Xj A MEETIXU OF THE BOARD YESTERDAY MAYOR I'RESEW. Tliey arc Opponrd to ihe Eatab-llttlimeiit of'Ktiiaranline, Etc. Rktcrneo. We were gratified to see yesterday afternoon oar neighbor, Mr. F.

Hmith, of the houte of tieorge V. Wright A No. 9 Madrnon street. S. is one of the largest cotton buyers doing business here.

He is als- the agent of Ihe Little Miami railroad. Mr. 8. looks hearty and cheerful, ami seemed to enjoy the JVco7oh behind the major'ti gay little team. The major is ready for all shipments.

In Town. We were pleased to meet yesterday our clever friend, Capt. Ed. A. Garland, editor and proprietor of tbe Water Valley Courier.

He is In town looking after the interests of his lively paper, and will call upon our business Desx men tluring the next few days. The Courier is an excellent medium for advertising In north Mississippi. RaWUVBxtrNe. During the short but severe storm on Friday night, the lightning struck the grain warehouse of Messrs. Black, Cameron Charles I hi avenue, doing hut little damage to the building.

Mr. Black, who was sitting on air' iron freight truck at the time, received a severe shock, which tendered hint senseless for some time, j)d confined him to his room for a couple til days, but we are glatl to learn that he rapidly recovering and expects to be at business as usual in a day or two. Bhootino on Jackson Ktreet. A man named John Caldwell was arrested on Sunday night for shooting a Mr. Cos-tillo in ttxe abnuliler.

Caldwell alleges that Coetillo insulted him while he was quietly along Jackson street, and on Iwing remonstrated with, attempted to draw a weapon, hen he shot him, and afterward surrendered himself to 8heriiF Winters. The matter will probably be investigated by a magistrate to-day. (So far there appears to tie some mystery about it. Lock Game. The famous lock game has been revived.

A negro named Ambrose Coleman beat a colored brother out of a ten dollar note at the iXemphis aud Ohio depot ytssterday. The police got wind of the affair, when (Sergeant Brown took after the cheat, who gave him a lively run for it, but by tbe assistance of a well known M. who happened to be driving that way, Ambrose was captured secreted under a house, and furnished with rooms at the proper pjaceon Adams street. I.eitcre To Nioht. It should not be forgotten that the first of the second series of lectures, for the benefit of the widows and orphans of Confederate soldiers, will be delivered at the Tabernacle ou Court street to-night, by Col.

George Gantt. The amount of good already done by these lectures is very great, aud we hope to see the fund largely increased. The fall and winter is fast approaching, and those who have comfortable hocses and firesides of their own, should not forget the widows and orphans of tbe fallen brave. lt the.Tabernacle Is? filled to its utmost crpacity. Those who attend will not only contribute to (hie moat worthy of causes, but will erijoy in the lecture of Col.

(lanit a rieh literary treat. A called meeting of the board of health was held yesterday at the office of tbe secretary, l)r. W. E. Rogers, corner of Main and Madison streets.

Present The president, Dr. Irwin; Drs. A. K. Taylor, Brown, Knode, Otey, Sims and I'lttman.

Hla hoaor, Mayor 111 nd and Or. J. M. Keller, physician in charge of the city hospital, were present by invitation, to give such counsel aud advice as they might deem proper. The president called the board to order, aiul ataUed that liey bad assembled at the suggestion of the mayor to ascertain if it was necessary to take further measures for the prevention of th- introduction of yellow fever in this city.

The secretarv. Ttr. lingers, made a tittemeut relating to the action taken by the mayor and himself in reterence to tbe steamer Mohawk, ou Sunday last, which was approved of by the board. I he mayor ting called upon, siaien that he thought it necessary, and it seemed to be the desire of the citizens, that a quarantine should be established. He had made inquiry, and found that a boat could be obtained for a small sum, ttat would answer tbe purpose.

He thought also that the railroads should guarded in such manner as the board saw n- J-le would endeavor carry out any measures suggested by the board, with all the energy he could command. Ir. Jrwm uiuue a alateuient in reier- ence to the fever hero iir JrsWj. Xoease occurred among the citizens. When pa tients were sent to the hospital mere was more danger in elothing, bedding and sals than from the patients.

He was opposed to a quarantine unless it were done effectually. Dr. Pmiiiaii thought that to make ii effective every avenue must lw stopjssd, and that it was a useless excuse. He was of opinion that the measures heretofore adopted would auswer every purpose, and if the patieuts landing here were conducted to tlie Hospital mere should be danger. Dr.

A. K. layior was strongly in tavor of an active quarantine. To take the disease Uirough the city was a dangerous experiment umi he did not feel disposed to risk It. ile tnougnt money eoum noi tie better spent than in preventing the disease from oomiug here.

Dr. Brown was opposed to a quaran tine. He thought that it wu use less unless the quarantine was extended to the railroads, and even then he was oppoet-d to it out and out. If the disease was in the atmosphere no could prevent its innxxiiK- tion. Dr.

untitle said it was a wen known fact that the disease was prevalent in N-w Orleans ami other southern cities, and was making steady progress. He thought that the htiard shou'd look carefully Into this matter before coming to a conclusion. Jin was strongly in favor of a rigid quarantine. I he people okid to the board for protection, anil if it was given them the board would have done their duty. Dr.

binis was opposed to the quaran tine. Dr. Brow could not see why the board should be so much alarmed. Sow in 1S5.5 yellow fever was of local origin. For forty years patients with the disease had been landed here and It had not pread.

Dr. Taylor itill urged the measure, and aid that tbe board should do all lu their power, and perform their duty then if the disease came the skirts of this board would be clear. Dr. Keller stated that there was in the hospital over one hundred patients, aud he did not think it would he judicious to send patients having yellow rover to that place, vvnne no waji peiiectiy wining to treat them if sent, lie thought they should be treat ed iu quarantine. Dr.

A. K. Taylor ottered the following: Renorid, That all boats coming up the river from an infested pjrt be placed under quarantine regulations that the mayor and aldermen te requested establish some point on the river below for the purpose that this regulation be continued until all danger of an epidemic yellow fever is over aud the mayor and aldermen be requested to enforce the ordiuance on quarantine. Tiie resolution was lost by the follow ing vote: i eas I'aylor, ivuooe ana Otey. Navs Him, Brown and Pitt- man the president voting nay.

Whereupon tbe board adjourned to meet to-day at the secretary 's office at II a.m. The action nf tbe board of health in Ibis matter will no doubt seem strange to the citizens, and in our opinion well it inav. ihe reasons given fry me niajmny of them against a quaran tine we confess do not appear satisfac tory. If it does no good ii cau certainly do no harm. The necessary measures can be taken at a very small expense, aud a quarantine established that will show that the board are at least desirous of taking the precaution in their Dower to prevent the introduction of that almost invariably ratal malady in our now comparatively bealtnv cuuiuiu Uity.

God knows we have passed nrougii scenes eunugii oi ueaiu auu ue- vastaiion witniii the past two years, without haviug another variety of an epidemic. The board meta again to day, when It is to he hoped that the mat ter will Is- reconsidered and a sumcieul quarautlne established, such as they uow have at Vicksburg aird'St. Imuis. Look to it, gentlemen. The citizens look to you to protect them In this mat ter.

We insert Ihe following letter from a farmer in Osceola, Arkansas. There are many npeulngs iu the surrounding country for industrious whit labor. This Is only one of tbe many letters we have received on tlie fubjeet lately 'There is a want for an almost indefinite nunilwr of white lalorers, with and without families, for fa.ulng service, in this county, with fair remunerative wuges.

1 1 is complained that the negroes are uusleady, uncertain; and, in too many instanaieg, unworthy of favor. Persona ishing to hire or rent good lands, would do well to come to this iMUuty, as we intend to abandon the negro and his bMMTVBNiENi'K We dislike to find fault at all times, but it nftec becomes necessary to do so. There was a time when the street cars were a very great convenience, and ottlcered by men who seemed angi itis to please and accommo date. But we fear those days have paused. A rase came under our notice last night where three gentlemen after hailing the car green.

No. 29) ou the corner of Madison and Majn streets, had to run about half a blm-k befora they got on the car. This is not the only case. Complaints reach ua almost daily of the bail management of the road, aud often of the impoliteness and rough man ners of the employees. Khould this hint not be sulticieilt lo remedy the evil other complaints may lead to the publication of the names of the offenders.

Call at Hum i- tk Son. JyAw It will be seen by our advising oolumpfi that a law school is a UPpariuaeui mn ft, w.i. be opened ihe flrst Monday Otober. The names of Oeti. Pike, Gen.

Chalmers, Jusss Heath. Judge sicruggs and Mr. Lews' give assurance that by far tbe be-t law school in lue wis: nil iss lounu in Memphis. Where ill our city or the whote country can a stronger or more learned corps of law professors be round? We reioice at this movement. Dr.

Ford, the president, deserves well of the com. mun tv for eunstine mese genu gentie men in this enterprise. The fame of this school will greatly aid the city, and the young men of Memphis win oe anoraeo facilitieo for obtaining a legal education at home superior to any to be found aswoad. 1 A reliable gentleman writ us the fol lowing rveaass ii.t-s, Heptemiier 7, lsffi. MouN To the can! of this gentleman, which wiil be found among out new advertisements, we wish to call the attention of our uiany read ers. Mr. Moon i tine of the oldest cotton factors of our city, and his long experi ence of nearly twenty years should add more than ordinary interest to Ins opinions upon the staple of the south. For more than a dozen years lie was connected with the house of Titus Co and if there is anything in being familiar with one's business, then he certainly should stand very high among our com mission meu. A I judge of the article in which deals, an intimate knowledge of the many causes which govern the market in its many ups and downs, a foreign correspondence of extensive range, ua contribute to give him advantages poscdssed by few.

We again refer to his can), In another column, addressed to the cottuu planters of West Tennessee, Alabama, Mississippi and Arkansas. Shooting at a Pic Nic A number of negroes for some time past have been in the habit of holding pic nfes and gatherings of a like kind at the place of a negro named Alex. Smith, a short distance from town, on the Pigeon Roost road, during which pistols aud shot-guns were very often freely discharged, much to the annoyance of respectable people living in that vicinity. One of the usual pic nice was held there on rjaturday, and during the afternoon everything seemed quiet. Dut about six o'elock some negro boys got Into a diliiculty, during which riampeon Scaith was cut with a knife, am! shot in the back with a shotgun, from which wounds lie died riunday night Four negroes named E.

Harding, Henry Tooney, Mose Turner and Ed. Williams were arrested, and are uow in prison. Justice Miller held an inquest on the body, the jury returning a verdict in accordance with the facts. ATTEMPTED HIVHWAY BEBY. BOB- BETRAYAL, AND CAPTURE OE THE jrOOT-l'AD.

Constable A. Rhodes, of the 11th ciivil district of this county, brought to je city by the 2 o'clock train on the Memphis and Charleston railroad, yesterday afternoon, T. Hill, a white lad, seemingly not more than eighteen years of age, but possessing a most sinister cast of countenance, charged with the double crime of attempted robbery and murder, on the highway, and of which we learn tbe following particulars rteveral days since Hill made overtures to a freedmau employed on the farm of a gentleman residing near Uermantown, to secure his assistance in robbing on Saturday night whoever might pass a certain point on one of the roads leading from Oerman- Urwn, and the latter consented, hut privately informed his employer of the cir cumstance, and asked his advice. The gentleman directed him to acquiesce freely in all the woutd he highwayman proposed, and informed h(m of tbe time it would come off, aud he. the gentleman, would secure proper assistance and capture the fellow in the very act.

Thus Instructed, the freedmau so far ingratiated himself with the footpad, that he fouud an opportunity to secretly withdraw the charges from a formidable revolver, and thus render harmless the intended instrument of the murder, which, as the sequel proves, Hill proposed to commit, iu tbe case oi resistance from his intended victim. Accordingly, at the appointed hour, the white bov. aceomnauied by his black assistant, posted himself in the bushes by the roadside, aud eagerly ioo.eu oui lor a victim. After awhile two freedraen came along, and Hill critically examined their appearance wun a view io uusiuess, but plainly perceiving they were armed. suffered them to pass on their way wun ine reman; You are all right." Hcarcely were tbe two out of sight, when a white man and negro annealed on the scene, and Hill, seeing them coatless aud without Visible means of resistance, ooidiy conironieu the former, and, prtseutiug bis pistol, demanded his money or his life! The man stepped back and prepared to offer resistance to the unlawful demand of his opponent, when the latter snapped his pistol three times in as many seconds, and was cocking the weapon for a fourth attempt, when the party concealed near the spilt quickly surrounded the outlaw and deprived him of his weapon not, however, wtthout experiencing all the resistance he was capable of making.

On the establishment of the above facts, Justice W. H. Walker fully committed Hill for trial at the next term of the criminal court. Natiixtothe Trad' ust reoeived very large and choice assortment of Hta- ple aud ancy Stationary, selected oy air. Henry Coben In tbe principal European cities.

La Roe's far-famed carnival mlDstrels gave their second performance at the Greenlaw last night to a very large and fashionable audience, and as heretofore when this troupe have appeared in Memphis, every body was highly delighted. Tbe songs and ballads of Messrs. noott, Willis ami Fredericks, were repeatedly encored.

Happy Cal Wagner kept everybody in the banpiest mood by his new jokes, conundrums and funny sayings. The dancing of Frank Wells and Ned West ia seldom equalled, wb'k Hernandez's monster Julian concert never fails to repeatedly bringdown the house, and the cornet solo of Frank Bowleg is one of tne finest jvorformances we have ever beard on that instrument in this or any other country, in fact, the whole performance of this company is excellent In every particular, and differs from most of the traveling troupes, Inasmuch aanot a word is uttered that could offend tbe most fastidious or sound harshly to the most refined ear. Every member seems to have been selected for a speciality, and everv one "enacts well his part." Their last performance will be given tonight with an entire change of programme. Dakinu BotiBHKV One of those daring robberies which we hear of from day to day, occurreu on nususj noniiina. It appears some negroes entered the dry eoods and clothing bouse of Messrs.

Lyons, Fie at the corner of Main and jeflersou eUiUi, and wag discovered in this way Mr. James deary, a fireman attached lo steamer No. 3, saw a negro passing up tbe alley with a bundle of clothing. Thinking something was wrong, he vailed to him to halt. Tbe negro attempted to run.

when Cleary caught him and took him, witb his plunder, to the Adams street station. Returning, he saw another of tbe gang to which he gave chase, but fearing tbe thief would get away, he fired at biin, when ofllcersHcott and Gear liame up to pee what was the matter, and, another of tlie thieves was captured. The one arrested by Cleary had en auger and screwdriver, with some' other burglar's tools, on hi person. We learned late last evenlug that more arrests have been made and more property recovered. Much credit Is due to the honest fireman, (leary, for his prompt and decisive action in the matter.

Had It not been for him. the probability that the burglars would have got dear off with their ill-gotten Law Court. The jury, In the case of Metcalf vs. 1 iwell, found a verdict for tbe plaintiff. This was an ejectment caae, and the jury found an alxtve, lieing tbe fee simple interest in lot No.

The absolute suspension of business which has prevailed here and in interior towns and villages through three months past, the attrac tion of nnilious of dollars which of late has flowed through this city to the northwest in payment for plantation supplies, these facts have liegotten an unprecedented scarcity of money which compels the pastponment, as already announced, of the drawings of the Southern Asylum.
