Times News Service WASHINGTON President Carter's State of the Union address was attacked Thursday by Republican presidential candidates who termed the speech "empty rhetoric" and "meaningless." Former California Gov. Ronald Reagan said Carter was "either deceitful or a fool" or he believed that the Iranian government would seek U.S. protection against the Soviets.

Reagan, trying to regain the momentum he lost in Monday's defeat by former UN Ambassador George Bush at the Iowa Republican caucuses, assailed Carter's speech in blunt terms. He said that the speech contained no effective means for dealing with what he called the threat of Soviet aggression in Afghanistan and that Carter's proposal to reinstate draft registration for young people was a "meaningless gesture" that would do nothing "except create a new bureaucracy." Reagan, in Florence, S.C., characterized Carter's speech as "long on rhetoric and short on specifics." Reagan's sharpest words were reserved for Carter's policies in Iran. "In Iran, 50 innocent Americans are being held hostage as a result of an act of war on our Embassy," Reagan said. "I cannot doubt that our failure to act decisively at the time this happened provided the Russians with the final encouragement to Invade Afghanistan." He added: "All Mr. Carter's attempts at negotiations have failed, and now he seems to think that the Iranians may soon desire American protection against the Russians and that some hope can be found in this.

Mr. Carter is either deceitful or a fool if this is what he believes." Another Republican aspirant, John Co.nalIy of Texas, termed Carter's speech "empty rhetoric" and "a mere repetition of what he has said in the past." Connally made his comments in San Juan, Puerto Rico. Bush was less critical of Carter than Reagan or Connally. However, he said in a speech in Bangor, that he was "disappointed" that Carter was not starting to tighten "the economic noose on Iran" and that he favored a Naval blockade there. Such a blockade, Bush said, should include participation of Western allies, but he would "support the president if he acted unilaterally." Sen.

Maintaining that the draft is a prime example of involuntary servitude, Horn said the SLS is more radical than some anti-draft and anti-war groups "in that we actively urge people to refuse to register.
