JANTARY flVB Commission Prepares to Discuss Program After Protest From Assemblyman ALBANY The Stfte Flood Control Commission met today to consider a central New York flood control program. The commission convened after Assemblyman George Parsons, Onondaga Republican, had assailed it for failure to provide the central New York watershed with a flood control program similar to that prepared for the southern tier. Parsons contended that a comprehensive plan for construction of a flood regulation dam had been submitted for cenfraf New York authorities in 1927, but thus far nothing has been accomplished. "Inasmuch as $3,700,000 of federal and state funds has been allotted for flood control dams in the soiith- em tier. I think it is high time something should be done about Onondaga County and surrounding territory," he said.

Assemblyman Dutton S. Peterson. Schuyler Republican and member i of the commission, said no plan or request for Onondaga County had been submitted to the group since he took office. After he made the announcement. Parsons walked across the chamber and handed him a copy of the plan.

"Good." Peterson said, "the commission meets Tuesday and we consider Parsons' charges prompted by President Roosevelt's letter to Governor Lehman advistnj the state chief executive that construction work on flood control dams in the sothern tier would begin Immediately, brought-several assemblymen to their feet. He suffered from" pelle- gra, without knowing what ailed him, and townsfolk were naturally skeptical of the healing powers of a physician who was himself in ill- health.

Sims moved on to Montgomery. where the climate improved his health, and at last he found plenty of work. Most physicians did not care to operate on slaves, and there were few Negro physicians with medical training: Sims, in the absence of other patients, gladly treated slaves. Plantation owners were as willing to pay -for treatment of their slaves as for- their own families.
