In tin i ence of Cthi.irm.in "swayne, on motion i' Aldermun Vincent, Alderman Mofl'eti raa aajkad to the ehatr. The reading 01 lie minutea was tii.pt-nsed with, and tht t'guiar order Of busmeaa was ihkcu up. REPORTS OF COMMITTEES. Alderman oleott, of the Finance Com- ilttea, reported an followst Upon a resolution that the Mayor and 'inance Committee, with the City Attor iey. be authorized to sell the city's stock i the Mt'inabis and Little Kock Railroad titipany to any person or persons tha; ill pay the highest price thereror, wilh a aatajwMa thai ihe said road shall lie com within six months, and to report ck the City Council for confiruia ion," etc: Kaaa mittee report that they havf int racted a saie of the said stock in ac rdance with the above resolution, to I.

lor tbe sum of one hundred tiousand dollars, and they make the con ract entered into with biin a part of this port, and ask that their aciion be con-irmed." Alderman Wolcatt moved to adopt the eport. The City Attorney being called upon to "ad the oontraoi spoken of in the report nd submitted wiih it, did ao. The (ocument is very voluminous, on ac-tiuui of the immense amount of techni-al phraseology. Ii however provides that or the sum cash band, to the ity she having already received eSo.OOO) a loan, tbe atock is to be ransferred to 'pperson dt who agree to complete oe road wiihm twelve numihs, or forfeit tie same provided they be not interrupt-d or interfered with by legal process. Tbe reading of the at ml ract caused con-iderable discussion, nartic: pated inchtfetly the Barrister of the Boa.

tl and Dyer. The Barrister wanted the document to laid over. "Let it be printed," he aid, "so we ali can see it, and study it, nd understand it." It was too big a Mag to be sprung on the Board in tbat iianner; besides, be tbougbt it best for be Board not to take tbe responsibility hi themselves, on the eve of vacating neir officwa. Leave it for the incoming toard to do. He moved to refer it to tbe Board.

Jeems' motion received no second, and le then moved, to refer to a special com-uittee of three' or five luembera. This dso was stillborn receiving no second. At tLe request of Alderman Wolcott lis Honor Mayor Letlwich veas invited to uldrees ae Board, aquesliou lieing raised Alderman Dyer as to appointing a i trustee in whose hands tbe atock should ie left until tbe completion of the road, His Honor being considered tbe best aisled on tbe terms of the contract, was I equested to explain it. His Honor stated that ho could see no lifl'erence in the security offered tbe city the contract, as it now reads, and the ppointment uf a trustee. The City niorney had drawn up the document liih due regard for tbe city's safety in Ue matter.

There is a point," continued I layor Lefiwieu. "whicfl at this crisis in I 'ur affairs to which I I eniion of th.e Board. would CSttl the at- ne idea ta there is only one aide lo this ml ract. 'fou reuieir.tjr there was an tier mude you by Coi Epperson of Ou for tbia slock before ibe issue of the i i.oOO.uuo of stock by Mr. Brink ley.

After he issua oce of that" million, our stock lost uat controlling influence wbicn gave it valu-i, but Mr. Epiiersou still corner and renews the offer of one hun-lreii dollars for it. If we reuse it now, or postpone action on it. dr. Epperson may not feel himself either or lestailv bound to renew the troposi lion.

Of cours- since the stock is I 10 longer the controlling power, Mr. tOppen on will no: be so anxious for it. Hits kg substantially tbe reason why we cloae the at once. An addi- ioaa'. reason is that we surely need the saaajay.

It would relieve us of many astle embarrassements which 1 am unwil- tij see translVrreeVto atitiiber adminis- 1 I wouid like to see tbe new ad-' uinistratkiu come in with as few pressing Aeinan'ls upon them as possible, in order i bat they may not have to pass through be same mill that we have had to. Be-ides all these, peiaons think we are more I oinpelent to pass upon the matter tbau be new Board allhuuuh they niay be of tLe same oi su pi. nor capacity to ourselves. I sTc are fainiiiiar with the subject, and hey ate not. Tbere'ore, I think this sale itint to be accomplished this evening.

it had better be." Alderman Dyer withdrew hia objec- ions, but Jet-'tiss did not seem so eio.ily aMisfied, and moved to table tbe motion 1 adopt. He could noi get a second, how-ver. Alderman Vincent said tbe only defect bat he saw in the contract was the clause regard to tbe lime allowed Epperson lo iiiisb the road in. What was to binder Epperson from getting legal oljstacles urown in his way if he found it convent- to do ao? 11c Vincent) did not mean i insinuate or say that Epperson would lo so, but tbat be sasaW it he wished. If that flaw ought to be remedied the contract.

The City Attorney said that that would oe bard to do. He bad thought of that a hen drawing the contract up. but a laue lo that effect would be a direct slur upon the contractor. TLe motion lo adopt was then put and arr ed, Gallagher alone voting in the uesrative. i Just as the vote was being announced I GaDagber complained that uiere was no luoi uni present.

The Chair informed him i hat there was. Gallagher maintained i was not, and counted the members irootid the Board, making but ten. You lorget me, said the Chair; "youmittht ouiit me- it's the nrst time I "have been ml of tbe light." You are not so small," -aid Jeems. No," said the Chair, not bo xnialt as some of my aldermanic confreres." This matter being disposed of. Alderman U)tliagber desued the Chair to call upon tbe Finance C'omuiittte to report ii llie mot it hi introduced by him some ime since and referred to them, the Mayor to purchase oOU cords of wikhJ forthe poor of the city.

Ruied out ol order, as no committee can be forced to report uutil thev are ready. Alderman Gallagher, of the Coiumittee on Omcers bonds, reporletl favorably on he lajud of Colonel Kandolpb, City Attorney. It is signed by J. M. Hill and Heorv Craft.

The bond was accepted. Alderman Durff, of the i'ark Committee, reported favorably on a petition from John O'Connor asking to be accepted as the successor of H. McClure in the tbeCeutral Park. This occasioned another discussion between tbe legal authorities of tbe Hoard Gallagher and Dyer who argued the law for twenty minutes or so. Tbe matter was liually disposed of by referring it to a committee of nve.

to consist of tbe City Attorney. City Engineer, and throe mem tiers of the board. The Chair named on the committee Al- de men O'Donuell, Dyer and Uallagber. Alderman Dyer asked to be excused on tbe ground tbat be did not want to serve 1 with Jimmy Gallagher, aa they never i agreed in points of law. He requested he Chair lo put Alderman Cartwrigbt on i in bis place.

i Al lerman O'Donnell said he didn't want serve wi: Jimmv either. Tbe Chair put Alderman Cartwright in Dyer's place, but left O'Donuell ou the- ooinmillee. d- knew tbat there were tifty-lour acres oi oeionging to me city out in the su- burba which id been sold under an exe- cation some months ago. Tbe chairman of that committee in formed hiui that the matter was in the oand of Col. Morgan, the former City Attorney.

SPECIAL COMMITTEES. Alderman black, of tbe Special Coro-mitioe, to whom was referred tbe petition of Mr. Fitzgerald, for indemnity forthe opening of Robeson street, reported in favor of allowing Mr. Fitzgerald J3O0U for the property in taxes. Report adopted.

FIRE ALARM TELEGRAPH. The Special Committee to whom had been rebrred the of the Auto-i malic Fire-Alarm leiegraph Company of the Mate of Ohio, reported in faiorof adopting the plan and accepting the proposition. The patentee or owner of the right being present, Was requested to read his proposition to be Board, which be did. Ii too voluminous for reproduction in theae columns, but proposes to furnish the telegraph posts, wire, iu-ulators, boxes, instruments, complete, put them up in working order by tbe first day of April next, and instruct the pol ice force iu the use of tbeaa, for the sum of aid.boo, payable as follows: 6000 in six months from the beginning of the work, ftoOuin twelve uiotiina and $4o 0 in eighteen m' nth-, with intoreat at six per cent, per annum. Aiderman Black reil a certif oite from Tit Win.

Buck, John. Randall and J. C. Hoist, watuiiy endorsing the project. Alderman Black then moved that the ot be adopted, and tha contract dosed.

A faiut at tempt was made to onnose the movement, but on being put to a vote i fcjj-- uihuuii v. -in nyyiHt iirs-alarm telegraph is a fixed thing. PETITIONS. Alderman Durff presented a petition from Bruce Garrison, a cripple, asking for one hundred dollars. Referred after a lebate to tbe Finance Committee.

Several members said something about subscribing $5 apiece to make up the stun. Thev forgot it, however, after several petitions were referred to appropriate committees. RESOLUTIONS AND Ml SsrKI.I.ASEOrs. By Alderman Vincent, exempting the Ninth and Tenth ward from penalties on uon payment of taxes. Laid on table.

Vincent then declared that he entered his protest, and desired it to bo recorded. He must have anticipated the action of he Board, for he had his protest already tvritten out, and read it to the Board. By Alderman Vincent, a resolution as i as the code of moral law, requiring lo Olt 'omptroller to tarnish ever so many statements, etc uile lie was waiting for somebody to econd his motion, somebody moved. that (he Comptroller be allowed further ad-iitional clerks to get the statement up. The resolution was not seconded, however, and the Board escaped an infliction.

Alderman Vincent looked like be had crept through a very small knot-hole srlsaa his resolution failed to get asecond. By Alderman Moffet: Resolution instructing the Mayor to take steps to assess the value of the property belonging ihe Memphis and Ohio Railroad, nec-ssarv to be laken for the extension of Winchester street. Adopted. By Alderman Jeems Gallagher: Resolution instructing the Mayor to purchase two hundred and fifty cords of wood for distribution among the poor. No second.

Poor Jeems he won't get his wood that way this winter, we are afraid. By tae same: A resolution fixing the pay of the incoming Board of Aldermen at iisJO each per annum. Referred to a committee of five, to report at the next regular meeting, the committee to consist Rlack, Dyer, Gallagher, U'Donnell and Ellis. By Alderman O'Donnell: A resolution instructing the City Engineer to take measures to prevent the undermining of ibe abutment of the bridge over the bayou on DeSoto street. Adopted.

NEW PUBLICATIONS. The Folio for December, is a very attractive number of one of the most inter-e-tmg of our musical publications. Among the music tbat illustrates its pages, we rind the Shew Fly Galop," ta-keu from the new popular soug of "Shew, Fly, don't bodder me." The Little Cor.PORAL, for January, 1S70, is before us. ll is a good number, but still a little too much tinctured with Yankeeism for this latitude. This out of it, and we could guarantee the propi latata a large circulation in tho South.

Tinctured wilh the base, so-called "loyalty" of the times, it will not do for the South. Wood's Household Magazine is the title of a most interesting and well printed magazine published at Newbnrgh, New York, lor the small sum of fitty cents a year. At that rate il is the cheapest monthly in ibe world, as it is among the best. Everybody ought to be a subscriber to it. Si ott's Monthly Magazine, for De cember, one of the best of our Southern I Monthlies, is to hand.

We cannot say anything to tho readers of the Appeal that will so well convey an idea of its merits as the table of contents, which we present as follows: Triumphant, a tale of the "Bloody Queen's Reign," by Miss Annie M. Get it The Catholic World for January, 1870, is a model number of one of tbe best conducted and most scholarly of our religious magazines. The first article' The Future of Protestantism" will command attention. It is, of course, intensely Catholic; Catholic in its inferences and deductions, thoroughly on tbe side of Rome, yet able, calm and dignified. "Tht Earlv History of the Catholic Church on the Island of New York," is continued and brough' down to tho early days of the Republic. It is very interesting asset-ting forth the labors of the first of ihe true and tried missionaries of the cross, and will be more so when it reaches the time when tho Irish priesthood commenced their labors, and addressed themselves not only to the spiritual but the social welfare of their people.

The illustrious John Hughes is yet be treated of. His life embraced the period of trial and persecution through which tbe Catholic Church has passed, a persecution that is to-day a blot and a stain upon the escutcheon of the once model Republic. The Ottholie World is deslit.ed to a large circulation, and is worthy the attention of those of every creed who desire to keop pace ith the workings of Catholicism. In tassino down Main street yesterday we droppoa into the store of Cleaves, Smithwick tit Hatcher, booksellers. No. 283 Main street, to see their new stock brought on especially to supply the holiday trade. The counters were" laden with handsomely-bound and beautifully en-trraved gift books, many of which were illustrated, by Dore and "oilier celebrated artists. One work in particular attracted our admiration.

This was a handsome hook containing Turner's celebrated landscapes, embracing all of the finest i scenes of that master artist. Such a gift as this would make is the most preferable because the beauty of its illustrations isso great that the owner would be constantly looking at them, and of course constantly 1 reminded of the kindness and friendship of the giver. There are also many other suitable gifts for the bolidavs, among which we noticed beautiful writing desks, splendid bibles and prayer lawiks, photo graph albums, and ihe works of all the celebrated poets, handsomely bound wad illustrated.
