THE REAL NEWS IS that Channel 16's conversion to educational TV is a step closer. Kittyhawk and the Ohio Educational Television Network filed a joint application with the FCC Wednesday for transfer of their license from commercial to public use. ETV spokesmen say a preliminary appraisal of the property has pegged the purchase cost at near the state's allotted maximum of $565,000 and the only holdup is FCC approval of the transfer.
