Times Staff Writer Edward Pfistcr calls it the first good news out of the White House regarding public broadcasting since President Reagan moved in 18 months ago. "I'm delighted." said Pfister. president of the Corporation for Public Broadcasing. He was reacting to the news that Reagan finally had signed legislation that adds $24.4 million to the 1984 federal appropriation for the nation's non-commercial radio and television system. That brought the 1984 figure to $130 million still a huge cut from this year's $172 million allocation but at least the minimum that public broadcasting lenders had said was necessary to maintain the system in its present form.

"We've been saying all along that if we could stabilize at $130 million, we would have a chance to make up for the rest of the cuts." Pfister said in a telephone interview from Washington. D.C. "I think that will be the case now. If we can hold at $130 million for 1985 and 1986, while I don't think we'll see any great improvements (in the system), we'll be able to maintain our current position." The Corporation for Public Broadcasting, which distributes federal funds to public radio and TV stations and also commissions some programming for the system, will be getting $137 million from Congress for the 1983 fiscal year, which begins Oct. 1.

Until Reagan signed the urgent supplemental appropriations bill last weekend, the figure was due to drop to $105.6 million in 1984. Two larger appropriations bills in which the additional $24.4 million had been included were vetoed by Reagan last month, although not because of the public broadcasting funds. Pfister said that in these times of budget cutting and fiscal restraint, getting any extra money at all was "an extraordinary achievement" and one that he takes to indicate the fundamental commitment of Congress and the White House to public broadcasting. "This changes the whole mindset about public broadcasting in this country," he said. "For a long time now the public has been reading nothing about public broadcasting but bad news that there were going to be cuts in services, that some stations would have to shut down, that federal support was being reduced.

This is the first time in the last 18 months that we are able to say we have stopped that slide. We're turning it around; we're going to stabilize it. We're going to be OK." FIVE OTHER Los Angeles television stations have followed KNBC's lead in rejecting a commercial for the new Monty Python movie, including KTTV Channel 11, which apparently had agreed to run the ad until a Times reporter called about it Wednesday. KNBC Channel 4 had turned down the 30-second ad for "The Secret Policeman's Other Ball" July 9, saying it was in bad taste. Spokesmen for KNXT Channel 2, KTLA Channel 5, KABC-TV Channel 7 and KHJ-TV Channel 9 confirmed Wednesday that they, too, had declined to air the spot.

KCOP Channel 13 said it had not yet made a decision. Joan Tarshis, assistant to the producer of the movie, said KTTV had agreed to broadcast the commercial during the 11 p.m. telecast of "MASH" tonight. But when a Times reporter called Channel 11 Wednesday to confirm that, he was told initially by spokeswoman Sally Van Slyke that the station would have no comment on the matter. She later called back to say that no decision had been made yet, then called again to say that, "At this time the station has no plans to run the spot." Tarshis said later she had been told that KTTV changed its mind because of the inquiry by The Times.

She said she learned about the decision from the reporter before the advertising agency involved in placing the ad had heard from the station about its switch in plans. The commercial, which Tarshis said has aired on stations in other parts of the country, features Graham Chapman of the Monty Python comedy group sitting at a desk in front of an American flag. He says he is from the "Oral Majority" and calls for "The Secret Policeman's Other Ball" to be banned. Then he stands and is seen to be wearing a ballet dancer's dress. Martin Lewis, the film's producer, said Wednesday he was angry about the decision of the Los Angeles stations and thought it carried "dreadfully serious implications." Lewis had said after KNBC's decision July 9, which mirrored the earlier rejection by its sister station in New York City, that he thought the NBC-owned stations were afraid the commercial would offend the Moral Majority.

He said Wednesday it appeared there had been "an hysterical chain reaction." The stations that rejected the commercial cited one or more of four principal reasons for doing so: the ad was in bad taste; the film's title, which was deemed to have sexual connotations; the use of the American flag for advertising purposes, and a photo of Richard Nixon on Chapman's desk, permission for which had not been given by the former President. ANOTHER INDIAN RELIC is being dusted off for broadcast by NBC. Last May the network aired a TV movie called "The Legend of Walks Far Woman," which had been sitting on the shelf for more than two years. Now comes word that NBC will broadcast an even older Indian project in August. "Born to the Wind," a four-hour miniseries that was completed in the spring of 1978, is scheduled to air on four consecutive Thursdays at 8 p.m., beginning Aug.

19. The miniseries, about an American Plains Indian family before and during their first encounter with white men, was designed to evolve into a weekly series. It stars Will Sampson, A Martinez, Linda Redfearn, Rose Portillo and Emilio Delgado. CBS HAS CANCELED "Sunrise Semester" after 25 years. The early morning educational series (seen in Los Angeles weekdays at 5 a.m.

on KNXT Channel 2) will go off the air in the fall to make room for the network's new overnight news service. "Sunrise Semester" offered college courses that viewers could enroll in for credit. But CBS said only 42 of its affiliated stations carried the series this year down from 63 in 1979 and only 41 persons were watching for credit. In announcing the cancellation, CBS noted that many public television stations and cable television companies now offer tclccourses that can be taken for credit through local colleges and universities.
