Busbee, enough is an allusion to Bus-bee's bobby of photography. The' vice president also mentioned "Mayor Maynard Jackson, who could not be with us tonight because of his diet." Pointing to federal budget chief and former Atlanta banker Bert Lance, Mondale said that the new administration's effort to penetrate the federal bureaucracy is "like Bert Lance and I trying to find our way through the Okefenokee Swamp without a flashlight." Mondale did not mention the current Fifth District special congressional race except to make a humorous refer- ence to the large number of candidates trying to replace former U.S. Rep. Andrew Young. Mondale canceled a scheduled press conference before the banquet, and left Atlanta following the dinner.

Busbee presented Mondale with a sculpture titled "Strength of the Fields" by Atlanta artist Hans Godo Frabel," who fashioned the crystal donkey that sits on Carter's -desk; a gift from Georgia Democrats. "This administration has decided to bite the bullet on hospital costs," Mondale told the party faithful, who had bought 1,800 tickets at $50 each. "We're not going to tell hospitals how to run their business or set their rates," said Mondale.

"But we have proposed that a reasonable upper limit be placed on the rate that hospital costs can increase each year." He said the proposed cost ceiling could save $829 million in federal tax dollars and $115 million state tax dollars in the next fiscal year. "It will give hospitals an incentive to make needed economies," Mondale "and cut waste without sacrificing the quality of medical care." Mondale provided few details of administration health care programs at the party celebration at the Atlanta Hilton, choosing instead to praise Georgians for electing the first Georgia president and to make quips that flattered local party chieftains. Turning to Gov. George. Busbee, Mondale said, "When Jimmy Carter was governor, DEPARTMENT OF THE TREASURY: Bureau of Alcohol, Tobacco Firearms: On February 10, 1977, one MAC, Mil, Cal.
