Frozen yogurt, already gaining popularity on the East Coast, has just arrived in the Midwest. What to do? Although nutrition-conscious customers keep coming back for seconds, according to several retailers here, the Wisconsin Agriculture Dept. can't quite figure out what to do with the icy treat. "It's basically a classification problem," said William Hansen, director of the department's Bureau of Food Inspection.

"There is no such thing as 'frozen yogurt' on the books." Wisconsin classifies yogurt as a Grade fluid milk product and requires that it be sold in the same container in which it is made. The category for ice milk requires a butterfat content of two to seven percent. The only frozen yogurt the state has tested so far was provided by The Yougurt Tree, a shop that opened last week on this city's East Side. Made by Johanna Farms in Fleming-ton, N.J., the iced yogurt tested out at only 1.8 percent butterfat content, Hansen said. No federal standard "You can't add stabilizers and put it through a freezer and still call it yogurt," said Hansen.

"They've either got to bring the butterfat content up to ice milk standards or petition for some sort of change in the code." The federal government has not yet issued standards for the product, he added. The hydrogen would replace natural gas in the plant's boilers, saving an estimated 65 million cubic feet of natural gas annually, the application to the DNR said. DNR spokesman Edward Becker said use of the gas would meet state and federal air quality standards, adding that "if anything, it burns cleaner" than natural gas.

James La Prad, Wyandotte plant manager here, said the changeover was not justified while natural gas was cheaper. But with natural gas prices rising and the future supply uncertain, he said, the company finds the process economically feasible.
