"Use of wood is increasing in the' construction of homes, due to the recently invented procejss of rendering wood more flame proof and fire resistant than any other building material. Originality of design in homes and the demand for better finishings in interiors have added, of course, to the total cost of building.

The average for Chicago is $6,771 for 804 dwellings and for New York, $6,141, for 930 homes." The survey indicated that apartment house costs per family were lowest in St. Louis and highest in the borough of Manhattan, New York.

The preamble to the resolution asking the abolition of the general property tax declares that the financial burden of state and local government throughout the United States falls primarily upon property and mainly upon real estate and declares the tax, irrespective of the type of administration system under which it operates, to be inequitable as between territorial jurisdiction under the authority imposing the tax as well as between types of properties which it attempt to tax, and likewise terms the general property tax inequitable between individuals in relation to the amount of property owned by them. The preamble further points out that state and local governments hare failed to perfect this system of taxation so that it operates fairly. Deduction Asked.

The resolution itself urges the abandonment of the tax as a major source of revenue for state and local governments and the substitution of a revenue source which will have the support of all interested in equitable taxation and in the establishment of a tax system more nearly in accord with modern needs and urges state and local relil estate organizations to work for such changes in the present tax system. The resolution on the capital gains tax asks that the rate to be applied to capital gains, and capital losses should be kept separate and distinct from the rates to be applied to ordinary income. It also requests that the rate on capital gains and allowance for losses A movement for revision of the tax system affecting property owners and traders, which is said to be gaining prevalence among real estate men, has grown out of two important demands made upon state and federal governments at the recent gathering of the National Association of Real Estate Boards. -Adopt Resolution. 5821 'TUROX, Aug. 2. (JPh-It's getting so it is unsafe to leave even a jail door open. Constable Frank Verbeck was puz-zled to find a shiny padlock on the door of Turon's jail. Elsewhere this circumstance would not arouse suspicions, but in Turon there is seldom a prisoner and the jail is left wide open for months at a time.

Unable to learn why the door was locked, the constable broke in. He found 50 gallons of wine in the making. Scarcity of Desirable Apartments Hinted in Agents' View of Conditions as September Nears. A brisk pick-up in demand for apartment space is seen for the current month by real estate rental agents throughout the city. Realization on the part of those who have not yet signed their leases for the new rent-year that the sharp slackening in construction of apartment houses during the past 12 months will tend toward a shortage of desirable space is expected to result in a sudden demand for lease renewals and for available listings as the last weeks before moving day are at hand.

The same condition, it is pointed out, makes it probable that apartment rentals for all desirable facilities will continue without any reduction in rates for some time to effme. The expectation voiced by some apartment dwellers that monthly rents would experience a cut in line with the trend of many other commodity prices, will hardly be likely to materialize in face of the specific conditions of local apartment facilities, rental agents explain. Atlanta's rapid growth in years gone by had led to an unprecedented program of. apartment construction throughout the city. Keen competition among builders and property developers led to an appreciable over-supply in the apartment field, which was reflected by reduced income to residential property investors.

Real estate men explain that a period of re-adjustment has since Bet in, but due to the over-supply of apartment space and the competition for tenants, rental prices in Atlanta for several years have been far below the national average. This condition is believed to have discounted the possibility of any further rental reductions. With the retarding of building in the entire residential field witnessed during the past 12 months noticeable particularly in the attitude of apartment developers to await the re-adjustment of market conditions, a shortage of desirable apartments by September" 1 is anticipated by agents.
