If an actors organization should be estab lished in lork City and of na tional proportions, there is but one available solution to the problem and that is deputy heads would have to be appointed in all large cities where actors congregate. Travelling actors cannot be depended upon to pay dues. but every actor should pay to become a member and work for its success.

The organization could not be founded upon a graft system and local benefits would have to be regu lated. I presume an organisation of that kind could be made a grand sue cess, with such men as Irvin Miller, president; Jesse A. Shipp, vicj president; A. Philip Randolph, manager, organizer, paid from New York, where ali benefit receipts would have to be forwarded, except deputies commissions; Homer Tutt. secretary: William Henry Davis, treasurer, and Salem Tutt Whitney, assistant treas urer.
