QWhat important or pressing issues do you see emerging during the runoff period? A People have not focused on the issues. They have focused on the criticisms and the charges. But I would like to see us have a couple of issue papers released during the runoff on public safety and education.

My biggest problems are trying to reconcile competing moods in my constituencies. In the black community, there is an aggressive concern about, moving forward. In the business community there is, I think, a great deal of anxiety about moving forward. I think that what Sidney's saying to the business community is, 'I can hold on to the status quo, and with a little help from the state we can guarantee peace and stability and because I have been able to pacify 20 state legislators as head of the Fulton County delegation, I'll be able to pacify the frustration and the hunger for What I'm saying is that there is no pacification. That there can only be progress, that the business community can't afford the status quo.

Why do you think the business community hasn't bought your ideas about foreip investment in the city? A Because I think they tend to put me in the bag of, you know, of being an Africanist But I have as many personal friends in, say, Germany and Holland, as I do in any African country with the possible exception of Nigeria. And I mean the money that's building the condominiums on Lenox Road is Dutch money. There's some German money interested in a development right downtown. In terms of contacts and experience with helping Atlanta developers put together packages that will bring jobs and money here I think that's the challenge of the next mayor. And that's quite different from what Governor Bus-bee is doing.

He's looking for (foreign) factories. I'm looking for investors to finance American factories and American construction. QBut does that get directly at the problem of the unskilled and uneducated jobless? A Yeah, because if you're talking about a massive construction project, and if you're talking about a major commitment to downtown development that's going to stimulate all kinds of new business. It's going to keep Portman's new hotel full, and Portman's new hotel will employ 1,000 people, or 1,500. It's going to stimulate new shops, new opportunities for entrepreneurs.

If you can bring business here, we can find the workers. And we can train the workers, because one thing we're long on in Atlanta is training opportunities. We have Atlanta Area Tech. We have Georgia Tech. We could set up special training programs in OIC." QWby hasn't the Atlanta business community responded to this vision? A I think they're still running against Maynard.

They haven't seen that there's all the difference in the world between me and Maynard. I think a lot of people in the business community really understand what I'm talking about and really appreciate it. I think a lot of them just got locked into a commitment that they were going to support Sidney Marcus and no one else. One of the good things about the runoff is that it will give us a chance to argue about a vision for the city. And I think people will ultimately vote for a vision rather than the status quo.

Because the people who complain about how bad the city is in some sense are supporting a candidate who wants to keep it just like it is. They believe the city's going down the drain, and they think business is bad downtown and is going to get worse. And I'm saying we don't have to go through the storm, that there is another way, that if we pull together we can fly above the storm." 'I sis- 9 By John Paul Jones Special to the Journal-Constitution VALDOSTA The prosecution has asked for a psychiatric examination for advertising executive Keller Wilcox, accused of murder in the death of Helled Griffin Hanks, and the defense says it will fight the motion at a hearing Monday.

District Attorney H. Lamar Cole, in his request late Friday for the examination, noted that "the state anticipates that the defendant may utilize at trial the defense of insanity," and the prosecution should be given its own chance to evaluate Wilcox's mental state at the time of Mrs. Hanks' murder. Mrs. Hanks, a secretary for the Wilcox Outdoor Advertising Co.

when she disappeared in 1972, was found buried in a field on a farm near here last November. Her clothes had been torn and ripped from her body, Cole noted, and her legs had been cut off at the knees, apparently to fit her body into the box in which she was buried. Cole argued in his motion for the psychiatric examination that the condition of the body and other evidence in the case "suggests that Ms. Hanks was the victim of a sexually related or deviantly motivated scheme of mind." But Wilby Coleman, a defense attorney for Wilcox, said Saturday, "I am just totally stunned at Lamar's gall, filing a motion such as this." 'He accused the district attorney of filing the motion as "a ploy to the public, through the media," to plant the idea in the public mind that his client is capable of killing. "The defense is that he (Wilcox) simply didn't do it" Coleman said.

"There will be no defense of insanity whatsoever." Ho said his client "is a walking-around, certified normal human being who is on the board of directors of the Boys Club and Chamber of Commerce." Coleman said Wilcox had never seen a psychiatrist for any reason, and the defense would vigorously fight the motion for a psychiatric examination. Superior Court Judge Roy Lilly scheduled a hearing for Monday to consider Cole's motion. Wilcox was indicted Sept 4 by a Lowndes County grand jury on charges of murder and concealing the death of Mrs. Hanks. His trial is tentatively scheduled to begin Nov.
