CBS Children's Material: Same Old Stuff By RON POWERS HOLLYWOOD (CST) CBS is parading around a couple of "noted specialists in educational planning for children" as part of its sales pitch for the network's fall lineup of Saturday morning kid shows. At least one "noted specialist" has been present at each group interview here between critics and kid-show producers and stars. As CBS envisioned the scenario, the "noted specialist" would sit quietly by, all tweedy and necktied and concerned, finger stroking chin, perhaps taking a reflective puff from briar-root pipe while the producers force-fed each kid-show's "concepts" and "formats" and cute anecdotes into the critics' notepads. Then, with about 10 minutes left of the interview hour, some reporters might be discreetly encouraged to direct a scholarly question to one of the "noted a question about the "values" that the CBS children's shows wili be promoting. And the "noted specialist" would clear his throat, knock the ashes from his pipe, give a tight little smile of good-humored academic indulgence' toward the flashy show-biz rade from one kid-show producer see a lot of love on this show!" he screamed as he banged the conference table) and, worse, the admission by the accompanying "noted specialist" that he had, in fact, no into the show being discussed.

But even before this ludicrous incident, it was obvious to several that CBS's "noted specialist" ploy had the taint of window-dressing about it. And then there would be coffee and danish and the critcs would go write wonderful columns about how visionary and concerned CBS was about the nation's kiddies. It all collapsed, the whole illusionary charade, rather early on this week when some unexpectedly persistent questions from a few critics brought a fist-pounding, ashtray-rattling, shouting ti gramming. Not long ago, Action for Children's Television, consumer-activist Robert and some otheri requested a meeting with the Federal Trade Commission. The citizens wanted some hard rules on the content of commercials, a reduction in the amount of commercial time and other safeguards to protect children from schlock and exploitation.
