UPI correspondent Barney Seibert, reporting from Hue, said 31 rounds of artillery hit the city Monday after an 80-round barrage fired Sunday. Most of the shells exploded in slum dwelling areas, killing at least 14 persons and wounding 58 all civilians.

Among the six military bases guarding Hue, the heaviest attack was directed at Artillery Base Jack, 18 miles to the northwest not far from the Quang Tri front. A total of 500 artillery rounds pounded Jack, and then troops identified as regular North Vietnamese soldiers attacked the base. The ground attack was repulsed, one South Vietnamese soldier being killed and four others wounded. The bodies of five North Vietnamese later were found on the base perimeter. Most of the troops being used on the Quang Tri front, about 30 miles north of Hue, were taken from defensive positions around the old capital, leaving it to be defended by about 10,000 members of the South Vietnamese 1st Army Division.

About two battalions of South Vietnamese approximately 1,000 men were involved in the battle across the Truong Phuoc river Monday just south of Quang Tri city. Far to the south, a force of Communists spearheaded by tanks attacked the district headquarters town of Song Be, about 80 miles north of Saigon. Military spokesmen said an estimated 120 Communists were killed and one tank knocked out in the fighting, in which one South Vietnamese soldier was killed. A U.S. Army UH1 Huey helicopter crashed about four miles south of Song Be, spokesmen said, and all five men aboard the aircraft were rescued uninjured.

SAIGON (UPI)-Communist forces launched a heavy artillery barrage Monday against Hue and six military outposts guarding approaches to the old Imperial Capital. Artillery shells crashed into Hue for the second consecutive day, and rockets, mortars and artillery hit the bases situated in an arc from five to 18 miles from the city considered a major objective of the 3-month-old North Vietnamese offensive. Casualties and damage were reported to be light despite the fact that an estimated 675 shells were used in the seven barrages. In Quang Tri province, where a South Vietnamese force launched a major counter offensive five days ago, a fierce battle was reported Monday across the Truong Phuoc river two miles south of the provincial capital, also called Quang Tri. Both sides threw tanks and artillery into the fight, and U.S.

Air Force B52 bombers and smaller jet teactical fighters attacked North Vietnamese lines. Meanwhile, the U.S. command in Saigon, making its weekly report on troop strength, said 6,000 American servicemen had been withdrawn last week, reducing the number of U.S. troops in South Vietnam to 48,000. That figure exceeded by 1,000 President Nixon's goal of cutting troop strength here to 49,000 by July 1.

Of the 6,000 withdrawn from Vietnam, 1,300 Air Force and Marine personnel were transferred to air bases in Thailand from where many of the raids over both North and South Vietnam are flown. American warplanes in weekend raids bombed the Uong Bi electric power plant 10 miles north of the port city of Haiphong, the command said. Spokesmen said pilots from the U.S. aircraft carrier Midway, one of five carriers off the Vietnamese coast, destroyed the plant's coal treatment and six other Sea Sprite SANDY HOOK, N.J.
