The situation is exactly reversed in the 58th House District, with Democrat Greg Staffing challenging Republican incumbent Tom-myTolbert In local government races, Manuel J. Ma-loof, back on the campaign trail after recovering from a series of serious illnesses, is battling to keep his seat as DeKalb County's cumbent District 4 Commissioner Robert J. Morris, who prevailed over challenger Donald Gregory Stewart in the Republican primary, is trying to fend of a challenge from Democrat David M. Fuller. Mr.

Fuller defeated Raymond Norman Roseberry in the Democratic primary. making his first bid for public office. Democrat Annie S. Collins, who defeated incumbent Democrat Brince H. Manning III in the primary, is running against Republican Robert A Youngerman for an at-large seat on the Board of Commissioners.

Kenneth Hoose. Dr. Hoose, a cardiologist, is 15 Comtitutional Amndments Will Be on Ballots For Many Candidates on the Ballot, A Victory Party is Already a Certainty By Chuck Bell StaffWriter Politicians routinely plan to have victory parties on election day, without knowing whether they will be celebrating a victory Georgia is one of 12 states in which both state representatives and senators are elected to identical two-year terms of office. In 34 states, representatives have two-year terms, while senators are elected for four years. If the amendment passes, Georgia would join Alabama, Louisiana, Mississippi and Maryland in electing members of both houses for four-year terms.

Supporters argue that two-year times to allow special compensation for law enforcement officers, firefighters, prison guards, and emergency medical technicians killed or permanently injured in the line of duty. The present amendment would provide another exemption, allowing for special compensation for innocent victims of crimes which occur after July 1, 1989. A five-member board would administer term is Mary Margaret Oliver of the 53rd district, unopposed in both the primary and the general election In the 54th District, incumbent Juanita Williams had no opposition in the primary and also is unopposed in the general election. Betty J. Clark of the 55th District won over Nadine Thomas in the Democratic primary and has a clear track in the general election.

It was clear sailing all the way for Democrat Betty Aaron (District 56), but in District 57, Post 2, Democratic incumbent William Mangum had to survive a challenge by Elbert Jenkins in the primary in order to move into his present position of being unopposed in the general election. Incumbent District 1 county Commissioner Jean Williams had serious opposition in the Rebubli-can primary from Bob Wynn and Dr. Bob Williams. She survived If the concerning the school superintendent is approved, the State Board of Education would appoint the state school chief, who would be called 'commissioner of education a title more consistent with that held by other executive department heads for a term of up to four years. The following amendments to the Constitution will be on the ballot in all counties.

A brief explanation, based on information provided by the Carl Vinson Institute of Government at the University of Georgia, follows the text of each amendment 1. Shall the Constitution be amended so as to provide for the of flee of commissioner of education In place of the office of state school superintendent and to authorize the state Board of Education to appoint said commissioner of education? If approved, the present superintendent, Dr. Werner Rogers, elected in 1986 to a four-year term, would continue in office until his term expires in January 1991. Thereafter, the State Board of Education would appoint the state school chief, who would be called "commissioner of education" a title more consistent with that held by other executive department heads for a term of up to four years. Supporters say that, among other things, the amendment would relieve the superintendent of involvement in politics and the cost of campaigning statewide for re-election every four years.

Opponents fear that the governor, who names the state board, would influence the selection of the commissioner. 2. Shall the Constitution be amended so as to change the terms of office of members of the General Assembly from two years to four years beginning with the terms of office of the members' or just a nice try. For 29 DeKalb County candidates in the Nov. 8 general election, however, it would not be inappropriate to go ahead and have the party now.

These are the incumbents who have no opposition. In the county's state legislative delegation, Sen. Joseph A Burton, a Republican, will coast into a new two-year term. Democratic Sen. Pierre Howard, in the 42nd District is similarly unopposed as is fellow Dem- ocrat Sen.

Eugene P. Walker in the 43rd. Sen. Lawrence "Bud" Stum- baugh of the 55th District has no Republican opposition in the general election. In state House of Representa-, tives races, Republican incumbents John Linder (44th District), Max Davis (45th District), Betty Jo Williams (48th District), and Tom Lawrence (49th District), ran without opposition in the primary.

Democrat Frank Redding defeated challenger Ronald Pugh in the primary and has no opponent in the general election and therefore will retain his 50th District seat'Also assured of another- the fund. Although an initial state appropriation would be necessary to start the program, long-range funding would be shifted to other sources, including the criminal who caused the injury or hardship. Supporters feel that in certain circumstances, the state has an obligation to assist innocent victims of crime. 4. Shall the Constitution be emended so as to provide that funds appropriated to or received by the State Housing Trust Fund for the Homeless shall not lapse and may be expended for programs of purely public charity for the homeless, including programs Involving the participation of churches and re Dglous Institutions? i i AMENDMENTS Continued on terms mean legislators campaign almost continuously and keep lawmakers from looking at long-range issues.

Opponents feel that short terms keep legislators close to the people. 3. Shall the Constitution be amended so as to authorize the General Assembly to provide by law for compensating innocent victims of crime and to authorize the General Assembly to allocate certain funds, to appropriate funds, to provide for a continuing fund, or to provide for any combination thereof for such purpose? Georgia's Constitution prohibits the state from awarding any gift, donation, bonus, compensation, grant or other thing of value not specifically earned to any person or Since 1975 has beeri, amended four the challenge, narrowly defeating Dr. Williams in a runoff, and will retain her seat Sheriff Robert P. "Pat" Jarvis and District Attorney Robert E.
