Operated under Title III of the federal Elementary and Secondary Education Act, personnel are released at 1 p.m. each day for a three-hour period so that they can have additional time for such activities as curriculum improvement, examination of materials and textbooks. Dr. McRae pointed out that this program leads to an increased level of instructional efficiency at the secondary level.

DEVELOPED by the staff of the Fulton County system, this program has been recognized within the past two weeks as one of the leading ones in the U.S. DeKalb County has added six new schools, including Columbia High School during the past year and 12 other schools are under construction. These include Southwest DeKalb, Shamrock, Henderson and Peachtree high schools. Two major additions were made to the Avondale High this year and additions were also made to 23 other schools in the county. The system has expanded the program of vocational education courses as a part of the regular comprehensive program at Chamblee High.

Further expansion is planned to include the south end of the county next year. Funds have been provided for libraries raising the ratio to eight books per pupil in existing high schools and five books per pupil in each of the new schools. The DeKalb system also has expanded its programs in art, music, driver training and in other fields. THE NEW budget for the counties. One is populous met-tropolitan Cobb County.

Mr. Payton hopes this will be alleviated by the change made by the last legislature, allowing the state to pay 7 per cent interest instead of the original 6 per cent. This is aimed at bringing interest rates more in line with other long-term loans, to make it more attractive to bankers. At the University of Georgia, for instance, 593 undergraduates were on state and federal guaranteed loans, 866 on National Defense loans through the University and 404 on other types of loans through the university last year, out of 12,200 undergraduates.

During the senior year, counselors hold guidance sessions with the students and applications are made to various colleges. Students also take the Scholastic Aptitude Test, better known as College Boards, and these tests help guide them to the proper college. IN ADDITION to college board scores, counselors take many other factors such as finances, the location of the school and whether the student would benefit from a particular college into consideration in helping students choose the right college. In some cases, counselors may find that a vocational-technical education would be more rewarding for a student. "We do not push college as the ultimate aim for everybody Vail said.
