Horner and his agent, Bucky Woy, made the proposal to Texas general manager Tom Grieve on Tuesday. In the proposal, Horner would receive the base salary of $800,000, could earn about another $500,000 in incentives and would pay a penalty for being overweight. If the Rangers reject the deal as expected, Horner and Woy r' plan on making similar proposals to California, Kansas City, Los AngfeXeand San Diego.

The Padres are Uie only team that has offered Horner a contract: one year at $700,000. Horner earned $1.8 the Atlanta Braves last season; He rejected a three-year offer worth $4.5 million and a two-year offer with a club option on a third season worth a combined $3.9 million.
