Hat Assistant manager The funeral for Raymond A. William H. Moore 77, former Atlantan, ex-railway executive THE WASHINGTON POST Potomac, Md. William H.

Moore Sr. of Potomac, a former president of the Penn Central Railroad and a former Atlantan, died of cardiac arrest Monday at Manor Care nursing center here. He was 77. "Mr. Moore was president and chief executive of the bankrupt Penn Central Transportation Co.

in' 1970-74, reducing its losses from $325 million in 1970 to $185 million in 1973. Earlier, he was in the No. 2 role at the Washington-based Southern Railway. Born in Hazard, he graduated from Virginia Military Academy and joined Southern Railway in the 1940s. He lived in Atlanta in 1945-48 and 1954-57.

Surviving are his wife, Virginia Smith Moore; a son, William H. Moore Jr. of Atlanta; and three grandchildren. Ruby B. Thomas Homemaker The funeral for Ruby Beavers Tfiomas of Buford, a homemaker, will be at 10 a.m.

Harvey Evans Naval architect Brunswick, Maine J. Harvey Evans, a naval architect and professor emeritus at Massachusetts Institute of Technology, died of a heart condition Monday at Mid-Coast Hospital here. He was 78. A former resident of Lexington, he was an expert in ship structure, specializing in the computer-aided design of marine vessels and the structure of craft to navigate at great depths. He was credited with introducing "gross panel" hull-girder analysis, a full-scale analysis distinct from the traditional section-by-section model.

More recently he was involved in designing a 925-foot reinforced-concrete vessel for transporting liquefied natural gas cooled to 260 degrees below zero. The project has not gone into production. He was an MIT faculty member from 1947 to 1978. Bayrd Still History professor Woodstock, III. Bayrd Still, who spent four decades at New York University as a professor of history and founding director of the NYU Archives, died Thursday here.

He was 86. He was chairman of the NYU Department of History in the School of Arts and Science from 1955 to 1970 and later directed the Office of University Archives. He was an original member of the Landmarks Commission of New York City, serving from 1962 to 1965. Among his books was "Mirror for Gotham: New York as Seen by Contemporaries From Dutch Days to the Present" (NYU Press, 1956). Vincent's Hospital in Manhattan. He was 27. Mr. Salazar had been a field-work coordinator and research assistant in the AIDS Research Unit of the School of Public Health since 1990. He was part of a team of researchers doing an eight-year study of the effects of AIDS on gay men and lesbians in New York.
