Payne declares his report last year showed that the city of Huntington had $4,386,150 of taxable property, but the tax certificates returned to City Clerk Harry Young by the county showed that the city possessed $5,123,000 of taxable property valuation. No reason can be assigned by the city officials for the startling discrep sncy and they were completely dumb founded when faced with the figures last night. The hopes of the present city administration had been set on placing Huntington in the fourth class this fall because it was the prevailing opinion the tax returns would show the. taxable property was far above the required five million mark.

The members of the administration were slow to accuse a former auditor of so gross a mistake, but when Payne declared himself ready to submit bis books to a rigid examination the'' belief slowly gained ground a misapplication of figures had taken place. The result of the disclosure is a blow to civic pride. The Commercial associa tion had even taken steps to aid in effecting Huntington's entrance to the higher class, and the heads of the ad ministrative departments had been planning on the grand change that would result this fall when the city was legally capable of making the change. For a time it was considered advisable to order the change made at once ment of an old ordinance requiring all I.
