PUBLIC (LEDGER 4 AT A. m. 1 'M'ln JUli dm saw A At THfLACELPUIA, FRIDAY. AUGUST .17,1838. TIIE WEEKLY LEDGER.

Containing all the News of the six daily papers, Teams, $2.00 Pee Annum; adtanceJ ffl bYY tap 5 ibk att. litre miiniaiea mat tne re cent attack upon the oflfcor of the navy was a pertkan mevtroen tt and, hae protested agaiatt it, movement which the nation ought not to sustain. We contend neither for nor against the Federal to promote any partisan object. TVe have frequently bees denounced as a van surer paper by those narrow minded, malignant incumbrances upon the whig" press, whose political philosophy extendi net beyond a wartT meeting or a county election, and who would trample upon all good principlee for I pet ty office; and we have been denounced with equal Malignity! aa to the Bank." bv imi Ur incumbrances upon the press called demo But disregarding the which the agitation df, the political pot throwi op on either aide, we move atraight forward in support of the ration's prosperity and honor, defending the pre sent or any administration in every thing right, and opposing it in every thing wrong, Cheered by fh eonsciotmness of discharging this duty, we envy not the poor slaves who would aell body and soul for the emoluments of office, and give them abundantly all that we can condescend to bestow, derision and contempt. We protest against all attempts in render the navy a football for partisans.

Mr. Clay, in one of his characteristic ebullitions of partisan malig nity, declared thai the army and navy were sound to the core. What did he mean? The on ly thing that such an inveterate Presidency lunt could. mean; that the army and navy were partisan ready to vote for We deny it as an aspersion of The Globe de nounces the officers of the navy as rotten to the core, or to use its own. words, as "lazy but skulking from duty, end destitute of the spirit es sentid to the prosperity and honor of their service" We deny it as an aspersion of the officers, We denounce both assertions as untrue; the first as uatrae in the sense used by Mr.

Clay, the second as nntroe in any sense. We denounce both assertions as originating in partisan purposes; the object the first being to obtain the influence and votes of all the naval and military officers for Mr. Clay, and that of the second, to enlist the democracy" of the nation against the navy, aa a favorite of old Federalism." To counteract both of these ingenious plots, would be rendering the stoU sowu 'service. Yfo therefore say to all partisans, keep your hands liora the army and navy. 3 They belong to the nation, and not te you; aad he is a traitor to his country who would surrender either to your hands, to be disgraced and ruined for your selfish purposes.

The officers of the navy have been consigned to public odium by the Globe, with the alleged ma ninlat.l af mtm AS) a.A may suppose, under consultation with the very highert authority. Citizens of the United Slates! Patriots of all parties, who would not be derelict from the prosperity, the the safety of your country Will yoa behold this with indifference? Will yon permit the gallant defenders of the flag that waves over your rich commerce in every sea, which carries the productions of your industry and enterprise to every port in the world, to be denounced as lazy cowards; trafficking honor for gain, and repaying yoor bounty by "skulking" tram their duties to you I Miserahle indeed would 6 the ntan who hourly puts his lite in peril for his country's defence, if, to the dangers of disease, mutilation or death which attend all his steps, be added the belief that hi character, the most valuable of his personal rights, and the only one which he would not sacrifice, should be offered to the voracious spirit of calumny, to promote the unworthy designs of self seeking politicians. The American sailor lifts his arm for bis country. 'U strikes, aad he bares his bosom to the stroke of the foe, to render her free, happy and honored. he has fallen untimely beneath the stroke, or has escaped the battle death to linger but hoary age in disease or privation, shall hie countrymen forget his services and sacrifices, and yield his fane, his only remaining wssession.

to the poisoned arrows of the slanderer Base indeed would be the ingratitude of a nation that would permit it, and cheerless the prospect of those Who should, devote, their lives to fighting her battles. Citixw of the Bni Stales! i Throw from, you the imputation of this ingratitude! Let tut the escutcheon of your country he iullieeT py the charge so" often cast upon the aaldier, amid the toils and perils ef military lite, be consoled by reflecting that cotemporariee will approve his ef forts for their welfare, acknowledge the purity of tus motives, ejteng.svm iron adjust reproach, and bequeath! his fame smetained to posterity. Let the aauor.Wile breathing out his life upon the deck on wjiie hu strniled for hia country's indepersVsilwd boi that the requital from bis etintrysaea, for beiag thus untimely severeJ from the' enjoyments 'and hopes of this world, is soeaethioa: better than the karae Utiea of his ehtracter upon the polluted altar of 'i It I 1 1' The officers of our army and navy, when keeping withii the circle ef their duties, are not proper oty of partiaaa contents. iThey belong to the noisoa, and not se any of she CmtioM or cabala into which the nation may tear iieolf under anv temporary deltwon. For the naiioa's i oDce, (key eocootiter daease, muliUiiua aad deaths At the nations call, they meet the can the hostile sovereign, the dagger and fire brand of the pirate, the' lightning and the tern pest, and the pestilence that walketh in dark ness." They are the children of the nation jand its children in the most liberal, enlightened and affectionate senseT Then let not the nation forget the duties of a parent.

1 If they owe to it the hourly hazard of health and life, it ewes to them protection of all personal rights, and especially of character, the most valuable of all. Honor is the vital principle of their profession. Let not their country permit that honor to be assailed unjust ly! If it do, vain will be its efforts to render navy an efficient engine; of national defence, And can that honor be safe, when the navy is made an instrument of faction by designing pol ticianst One faction may commend it as sound to the core, and another condemn it as rotten to the foundation, and, each for the same unhallowed purpose; and each may change its position, and procoed from praise to reproach, and from reproach to praise, according to the factious pur pose of the hour. But araid the ever changing policy ef partisan politicians, what will become ofjhis rampart of jiationaL defence, this monu ment of national honor? if not and cowards might tell, for they only would consent to wear lis ensigns: Cosmos Szwirs. We call the attention of the proper authorities, to Uabsd condUion of Dock street, for want of a sufficient common sewer.

It contains but one, on the south side, near the head of the street, which also receives all the discharges from Walnut street. Not being sufficiently large, it becomes choked by every heavy rain, and the water flows back upon the cellars in both Dock and Walnut streets. During the heavy rain on Saturday last, the eel lars in Dock street were completely inundated, We were sufferers among others and had this heavy shower occurred oa any other day than Saturday, we should have been seriously incenv moded. The sewer of Walnut street, instead ef being conducted to the one in Dock street, should be continued down the former, to the river. This would effectually relieve both streets.

Kensington SaiyrLASTKKS. A correspondent wants us to inform him why the Commissioners of the District ol Kensington, have not made provisions for their shmptaslers. He says they are refused by all the banks, savings in stitutions and loan companies, and thereby cre ating a bad state of things. We are unable to tell our correspondent why the Commissioners have not, made such arrangements for the redemption of their worthless trash, but ran inform the latter, that unless they do something very soon to effect this desirable objeet, they will find a hornet's nest about their ears. Balloon Exri.osio SAri Vtsetttr. We learn from an Extra of the Easton Argus, that on Saturday, the 11th inst, Mr. Wise, the Aeronaut ascended from Easton, with a parachute bal accompanied wStbftwV small paraehuU; and animals. Mr. Wise says, in his account, that at the height of 2000 feet, a conical parachute with its was detached and landed in safety.

After ascending a few thousand feet more, he detached his oiled silk parachute, which experiment was to decide the certainty and safety of the parachute balloon. It did hot descend with the uniform velocity of the first, but Mr. W. concluded that the experiment could not be ha zardous. When the altitude of 13.000 feet had been attained, the balloon became fearfully ex' panded, causing a loud hissing noise from the small tube at the bottom through which the valve rope passed, giving warning that unless the safety valve was opened, the balloon must rupture The balloon at this time was sailing swiftly from N.

W. to S. while a thunder gust was moving below It from S. W. to N.

E. Mr. W. looked at his watch, and found it to be 20 minutes past 2, ana as ne was returning nia pocaei, Me oa a a a a lorn exploded In the space of ten seconds, the gas rushed from the balloon with a noise resem bling the approach of a hurricane, and, as the aeronaut fell, the air whistled through the network like a strong Northwester through the rig ging ef a ship." The according to ex pectation, assumedlhe form of a concave nerais phere, falling rapidly without any vibratory mo tion, until it reached the lower strata ef the air. which was blowing a sharp gale from the South, when the parachute commenced its first vibra lions, drifting northward, making a vibration about every ten seconds, which now made the descent very unpleasant.

The' wind from the South drifted Mr.W. about three miles before he approached the and made his landing much harder than it would have been in a calm atmos. phere. As he neared the earth, he threw over all his ballast, which pat him off his guard, and as his car struck the earth obliquely, it bounced up about ten feel, slightly bruising his shoulder Contrary to expectation, the balloon did not col spec, but fell along side of him. He landed on a farm about ten miles from Esston.

Mr. Wise says that he is se gratified at the result of this experiment, that he intends soon to repeat it, and make an ascension from this city, which will ne donbt be highly gratifying to our citizens. Some editors have a roundabout way of rela ting the simplest circumstance. Instead of saying Plainly that one man had spit upon a hiladelphia editor remarks that he voided his rheum upon the beard and gaberdine of his Boston Tines. Pray, Mr.

Times, what would you have a man do, who has no ideas, and is obliged to use words as a substitute? Let him make the most of his stock ia trade. And if ven that stock should be counters instead of coins, let them go fan what thf Icitt "fetchT; Instead of 'grumbling "at" this roundabout way of uttering nonsense in order te be smart, we think yon might compliment the ingenuity that could imagine such an absurdity. As nobody wesrs a beard in this countryand as a gaberdine was sever seen upon the continent, excepting on the stage, he must have achieved quite an exploit to spit upon either.
