LEDGER, AND DAILY TRANSCRIPT. PHILADELPHIA, THURSDAY, AUGUST 3. Tac Coaixu Eliotios 8LtCTioi or Car. pidatss. The coming election to important to faoiioos, involves the success of tbeir schemes tad the gratification oflbcir prejudices or interests it it important lso to the myriad brood ef candidates, great and until, who leek a placa in the political asylum for indoleno and uselessuess tjlm; but it Jt more, mock more, important to the honest and productive bum, whose only object is to secure the, real interest! and maintain the true honor of the oouatry.

We go, and have ever gone, for the interests of the mats, disregarding the frewa or favor of factions; and with the feelings and win ciples which prompt this policy, we have, for years, labored to bring the people to a sense of the importance of doing their own thinking, and of acting for them wires. Folitios is the duty of every true man not the politics of the grog chop or the cauous not the degradation, pas sion, ignorance, and madness of faction; but the politic which is based upon a sound and well directed devotion to the country. All truths are simple, and none more so than those of po litios, if studied in disinterested spirit; all du ties are plain, and none more so thin politics, if oherisbed in honesty and truth. The principli of true political economy demand the greatest good of the greatest number, and have reoenrse to the simplest modes of effecting that object The duties of politics ask for nothing but honesty, and expect an entire freedom from the preju dices, the corruption and the slavery of faction. There maybe dispute ss to the general policy of the nation, and that difference of opinion may be hoaesL But as to almost every point of State policy there is no real issue.

The general pria eiples which should control the notion of the 8tate are not the subject of serious controversy, for all parties unite npon the cardinal points points admitted, and which it would be a disgrace to dispute. Oar object in to direct the attention of the people a people no often cheated, be trayed and disgraced by their false confidence in feeble or dishonest agent to the character of those principles, and of the duties which arise from them. Upon this and kindred subjects we have, we can have, no interests but those of the people. Let those who doubt, if there be such, that it is oar enxiou desire to be patriotic, to cherish no with snd urge no object that does not contribute to the welfare of the country, admit, what they cannot doubt, that we have no intmtt in com mon with faction, and that selfishness itself would prompt, In a journal like this, those calm snd honest councils which secure the largest amount ofgoodto the oommunity at large, we appeal to the patriots of the State and in doing so mm a broad distinction between tbem snd the The politician is interested, ad nah, and often sordid, and is therefore active; the patriot, indisposed to believe that others are less devoted to the public Interests tbsn himself, is too often inactive, and therefore of little more efficiency in the direction of the affairs of his country than if he did not exist. The politician nominates the agents the patriot, with little of inquiry, but often with much reluct doc, votes for the ticket prepared for him.

The results of this manifested in corrupt and degraded legislation, and in the dishonored and hapless condition of the State, excite his bitterest execration and yet, when the period again arrives for the selection of candidate, the same carelessness induces the time result, and is followed by the same indignation. And thus the anhappy farce proceeds. There are in this country intelligence and integrity sufficient to illustrate any country but his not abroad; h. is sot satire in public proceedings it shines like lights in sepulchres, giving do radianoe beyond the narrow bounds within which it is kindled. It is our duty, and the duty of all who lov their country, to endeavor, by bringing the setter spirits of the republic, in every walk of life, actively into the performance of political duties, to rescue the State from the disgrace which now Impends overno, which now hisses nronad it The election of Representatives to the General Astetnbly is one of the most important duties now before the people of the That duty can only be properly and patriotically per formed by attention to the primary elections, which determine the selection of candidate.

JWhen both partiesand on this subject th ry ar equally culpable neglect those election, the grave farce of an October election may determine whether this or that fact) oe be stronger, but It determines no principle in relation to State policy, and make no selectioe for this blind endorsement cannot be considered selection of the men universally recogniied as capable of PUBLIC the Atlanteaa latk of sopporUng the present bur. then of the State. It hi, therefore, important that we should urge all who feel an interest in the prosperity of the Stst, (sod her prosperity affects every rich mis' income and every poor man's wsgeej and all who cherish her honor, which is more valuable to every true Peausyt vanisn thaq inecms or, wsgesj to attend and est for themselves in the primary elections. Let be nnderstuod that the aged aad experienced members of the commas it the eool beeded and moderate, the patriotie and moral portion of each party must be consulted and respected, and that selections worthy of the high trnst satuf As made, aad our aext Legislature will be one that will replace the Keystone State epon the lofty moral and political elevation which she once occupied with glory to herself and to the country. 4 The principles which should be required from very legislative candidate are those which are now admitted to be the only one that will save the till of Penasylvaai from being a reproach in every comer of the glob.

we bar bor rowed money we hsve used A vs ere now receiving, lis profit; aad tailing to repay it for we can repay it the verdict of the world will be alas, it is slready that we are eotnmunity of swindlers. Its payment may be onerous; but is there anything so onerous to 'Pennrylvanianeas Miveraal dishonor, the reproach of coueciou wrong and the hies of nil Christendom? Erery candidate should be known inert, correct principle this object. If be dose not, he is not to be trusted; far the man who would cheat a eoauaaartv will cheat a party, or an individual. The world of man's duties "betoop to honesty: he who is windier fa one of it provinces i not to he in any part of jurisdiction. It is easy, a has bees proved, to affect a desire to tomtiking," to pass Isws that ar impracticable, and make preteeded sacrifice that cannot be required Tint mis should be sent to the next sew ion, who is dituosed resort to this trans parent legislative trickery, to keep the word of promise to the ear aad break it to the hope Better to pity the part bold heave, and say we are rogues sod will not pay," than to falter is a double sense, aad aHeet to do that which we tire no intention of doing.

repeat, thnt no mas should be nominated who does not realist the moral du'y of the Bute py her debts, aad who will not arnestly exert vt famCy to reverie the Cute from its present i honored and degraded position before onr sister Stntes and th world. Of the moral qualifications required in representatives, we need only say that no man should bseXDeoled to act honettlr for others, whose own individual career has not demonstrated hi Integrity of purpose andsotion. No man who in dishonest for himself will be honest for the dear people.1; If Integrity be man's companion, It treads, step by step, with him the pathways of life; snd no man of suspected parity of cba ucter is worthy to represent nnre and honorable neople. But the capacity of the representative is of eoual imnortance. The integrity of a fool never to be relied upon and a feci without In tegrity is even more dangerous than a dishonest man of talent, far the latter fears the cocse auenoes of arrest crime.

Apart from tain con sideratioa, it should be remembered that a weak representative, even IT he votes aright, counts but one while the gifted and able man controls mn. The crisis is one which requires in the State councils men of sound heart, extensive in formstion, expanded and liberal views, and the power of enforcing those view. It is unnecessary to say that we have not intended any re flection npon previous Leglslnlures; yet it must be admitted that there is, in the mind of the mass of the people, an opinion that, while more baa been said than was necessary, less nan Been done than wan expected. It is nlleged that our representatives have not been so chosen ns to reflect either the opinions or the moral feelings of the people and that, incapable of grasping the vast interests involved in the questions now pending, they took refuge beneath the revolving nnd ever chanrinr mists and fogs of paltry fac tious conflict. The diver for pearls, when he a as feara the approach of a sen monster, moouies the water and escapes in the obscurity which he has created and thus, it is nlleged, those who were unsble to grapple with the great questions before the Legislature, raised factions and personal difficulties, and retreated from their duties ia the muddy blackness with which they over, spread all the proceedings of the body into which the force of party had plunged tbem.

Wicxurrc, Postsustm GxuxiAi. Oa the 1st inst, on board the Steamboat on her regular trip from Norfolk to Baltimore, about 1 o'clock, P. as the bell rung for din. ner, and aa Mr. Wicklifle, with hi daughter lenninr on hie arm, were proceeding to the cabin, Mr.

Coffee, who thought that he was insane. Since the above was in type, we have received an account of the transaction by the Baltimore papers.

It appears that the boat on her passsge to Bsltimore took on board at Old Point Comfort several passengers, among them the Hon. Mr. Wicklifle, Postmaster General, his two daughters and several other persons, sad young man, named J. McLean Gardner, son of Col. C.

K. Gardner, of Washington city, formerly First Auditor of the Post office Depart ment. During his stay at Old Point, the con duct of Mr. Gardner was remarked by the visi ters as of a very singular character, aad the be lief wss renerally entertained that be was la Win nnder mental deranrement; belief which was strongly concurred in by Mr. Wick' line himself, with whom he had several times been In conversation.

Mr. Wicklifle, with his daughters aad niece, were advancing towards the dining saloon, when Gardner, before his purpose could be well conjectured, suddenly raised a knife with which he had been cleaning his nails, and with great violence stabbed Mr. W. ia the chest Gardner was Instantly seised by Lieut Bradford, and prevented from repeating the blow his person was then properly secured nnd he was in guarded custody aatil the boat arrived in Baltimore. Mr.

Wicklifle was conveyed to his berth, and such relief af forded him na the circumstances would sfford, but when he arrived he waa ia much pain, Dr, Smith was instantly summoned to nttend him, who, upon examining the wound, pronounced thnt it was not dangerous, the knife having struck npon the upper part of the stern am, or breast bone, without ksving penetrated it The thock from the violence of the blow, tt wis sup posed, occasioned the paia which Mr. W. ex perienced in hit side, and inasmuch as there sp peared no immediate neoeaaits for his removal, it wss thought expedient that he should remain board during th night, where every neces ssry attention oould be paid him, and the excitement of his removsl avoided. Gardner was takea before Justice Gray, who committed him to jail, to await a further examination. The Son Postcript, da tod 10) P.M., says "Th patient is enjoying a oomfortabl sleep, th pain in his side hsving abated.

We lean also from the physician, that Mr. WicklifM ex pressed hi full conviction that Gardner wss quite deranged; spoke very feelingly of the young man's relatives, to whom he referred ss intimate friends, aad despatched person to prevent, if possible, the eommitment nf Gnrdnerto jail. Call has issued his proclamation offering a reward of twe hun dred dollars for the apprehension of Csptain William Barney, and bin brother, Mr. David Bumey, charged with the homicide of Mr. Joseph Manning. The friends of the deceased havs also offered as additional reward of three hundred dollara. The homicide was committed about two' weeks since, nt public galheriag near Bunker Hill, ia Jefferson county.

The origin of the quarrel is not given by th paper abor named, but says it grew out of reports circa la led recently npon the alleged authority of confessions of two convicts, recently sent to th penitentiary of Georgia, from Lowndes county, for manslaughter, which implicates several eitisena of Georgie nnd Florida at being concerned ia some of the murders in the Territory hitherto sttributed to the Indians, and in forming nn organised band for abducting slaves and plundering other property. Several respectable citisen are implicated, and it is said cir eamataace are detailed of their personal participation ia deeds of outrage aad murder npon their neighbors, ia the disguise of Indians, too horrible to repent, nnd toe incredible to be believed.
