's staff. He was a Deacon and Sunday School teacher at the First Baptist Church, where he had 37 years perfect attendance.

Survivors include his wife, Lillian J. Abney; daughters, Chris A. Dendy, Lawrenceville, Vicki Ragsdale, Edgewood, KY, and Dr. Billie Abney, LaFayette; six sisters, Blanche Kimbell, Mary Ella Smith, Virginia Ezell, Myra Wilhelm of LaFayette, Fredia Poole of Adrian, and Martha Fricks of Rome; and a brother, Ray Abney. He was the brother of the late Ross and Dennis Abney.

BETTENDORF BEARD Mr. Harold R. Beard, age 64, of Alexander Street, Buford, passed away on Monday, June 16. Mr. Beard was a native of Gwinnett County, worked for the Gwinnett Daily News Paper for many years, and retired from the Buford Housing Authority.

He taught Sunday School for 21 years, and was a member of the Chattahoochee Baptist Church. Survivors include Wife, Carolyn Clark Beard, Buford; Sister, Frances Williams, Buford; Brother, Herbert Beard, Buford; several Nieces and Nephews. Funeral Services will be held on Wednesday, June 18, at 2:00 p.m., from the Chapel of Tapp Funeral Home, with Rev. James Elinburg officiating. Tapp Funeral Mr. Richard Bettendorf, age 85, of Atlanta died Monday, June 16, 1997. Mr. Bettendorf was a retired WWII army veteran and Secret Service, agent in Germany during the war. He was a personal friend of Generals Patton and Eisenhower.

Mr. Bettendorf is survived by his wife, Edna Smith Bettendorf. A memorial service will be held on Thursday, June 19, 1997 2:00 p.m. at Lutheran Towers on Juniper St. in Atlanta.

"He could listen to an engine run for two minutes and tell you what needed to be done." During World War II, he was a flight instructor for the Army Air Corps in Douglas and was a command pilot in the Civil Air Patrol, keeping watch for German U- boats off the Georgia coast. In 1946, he founded Flightways Inc.

at the Atlanta airport, which included a flight school, an air freight service, a repair shop and a refueling center. He had 17 planes, from trainers to twinengine Beechcrafts. In 1957, he opened AiRefuel, which refueled planes for the passenger airlines in Atlanta. In 1968, Mr. Howren sold both of his businesses to Lockheed, but he always kept flying.

When former President Nixon wanted to go from the Florida coast to his "Little White House" on Walker's Cay, it was Mr. Howren who took him there. In a Grumman Mallard, a seaplane that could take off on land and land on water, Mr. Howren flew the president to his retreat, his wife said. "My husband was one of the few who could really fly that plane." Over the years, Mr.

Howren remained active in the Civil Air Patrol and frequently volunteered for air search and rescue. He always was ready to fly on short notice. "He kept up with all of his ratings, his physical and his instrument ratings," his wife said. Mr. Howren was a former president of the Georgia Aviation Trades Association and met monthly with the Quiet Birdmen in Atlanta, an organization of pilots, many of whom are former military and commercial pilots.

"They would meet at a restaurant and tell stories," his wife said. "It was just a group of hailfellows-well-met." His wife was his only immediate survivor.
