In a suit filed by a legal aid attorney, Mrs. Rivers asked the city not to cut off her water. She said the large bill, which covers a two-month period, was caused by an underground leak.

8, Stravinsky's Violin Concerto in and other numbers. This concert will begin at noon and continue until 5 p.m. At 7 p.m., the station will inaugurate a regular series, "Guest Artist," which will feature Arthur Rubinstein as the first artist. The expanded operation represents a major breakthrough for WABE-FM, which went on the air 23 years ago from the 14th floor of City Hall. The station is still using the same transmitter which was used on the first day of broadcasting.

Joyner said he hoped the station would soon move to a new transmitter, giving more power and increased signal strength. Coupled with this proposed move are plans to include stereo to the station's broadcast activity. In its beginning the station was used strictly for broadcasting into classrooms of the city school system. Gradually, the broadcast day was extended by the Board of Education, which regulates both the TV and radio stations. The board responding to the stations' responsibility to inform and entertain has enabled WABE-FM to inaugurate the Saturday and Sunday broadcasts and to lengthen its daily activity.

The station goes on the air each day, Monday-Friday, at 7:15 a.m. station to remain on the air on Saturday and Sunday, as well from 7: 15 a.m. until 1 a.m. The weekends and each evening will be filled with "good music," says Van Joyner, program director for WABE-FM. Defining "good music" Joyner said the program schedule would include semi-classics, operatic works, symphonies, concertos that sort of serious music.

This will fill a void in the broadcast activity in the Atlanta area. The group took its case to court, and last October the U.S. Court of Appeals ordered the FCC to reopen the WGKA question and hold public hearings on whether the AM and FM stations should be allowed to drop the classical format. James E. Doherty, a member of the committee's executive board, said Thursday the FCC must approve the sale, but termed approval "a formality." The Broadcast Good Music Committee hammered out the agreement this week with GCC Communications of Atlanta, which plans to buy WGKA-AM and FM from the Strauss Broadcasting Co.

In return for advice-and-consent power over WGKA-AM programming, the committee waived a Federal Communications Commission justify hearing that could have tied the sale up for years. The arrangement represents the first time a citizens' group has won a role in the programming of a public broadcasting company. Alexander M. Tanger, president of GCC Communications, said he would convert the FM station to a "soft rock" format. When the sale goes through, Strauss Broadcasting and GCC Communications will donate to the Atlanta Board of Education's FM radio station WABE, which already programs classical music.
