Send resume to P.O. The U.S. Department of Labor has upheld the December election held by Teamsters Union Local 695 that returned seven incumbent officers to power. Losing candidates, members of a reform-minded group called United Teamsters, challenged the election. They said 17 election violations gave an unfair advantage to the incumbent officers, led by secretary-treasurer Robert Rutland.

campaign literature from being distributed in a workplace and that Rutland libeled his opponents by referring to them as Communists. A libel lawsuit filed by United Teamsters against Rutland remains to be decided in court. The Teamsters Local Union 695 has members in Dane, Sauk, Jefferson, Dodge, Columbia, Richland, Milwaukee, Waukesha and Washington counties. Labor Department investigators ruled the complaints were without merit, supporting an earlier ruling by the union's Joint Council. Rutland said the ruling shows that "Local 695 has a proud tradition of honest, militant trade unionism." United Teamsters' charges included complaints that Rutland started the election 10 days early to limit campaigning by United Teamsters, that a union official prevented Box 4117, Madison Wt 53711.

The court said it decided the case even though five years have passed because it involves "the interpretation of a statute that is of great public importance." A person convicted of armed robbery has shown tendencies to disre-. A person convicted of armed robbery may be denied a Wisconsin license as a school-bus driver in the next five years, the state Court of Appeals ruled Friday. In a decision involving a 1977 license application, the 4th District Court ruled that Theodore Gibson was properly rejected because he had been convicted in Indiana in 1976 of involvement in an armed robbery.

Gibson's application was denied under a Department of Transportation rule forbidding licenses for persons convicted of a felony or offense gard the property and lives of others, the court said. Such a person "is therefore not an appropriate person to be entrusted with the lives and well-being of school children for a period fixed by the Legislature," Judge Charles Dykman wrote for the three-judge court. The Department of Transportation was not required to inquire into the circumstances of Gibson's crime beyond determining the elements of the offense, the court said.
