It win endure for ages, as a monument of clastic taste in its archi tect, and be ud upon and exhibited by a portion of oareitisena, aa an ensign of civic magnificence, Oar arbane ciceroni, in ihowing onr lions to "distinguished will point, with ikopoeratie exaltation, to the mo beautiful strueturein all the Union, saying, behold the brightest jewel of Phila i delphla!" Bat the "distinguished stranger," if tafficlently endowed and cultivated to look beyond dollars and cent, mortsr and marble, capitals and avehitnms, will say to himself, if not sadibry, this at indeed a magnificent monument. But of what? It records the city's enterprise, the city's prosperity.

But it also record! the city's pride, the city's vanity, Ike eity's injustice. That structure tells of millions expended la superfluous ornament; In rearing a nagnificeat pile, beautiful to the eye, but useless for any purpose beneficial to mankind. Ii also tells of Bullions squandered in violation of the munificent donor's design of millions withheld from the suffer tag child of poverty, groping In ignorance and' Crawl ing, HlVWWjlUI WUHW WMJ Hm WW UIKWLH1U light which those millions would have shed in his path, if justly, honestly expended." In thinking thns, would the distinguished stringer be right Answer, all ye, whoever ye are, who ire morally responsible for any defeat or delay of the donor's design Who Is that boy, in mean attire, With the oatward signs of poverty, but with a soaring and expanding spirit struggling within, leaving his fatherland to seek his fortune In a land of txptri wumtt Wait awhile. We shall see him hereafter. This hi now a land of equal rights and equal chances, jrkm the road to nrnaneritv ia onen to all who omrk it with energy and perseverance where young enterprise is not restrained by privilege, claiming hereditary right to fruits "which it has neither raised nor gathered.

Ik such land, that exile boy may achieve greatness. Who is that old man, of lofty front and stern, yet benevolent countenance, in that humble dwelling in that narrow street Tliat is a merchant of many yean, who has gone through a long career of (energy, perseverance, sagacity and access, adorned by the purest integrity, the most is Stephen Girard, the exile boy of many years ago, warehouses have been filled with the wealth of all climes, and whose wharves and stores and booses, reared to accommodate useful industry, ire found in almost every street of our great city. And Stephen Girard, too prOud to beg, too aspiring to waste time or talrattoo self relying for dependence on others, too honest to seek success through any indirection, is now the owner of millions, the wealthiest man in all the State, if not in all the nation Where is his pslace Where the magnificence, the pomp, the gorgeousness becoming the wealthiest merchant Low and vulgar mast be his taitei, if, with all his he still takes his staple repast ceneau mat modest roof. Stop, friend, and lifted. The aoul of Stephen Girsrd was created for higher purposes.

It soars far above the trappings of vulgar ostentation. He is a nobleman of nature, whose patent comes from God, and not a lordling of traffic, whose title is conferred by the vulgar homags of a servile crowd, worshiping lace and tinsel. He ii in aristocrat of benevolence aim philanthropy, aad not of arogant ostentation and insolent pretention. See aim intent on those architectural plans. Perhaps he Is Contriving a new dwelling, la which ingeneitr ahall be exhausted in ministering to vulgar sella pretenders.

No. lis is, indeed, thinking of him Oriental magnificence. He is thinking or himself ss the exile boy, the humklc bef inner in the race of life, Starting with none of the nana! aids to success, with mo other capital than a sound head and a pure heart, the gifts of God, and not of man. And be is thinking how these have borne him upon the full tide of prosperity, and how they would have borne him, earlier, faster, farther, if aided by that Intellectual cultivation which he ought to have hid at starting, aad which he was obliged to snatch In going along. And hs has seen, la hia course, hundreds, thousands, with less of hia Intellectual power, a i i L.

t. i 1 IN uivrciuav wiuwn aia n)wsiv aiwuvu, who might have reached prosperity and usefulness, if furnished at starting, with tdaxaiiea, that best auxiliary to talent and aspiration, but who, for want of it, fell in premature ruin, a bardea to society. What, thinks he, has built that costly prison, and tiled It with the rains of humanity The expendi tare of the wealthy upoa personal selfishness. Por kosueaare the foundations of palaces, ud palace sea tha foundations of prisons. Afjr wealth, thinks he, snail be left to aid Ue poor, the noweiesa, the home lew, me exiic, tne cniwien in warn, nnu i once was, and shall aid them to become what I am.

And it shall render them that best of aid at starting in the race of life, knowledge of their duties to God, their neighbors and themselves, intellectual and moral eal tivatioa. The school house is the best of all eharl ties, because most effective to dispense with the almshouse and the prison. Soeh were the dreams, the designs, of that wise aad benevolent old man, that capitalist, that milium. I erfri, that lor" of dollars, that aristocrat of worldly wealth, yet that nobleman of nature, beneath ht humble roof, surrounded by his simple appliances. Aad eould at have controlled that design from a bet tor world, or bad he left bit like in representative, hundred! now pining in want, and grovellinr it Boranee, or by want driven through ignorance to nsse, aught nave blessed the land with their useful aid, instead of cursing it with their criminal hostility.
