NEAR THE EXCHANGE. WHERE PERSONS HAVING BUSINESS WITH THE OFFICE WILL BE PLEASED TO CALL. the Public Missna. EDITORS: -Permit me. through the medium of your widely circulating paper, to recommend to the working classes of the city and county of Philadelphia, to call a town incoting immediately, appoint committees, without 10 party, politics, and endeavor, fluctuations if possible, the 08- to cortain the causs of these among monied portion of our citizens, and the dull times which are to come this summer.

Ifthe government is in fault, I suppose the sufferers can petition for redress or relief if not, let them find out whore the grievance lice, what causes it, 80 that the poor man inay make some calculation how to get along the enauing season. A MECHANIC. We cannot approve the foregoing suggestion. Meetings have been froquently held, in different, parta of the country, at different times, for the purpose of inquiring into the causes of dull times, and of devising remedies But we have never been able to ascertain that they had led to any beneficial They have produced abun dance of inflammatory declamation, from orators whose principal or sole object was political preferment. They hate given birth to numerous frothy resolations, basod entirely upon the partial views of superficial thinkers.

And too often have they led to disgracefnl, deplorable breaches of the peace; to a prostration of all principles on which reels good government, or even human society. And aiter all, the mischief which the meeting- thought to remove, rolled on as before, prostrating, crushing and mangling its victims. We have seen meetings of mechanies and labor. eis in Philadelphia, for the purpose of reducing the prices of provisions. Did they add one pound to the public stock of food, or reduce prices a singie cent? Did they bring to light a single useful idea upon the subject of food, clothing, lodging or instruction! No! Every thing went on as belore.

We have seen similar meetings in New York, in which mere political aspirants indulged in exciting declamation, instigating their hearers to a prostration of all government; and we have seen these bearers, goaded by auch incendiary harangues, destroying, in their wild, headlong, mai fary, flour enough to have fed the whole of them pientifully for six months, under the pretext, however, true, that it belonged to We have seen meetings of merchants in the same city, to inquire, into the causes of, and devise remedies tor the difficalties before which they were falling like autumn leaves, ending in ridiculous, absurd misconceptions of their own position, and humble kissing of the rod which sinote them. Such results have given 118 no partiality for public meetings, as measures for discovering of disease, or inventing remedies. The public mind, throughont the country, is in a state 101. exaltation; we way well say. of intoxication.

Redection has abdicated, and passion has usurped her throne. Principles are laughed at, landmarks ate prostrated; and instead of expecting light from public meetings, we are almost sure of wan estubition of lawless violence, whenever two or three are gathered together. Sach meetings afford opportunities for orators to commend themselves; to create those, excitemen's upon which they may be borne on the shoulders of the people, to a liule distinction. Now does any reflecting citizen suppose that these inen have more patriotism than their neighbors! Their object is political elevation, and if they could not obtain it by feeding, they would sook it by starving the peoples We have seen enough of parties to estimafe them alike, and we believe correctly. In our humble opinion, whigs and tortes, administration men, aud opposition men, loco focos and tarzany men, all are alike.

The troops are ho hest, for they merely seek protection in minding their own busines, The officers are what you will, merely seeking to gratify their own arice or ambition. Talk not to us of the dienterested patriotism of your Clays or yonr Calboans, or your Bentous, or your Prestone, your Luthers or your Mings, or your Jacqueses. They are all alike. We would as soon trust one as another of them; for upon the very fundamental principle of republicanism, that man is not to be trosted, we would Arrest neither. We therefore say to the people, do not assemble in public meetings, to give to self seeking declaimers an opportunity for playing apon your credulity, and exeiting your, angry, pascione against each other, but stay at home, and do your own thinking.

Do not allow stump orators to talk yon into folly in halls or fields, but think yourselves into wisdom in your own closeta. The esuses of the fluctuations -in business among the monied portion of our citizens" are no secret, and committees, with their frothy, decla. majory reports, can throw no new light upon them. We have too ranch bank paper, and too little coin to support it. Banks, by furnishing the whole circulation of the country, control every department of business, and are able, by their niternate expansions and contractions, to produce factitious prosperity or real distress, as may suit their own purposes.

Here is the whole difficulty. Here is the grand canse. All the in exchange, in the amounts of imports and exports, the prices of flout at home or cotton abroad the sales of publie lands or the wages of labor, all these are mere symptoms and consequences and whoever wrestles with these, is like the physi-, cHAD who grappies with the symptoms of his per pt a a a a a a a a a of A N.
