My political creed may be summed up in a few words.

I believe that tho safety of our institutions Bhould be based upon tho affections of our people, and that a return to thoso constitutional rights of which time, apathy, and misrule have been permitted to deprive us, is the only means calculated to give stability to the throne, and peace and contentment to tho people. I would seek to attain those objects by loyal, peaceful, and constitutional moans; by progressive rathor than by impulsive chengos. I consider a hottso of commons faithfully representing the great majority of tho people, is iudispensible, and to render such house of commons tho just reflex of tho publio mind, it is necessary that every male rosidont of full ago, iu the occupation of premises ratod to tho relief of tho poor, should bo entitlod to a vote at each parliamentary olectiou that such vote should bo taken by ballot: that the duration of parliaments should be limited to throo years: and that a more en.ua system of electoral districts, based on popu. lation and property, should bo established throughoutthe kingdom. Such onactmonts, carried into practical operation, would, I tun persuaded, remove much of that spirit of discontent which tho limited character of the present franchise has rendered so fearful, would sustain tho voter in tho duo exercise of his rights, give to numbers, property, and intelligence, their full share in the representation, and do much to increase that conddonco which should over exist between constituencies and thoir representatives.

Whilst I repudiate fluality," I am persuaded the measures I propose are calculated to give a now, healthy, and enduring tone to the institutions of em- country, and to increase the means and tho happiness of the people. I am persuaded that the removal of abuses, the reduction and equalisation of taxation, tho extension of education, tho abandonment of class legislation, and the removal of every unnecessary restriction on the commerce and industry of the country, would be the result of full representation of tbopeople. I am satisfied that most important reductions may safely be effected iu tho national expenditure, tho burthens of tho people bo materially lightened, and a now and vigorous impulse be given vi1.8 caPital and industry of tho country.
