Meanwhile, the number of drunk-driving arrests has decreased 29. Beginning Tuesday, Brea officials want to see those numbers drastically reversed with a new Drunk Driving Enforcement Program. Two officers on the lookout for drunk drivers will make up the program's team, Police Chief Don Forkus said.

Once the officers have settled into their new jobs, the police chief said he expects to see the number of drunk -driving arrests double and possibly even triple and quadruple. Other aims of the program are to reduce the average blood-alcohol level of those arrested, to reduce alcohol-related accidents by arresting drunk drivers prior to accidents and to increase community awareness, Forkus said. The new team will be subsidized by a $153,258 state grant, with the city matching the grant with an equal amount, Brea spokeswoman Bonnie Dwyer said. The increase of alcohol-linked collisions in Brea can partially be attributed to the increasing number of people visiting the city, Forkus said. Ten years ago, Brea didn't have a mall or the number of restaurants and commercial outlets it has today, he said.

In Yorba Linda, which has seen less commercial development in the past decade, the figures are much lower than Brea's, Forkus said. Under the agreement, which went into effect last week, riders can travel free to and from UCI on OCTD Route 65, which travels between Santa Ana and Balboa; Route 74, which serves Irvine and Huntington Beach, and Route 7676A, which also serves Huntington Beach and Irvine. The university will reimburse the transit district for each UCI rider. John Duve, UCI director of parking and transportation services, said the university will pay the district 59 cents per ride up to $125,000 during the next 12 months. UCI, Duve said, wants to encourage staff and students to leave their cars home, something that the university hopes will permit it to forestall construction of new parking lots Robert Hanley 2 Santa Ana A 'Stupid' Question? Ask Library, Anyway How many nuts and bolts are there in the space shuttle? Where do elephants go to die? Who's buried in Grant's Tomb? How do reference librarians put up with so many stupid questions? "Our reference librarians do answer a lot of stupid questions, but they don't mind at all," Santa Ana Library spokeswoman Rosalind Morris said.

To prove it, the library will hold an "Ask a Stupid Question Day" today from 10 a.m. to 6 p.m. Morris had just fielded a telephone call from someone who wanted to know how to spell Yosemite as she explained the event's purpose "to encourage curious people to overcome their timidity and ask that stupid question." There are very few questions a reference librarian cannot answer, said Fer-rell Morgan, Santa Ana Library's head of public services. And if they can't get the answer, the question can be electronically shipped to the Los Angeles Public Library using the Southern California Answer Network, a process that usually takes a day or two.
