WSJ: September 7. 1982 ENROLLED JOINT RESOLUTION 30 To create section 25 of article I of the constitution, relating to prohibiting denial of equal rights on the basis of sex first consideration Whereas, equality of legal rights, regardless of sex, is necessary to achieving the ideal of equal justice under law; and Whereas, the adoption of an equal rights amendment is in the judgment of the legislature and ihc people of the state of Wisconsin a necessary and proper means of assuring such equality; and Whereas, it is the intent of the legislature to ensure that benefits and protections provided to persons of one sex are extended to all persons, and it is further the intent of the legislature that this principle of extension of benefits shall apply to any protection or benefit provided by law unless such law is specifically repealed by the legislature: and Whereas, the legislature here acknowledges that such an amendment shall have noeffect on the ability of congress to conscript persons for military service of any kind; and Whereas, it is the intent of the legislature that the right of privacy guaranteed in the federal constitution permits sex-segregated sanitary facilities: and Whereas, the legislature intends this amendment to apply to discrimination based on sex and not discrimination based on sexual orientation: and Whereas, the legislature has determined, understands and intends that such an amendment shall nbl limit in any way the legislature's power to enact legislation prohibiting, regulating or allowing abortion; now.

Kenneth BOSCOBEL A. Kenneth Larson, age 79, of Boscobel died on Saturday, September 4, 1982. at the Boscobel Memorial Hospital. Born on December 15. 1902.

in Bode. Iowa, he was a member of the Hickory Grove Lutheran Church in Hickory Grove Township. He farmed in the area for many years. He married Ella Vodrazel on December 31, 1930, and they moved to Boscobel in 1978. Survivors are his wife, Ella; a daughter, Mrs.

Harley (Betty) Zaiicek of Highland; two sons, Arlis and Herbert, both of Boscobel; two sisters, Mrs. Raymond (Myrtle) Studnicka of Boscobel ond Mrs. Clifford (Thelma) Norslein of Black Earth; a brother. Marvel of Boscobel; ten grondchildren; a great granddaughter; and other relatives and friends. Funeral services will be held at 11 a.m.

on Tuesday, September 7, 1982, ot the HICKORY GROVE LUTHERAN CHURCH in rural Boscobel with the Reverend Joe Thompson officiating. Burial will be in the Hickory Grove Lutheran Cemetery. Lucio, Mrs. Lillian B. MADISON Mrs. Lillian B. Lucio, age 67, of 245 South Park Street died on Saturday, September 4, 1982, tit a local hospital.

Born on April 24, 1915, in Madison, she wos the former Lillian Armbrecht. Survivors are a daughter, Paula Lucio of Madison; two brothers, Roy Armbrecht of Madison and Paul Armbrecht of Middleton; and a sister, Mrs. Dorothy Zeimet of Madison. She wos preceded in death by her husband, John, in 1981. Funeral services will be held ot the JOYCE FUNERAL HOME at 5701 Odana Road at 130 p.m.

on Tuesday, September 7, with the Reverend A. L. Braunschweig officiating. Burial will be in Forest Hill Cemetery. Friends may call at the funeral home prior to services.

WSJ: September 7, 1982 ENROLLED JOINT RESOLUTION 43 To amend section I of article VIII of the constitution, relating to earmarking not less than 40 of any stale sales or use taxes for education property tax relief (first consideration).

Resolved by the assembly, the senate concurring. That: SECTION I. Section 1 of article VIII of the constitution is amended to read: Article VIII Section I. Taxes may also be imposed (4) The legislature may by law impose taxes on incomes, privileges and occupations, which taxes may be graduated and progressive, and reasonable exemptions may be provided. (5) The legislature may by law impose excise, sales and use taxes.

Of any lax imposed on sales or use, the legislature shall by law set aside an amount equal to 40 of the proceeds for a school property tax credit. Fifty percent of the amount shall be made available to the towns, villages and cities in proportion to their share of the total property tax levied for education purposes and 50 of the amount shall be made available to the towns, villages and cilies on the basis of a general equalization school aid formula, as set by law. Such towns, villages and cities shall allocate the entire amount of such moneys to properly owners in proportion to their share of total assessed valuation in the taxing jurisdiction. The resultant amounts shall be shown separately on properly lax bills as a credit against all property taxes due. Be it further resolved.

September 4, 1982, ot a Madison hospital. Born on January 28. 1893. in the Township of Troy where he lived until moving to Sauk City in 1972. he hod resided in Sauk County Health Core Center since 1975.

On June IS. 1915. he was united in marriage in Colette Leidig. Mr. Baier was a member of the St.

Aioysius Catholic Church. Survivors are his wife, Colette; a son, Carl, Jr. of Tampa. Florida; two daughters, Mrs. Leo (Janet) Parr and Mrs.

William (Lorene) Ballweg. both of Sun Prairie; a brother, Williom Baier of Medford, Oklahoma; seven grandchildren; and three great grandchildren. He was preceded in death by two sisters and two brothers. Funeral services will be held at the GNEWIKOW-SCHWOEGLE R-ZIMMERMANN FUNERAL HOME in Sauk City at 10 a.m. and at ST.

Berndt, Willis Sr. WONEWOCMAUSTON Willis H. Berndt, age 85, of Wonewoc passed away in his sleep on Sunday evening, September 5, 1982, at the farm home of his son, Mr. and Mrs. Jim Berndt.

Survivors are his wife, I no; five sons, Willis, Jr. of LaValle. Sidney and Jim, both of Mauston and Wilfred and Michel, both of Wonewoc; four daughters. Opal (Mrs. Don) Stittleburg of Reedsburg, Sharon (Mrs.

Bosben, Zola A. MADISON Zola A. Bosben, age 83, of 1225 East Gorhom Street died on Sunday, September 5, 1982, in a Madison hospital after an illness. Born on April 13, 1899, at Black Earth, she had been a Madison area resident most of her life. Mrs.

Bosben was a member of Burke Lutheran Church. Survivors are two sons, Robert of Madison and Donald of Reston, Virginia and six grandchildren. She was preceded in death by her husband, Joseph, in 1946. Funeral services will be held on Wednesday, September 8, ot 2 p.m. at the BURKE LUTHERAN CHURCH at 5720 Portage Road with the Reverends David Magnuson and Robert Twiton officiating.

PLATTEVILLE Alma K. Dailey, age 90, of Plattevlle passed away on Monday morning, September 6, 1982, in a Platteville nursing home following a brief illness. Survivors are a son, Delbert Dailey of rural Cuba City; a daughter, Mrs. Sidney (Mary) Femrite of Madison; five grandchildren; three sisters, Mrs. Lanie Osterholz, Mrs.

Irvin (Margaret) Ludwig and Mrs. Richard (Marie) Ludwig, all of Platteville; as well as numerous nieces and nephews. Funeral services will be held on Wednesday at 2 p.m. at the BON IN FUNERAL HOME in Platteville with the Reverend David Hoyme officiating. Burial will be in Greenwood Cemetery in Platteville.

Visitation will be from 3 to 9 p.m. on Tuesday ot the funeral home. Evenson, Oscar A. RIO Oscar A. Evenson, age 93, of 113 East Harvey in Rio died on Sunday, September 5, 1982, at Columbus Community Hospital.

Troy (Ann) MADISON Mrs. Troy Gordon (nee Ann Benson), age 90, formerly of 409 Troy Drive, passed away on Thursday, September 2, 1982, ot Four Winds Manor in Verona. She was born January 27, 1892 in Wisconsin Rapids. She was a the daughter of Mr. and Mrs.

Nels Benson. She was married to Troy Gordon on November 29, 1930. Previous to her marriage she was a Secretary to P.J. Jacobs, General Secretary at the Hardware Mutual Insurance Company, now Sentry Insurance at Stevens Point. Mr.

Gordon was employed at the Mendota State Hospital where he retired some years ago as Business Manager. She was preceded in death by her parents; a sister, Esther and a brother, Clarence. She is survived by her husband, Troy; and a nephew, Robert Benson of San Jose, California. Funeral services will be held on Tuesday, September 7 at 1 p.m. at BETHEL LUTHERAN CHURCH-ALC, 312 Wisconsin Ave.

The FITCH-LAWRENCE SAN FILLIPPO FUNERAL HOME, 6021 University Ave. is handling the arrangements for the family. Hegerich, John J. (Johnny) MADISON-John J. (Johnny) Hegerich, age 71, of 4204 Major Avenue died on Sunday, September 5, 1982, at a local hospital.

Born on April 7, 1911, he was a life-long Madison resident. He served in the Navy during World War II and later in the the Naval Reserve. He was a member of the American Legion Post No. 57. Survivors are his wife, Jeananne; three children, Mrs.

Donald (Carolyn) Pritzl of Huntington Beach, California, Cyril of San Diego, California and Mrs. David (Joy) Sather of Madison; two brothers. Matt of Barrington, Illinois and Joe of Tampa, Florida; four sisters, Jen and Mary, both of Madison, Mrs. Harold N. Gee of Madison, North Carolina and Mrs.

Jay (Liz) West of Green Bay; six grandchildren; and a great grandchild. Funeral services will be held at the GUNDERSON FUNERAL HOME at 5203 Monona Drive with military rites at 10:30 a.m. on Thursday, September 9, with Father Delbert Klink officiating. Memorials may be made ot the Leukemia Society. Huffman, Winnifred R. BOSCOBEL Winnifred R. Huffman, age 78, died on Sunday, September 5, 1982, at the Boscobel Memorial Hospital. Born on September 6, 1903, in Crawford County, she wos the daughter of George and Rhodella (Evans) Coleman.

She lived in the area all of her life. She was a rural school teacher at Crow Hollow and Halls Branch Schools. Also, she was a nursing assistant at Prairie du Chien for a number of years. She was married on October 3, 1921 to William Huffman who died in 1943. Survivors are a son, Donald of Monlford; eight daughters, Mrs.

Kenneth (Eileen) Seim, Mrs. Leon (Ruby) Fossnow and Mrs. Jomes (Betty) Elliott, all of Boscobel, Mrs. Virginia Witzig of Fennlmore, Mrs. L.

He was the builder and long-time owneroperator of the Motel Madison. Mr. Randall was a member of St. Stephen's Lutheran Church and formerly a member of Sons of Norway. Survivors are his wife, Mabel; a daughter, Darlene Damon of Monona; a son, Marvin and daughter-in-law, Winnie of Stuart, Florida; and four grandchildren, Diane Damon of Monona, Deborah Damon Doty of Monona, Mark Randall of Denver, Colorado and Susan Randall of Monona.

He was preceded in death by two brothers, Arthur S. Randall and Melvin A. Randall. Funeral services will be held on Thursday, September 9, 1982, at 2 p.m. ot ST.

Stephen's Lutheran Church. Sailing, Earl L. MT. HOREB Eorl L. Sailing, age 72, died at his residence at Rock Dam Lake in Clark County on Saturday, September 4, 1982, after a lingering illness.

Born at Avoca on March 23, 1910, he was married to the former Marian Duckert on December 9, 1931. They recided in the Cross Plains and Mt. Horeb area prior to moving to Rock Dam Lake in 1972. He was a Dane County Highway patrolman for many years. He was a retired member of the Operating Engineers Local 139.

Survivors are two daughters, Mrs. Rodger (Marcia) Showers of Madison and Mrs. Thomas (Sharon) Cooley of Cross Plains; five sons, Delos of Verona, Ron of Madison, Warren and Gary, both of Mt. Horeb and Kevin of Cross Plains; a sister, Mrs. James (Almyra) Ryan of Topeka, Kansas; two brothers, Fred of Madison and Clarence of Janesville; twenty-five grandchildren; and five great grandchildren.

Funeral services will be held at 8 p.m. on Tuesday, September 7, at the ELLESTAD FUNERAL HOME where friends may call from 6 p.m. until time of services. The family requests that flowers be omitted. Schaller, Andrew Ranous (Bo) JANESVILLE Andrew Ranous (Bo) Schaller, age 82, of Carcajou Club, Rural Ft.

Atkinson, long-time Janesville resident and businessman, died on Sunday, September 5, 1982, at Edgerton Memorial Hospital after a brief illness. A member of an old Janesville family which had been a part of the community since 1856, Mr. Schaller owned and operated the Janesville Steam Laundry and Dry Cleaners for many years succeeding his father in that business. He sold the firm which was located on South Parker Drive to Robinson CLeaners in 1960. Born in Janesville on March 22, 1900, he was the son of Charles H.

ond Helen Ranous Schaller and was graduated from Janesville High School in 1918 and attended Beloit College. He was a veteran of World War I. He and Genevieve Prisk were married on August 27, 1927. She died in 1954. Twice president of the Janesville Country Club and formerly on the vestry of Trinity Episcopal Church, he also serverd as head of the Wisconsin Association of Launderers and Dry Cleaners.

He was also a former member of the Janesville Kiwanis Club. An avid hunter, Mr. Schaller moved to his Carcajou Hunting Club home following the death of his wife. Survivors are a daughter, Mrs. R.

Y. (Judy) Nelson of Edgerton; a son, Charles W. Schaller of Madison; a sister, Mrs. Stephen Bolles, a brother, Robert C. Schaller and a sister-in-law, Mrs.

Edgar Prisk, all of Janesville; four grandchildren; Lisa Nelson of Madison, Eric Nelson of Evansville, and Andrew and Charles Nelson, both of Edgerton; and four nephews. Funeral services will be held at 11:30 a.m. on September 10, at OVERTON FUNERAL HOME in Janesville. Friends may call from 10:30 a.m. until the time of services on Friday.

Burial will be in Oak Hill Cemetery. Memorials may be made to the American Cancer Society. Stark, Ann M. COLUMBUS Ann M. Stark, age 69, died on Monday, September 6, 1982, in Beaver Dam Care Center.

She was the former owner of the Unique Beauty Shop in Beaver Dam and for the past several years had operated a beauty shop in her home in Columbus. Survivors are a brother, Walter and his wife, Mabel Stark of Beaver Dam; three sisters, Dorothy Schoenwetter of Columbus, Mrs. Olga Munson and her husband, Arthur of Sheboygan Falls and Adeline March of Milwaukee; a sister-in-low, Evelyn (Roland) Stark of Winter, Wisconsin; and nieces and nephews. She was preceded In death by her parents, two brothers and a sister. Funeral services will be held on Thursday, September 9, at 2 p.m.

Memorials may be made to the Elba Methodist Cemetery. Wagner, Ethel A. PRAIRIE DU SACSAUK CITY Ethel A. Wagner, age 94, of Sauk City died on Sunday, September 5, 1982, at the Maplewood Nursing Home where she had resided for the past three years. Born on February 29, 1888, In the Town of Sumpter, she was the former Ethel A.

Hill and wos the daughter of the late Jacob and Mary Knapp Hill. She was married to Alfred Wagner on February 27, 1907. The couple had lived and farmed In the Town of Sumpter for many years. Mr. Wagner died in 1965.

She was member of the First Presbyterian Church in Prairie du Sac and was a charter member of the Sumpter Hustlers Club and of the Bddger Rural Neighbors Homemakers Club.
