If the right of complaint belong esusssrldid to the Jew, toy honest and intel ligent pt not ill edmit that tbe times furnish (tensive grounu lor trie exercise ot tne ngni. Our ruler have led into e'irtjf waters, and to alt ssvwi tul crub bard to waah away tbe tie leoeatlWe preaent to the civilized world a leatarkable spectacle that of an honest and ir osUlgent people eierctaing tbe right of choosing their rulers, and proud of its exerciee, and yet picking up the lowest rogues from the dirlieai bole to rale them. More intelligence and honesty are required in politics than in any thing be. because upon politics does tery thing else in this world depend lor security. Politic, rightly iiadentuod, are the $cienct and art of icienct involving the principle which las Creator has established for the moral foveramtnt of his rational creatures, and the tifIim and duliet flowint from them, and the art UYolvinf.

the tbe contrhvnert, the insti rations, by which their principUi are to be applied for tbe protection of rigkt and the an lbrcement oCdutit. All this is pditkt and therefore a wise man will aay that due attention to them it among our kiglert duties, and consequently requires tie exercise of our kigheU mcolties. And yet, in our attention to politics, tea conduct as if they were something of which assn ourht to be ashamed. We leave tbent to the tnauag eroent of tne most worthless, aha asost Droflirate. We da net mean that our most eminent, moat responsible public servants are worthless or profligate.

But we do mean that tbe selection and election of our most responsible public servants and their movemeuts afar election are coo trolled by the most worm lee, and that under this control, things are done daily ia the management of the people's business which would brand any individual with indelible inAmy, if done in the management of bis era. 'It at time for the peopl te stop this; to insist that (heir business shall no longer be contacted by a set of low bred profligates, whose individual characters would command no trust or credence from any man who knew them. The people are thoroughly disgusted with jwft tic, in the common signification of the term for as Rich, it is the scramble of knaves for the peo le'e money, through bribery, slander, pipe laying perjury and false returns. It is time for the people, in self defence, to turn their attention te politics of the rigid sort to choose their owa elective servants, and to dictate to such servants Us appointment of all judicial and executive MBordinstes. The jxopte should say whom they will have to rule over them, and should no long leave this very important business to idlers, eremesters, brothel and tavern hunters, pipe Beyers." forgers of electoral returns, legislative rioter, drunkards pretending to reform, and trankarslooshamelefor even the pretence, An intelligent foreigner, judging us by the wans era of our politict, would say that we were a alien of escaped convicts.

But who are the people They are net a hand ful of low scamps that meet in a lap room or a pot bouse, to make official nominations for a great nation, devise the fraudulent contrivances by which that nation is to be cheated of its will at the polls, and to agree or quarrel, according to circenutaacea, in a division of the cheated nation money. They are the great mass of that hard working, usefully employed rational beings, aaaeunting to aboo sixteen millions, who constitute the bone and muscle and mind of these TJatted States, who possess rights and wish to jiaaarr and transmit them. In our city, they an the people of all professions and occupations, who work usefully in any mode, with head or head, and who support a free government for the fnirpoa of being protected while minding their own business. We shall find them in tbe counting house, or ship or store of the merchant, tbe workshop of the mechanic, the office or atndy of the professional man, or in the various pursuits of tbe laborer. We shall sot find bira in the top room or bar roosa it committee room of any per tiaaa head owe fere, Whig" or Loco Foco." We shall sot find then roaming about the country, mounting stamps, when they ought to mount pilaw, calling honest people from useful ee 4oj meats, lo listen to their retail of personal lander, false statements and false doctrines, in fiired by whiskey, hard cider, porter, or any tbec swill that eaen put ia their mouths to steal away their brain.

We shall not find them dobbicg their brain and their purses to commit wholesale frauds at the polls and in electoral re terns, and Jbea perjuring themselves through thick and thin, to save esch other from peniten Having defined the ptopU, we will repeat what every man of sense knows, that official trasai an made by this people, a conveniences for transacting that business to which the people anaot give personal attention and this being tie case, the incumbents of such trusts ought to benest and intelligfnt men, and appointed solely for the people's sake." As a consequence, we insist that the people should bar control i ing voice ia each eppeiMments, Let as suppose a rase and to avoid any imputation of person eJiiy, we will suppose it of another city. In the administration of a custom house, the merchants and navigators have a right to be heard in that of a land office, tbe farmera have a right to be heard in that of a post office, all the people of a district have a right to be heard. The board of consulting phy siciana in a sister city have declared that the public good demands the abolition of all the pre sent quarantine regulations. Amen. This is one of the most intelligent opinions that we have from tbe faculty for a long time, and we com mend it to the attention of physicians ia this and all other American cities. Tbe doctrine of contagion in disease is not quite so fashionable among the faculty as ia for mer dsys the beet informed among them con fining it to certain diseases which are $pciJeUy contagious, contagious under all circumstances. like small pox and measles.

The contagion of yellow fever is now laid among the rubbish of the put and the experience of all intelligent Europeans who bare resided in the Levant, is against the contagion of the plague. Now as plague, yellow fever and small pox are the only diseases which contagionittt trace to importation, if the two former are not contagious, we can see no necessity for quarantine regulations against them, and would therefore confine such regula lions to tbe latter. And even against that, we might guard effectually by something better than quarantine, vaccination. Small pox never ap pears in Denmark, simply because the law re quires, under penalties, Ilia vaccination of every person. We are exposed to small pox from all countries, and therefore should rely upon a gen eral, and not a particular preventive an expe dient thai shall isarm it when it comes, and not one to prevent it from coming which it may evade.

Yellow fever and plague are supposed lo origi nate only in certain countries and against those countries we fence by quarantines, to the great inconvenience of commerce. Now we admit that a ship from an infected place may bring home patients under such diseases, but deny that out of the ship, in a healthy atmosphere, they will communicate the disease to any on shore in a healthy atmosphere. Quarantines are eipen aive to cities, burdensome to commerce, and vexatious lo individuals. The Custom Horn Watchmen. We' are informed by the late Captain of the Watch in tbe Custom House, that ilis an erroneous supposition that the watchmen left the vessels without protection on Friday night They all received an intimation by note, remarkable for its brevity, stating that their services were no longer wanted but believing that some mischief would arise from their leaving without others to immediately lake their places, ibey, by direction, remained on duty until sunrise on Saturday morning.

The public interests are therefore more indebted tog the prudent consideration of tbe watchmen than te any judicious management elsewhere. 1 1 EtiATi oil the U. Statu Bark. The Boston Courier announce that intends to publish a series of essays concerning the U. t.

Bank from a correspondent whose communications on the same topic three years ago have been proved prophetic by recent events. The correspondent, who ha been reviewing Mr. Biddies letters in that paper, has considered the subject merely as a question of money between Mr. Biddle and tbe stockholders. The essays promised, lha Courier says, will take a more extended view of the mat ter ia its relation to the moral and politics of the country.
