Sara Englade, director of public affairs of the state De- Eartment of Offender Reha-ilitation, said her department is working with the state fugitive squad to apprehend Thurston Eugene Brown, .32, of Atlanta, and Ronald O'Kelly, 32, also of Atlanta. The men were the only two out of 838 inmates who failed to return by. the 8 p.m. Sunday deadline.

The furlough began at 8 a.m. Friday. Brown, who was convicted of murder in 1974 in Bibb County, is serving a life sentence at the Metro Correc-. tional Institution in Atlanta, and O'Kelly is serving a 12-year sentence for robbery at the Stewart County Correctional Institution. Both men, had participated in previous holiday furloughs and had returned without incident, said Mrs.

Englade. Prison officials did hear from O'Kelly's family, who called Sunday night to say he had missed his bus-from Atlanta and would be returning on a later bus. He never showed. Nothing was heard from Brown's Mrs. Englade said.

Inmates are usually allowed a leeway of two hours TTDTFlTii By Brendi Moooey CmlitutiM StH Writer Georgia State Prison at Reidsville is expected to get its seventh new warden since 1970 this summer when Charles Montgomery leaves the maximum-security institution to return to US. Bureau of Prisons. Montgomery, who has been on loan from the federal prison system since July 1980, announced his planned departure to his staff last Tuesday. His one-year contract, which expires June 30, was renewed in 1981 so he could con-, tlnue to oversee reforms ordered by U.S. District Judge Anthony Alaimo of Brunswick.

The prison has been under court scrutiny since 1972 when disgruntled black inmates filed a class-action lawsuit claiming they suffered from abuse, bad living conditions and racism. Patricia Sledge, a special assistant to the VS. Bureau of Prisons, said Montgomery will become an associate warden at the Federal Correctional Institution at Petersburg, Va. He had been warden of a minimum-security federal work camp in Safford, before coming to Georgia, but Ms. Sledge said no warden's jobs are open now.

A spokeswoman for the state Department of Offender Rehabilitation said Monday that a replacement for Montgomery could come from within or from outside the state agency. "If we have someone in the system who meets the criteria," said spokeswoman Sara Englade, "then we could be placing that individual there and it could be someone already in the Department of Offender Rehabilitation. If not, we would advertise nationally." One possible candidate is Lansoro New-some, a deputy warden at Reidsville who oversees both the implementation of federal court orders and security. Newsome, according to Ms. Englade, served as warden at the Montgomery County Correctional Institute before HAS HAD CONTROVERSIAL TENURE Warden Charles Montgomery returning to the Reidsville prison, where he had worked before, Montgomery, meanwhile, has had a difficult and controversial two years at Georgia State Prison.

He has been praised highly by some inmates and by Vincent Nathan, the special monitor assigned by Alaimo to oversee prison improvements, but criticized by some state legislators and old-line guards who live in the Reidsville area. Just weeks after he arrived in south Georgia, four Death Row inmates hacksawed their way out of the prison. Also within his first year, more than 1,000 prisoners took part in a massive protest over the lack of tobacco and pay for their work, and then a guard work stoppage threatened to expand in a full-scale strike until Gov. George Busbee intervened. His second year was marred by a string of stabbings and other Inmate violence, a state of affairs which continues to plague the prison.

S.E. 952-8230 i 1 Busbee Offers Rewards In 2 Downtown Killings Gov, George Busbee offered $1,000 rewards Monday for information leading to the arrest and conviction of the killers of two women in downtown Atlanta.

Busbee posted the rewards at the request of Morris Redding, Atlanta's acting police chief. Redding identified the victims as: Elizabeth Ann Bertolino, 48, a violinist from Doraville who was fatally knifed on Feb. 20 while crossing a glass-walled fridge that connects the Omni International Hotel with banquet rooms across International Boulevard. Mrs. Bertolino's purse was stolen in the attack.

i Frances Tutt Davis, 47, of Atlanta, who was mortally wounded with an icepick at MARTA's Five Points station on March 26 and died at Grady Memorial Hospital on April 1. Witnesses told police that before the stabbing, Mrs. Davis accused her assailant of jostling her on the station platform. Gubernatorial spokesman Duane Riner said Redding wrote Busbee that the Atlanta Police Bureau's homicide squad has investigated "more than 300 leads and tips" in the Bertolino case, "but all of these have proved of no value in developing a suspect." Omni management has already offered a $20,000 reward for information leading to apprehension and conviction of Mrs. Bertolino's slayer.

The assailant in Mrs. Davis' slaying was described as a black male in his 40s, about 5 feet 9 inches tall and weighing between 190 and 200 pounds.
